Between 2024 and 2025, over UAH 230 million (about US$5.5 million) were spent on adapted clothing for female military personnel. The Ministry of Defence has also approved two models of modular body armour sets (1-8), which are adapted to the needs and anatomical features of women. In addition, the ministry has completed testing of winter jackets and trousers for female defenders, which will provide protection from wind and moisture. Their technical specifications are currently being developed. The clothing provision also includes basic items of uniform for women in the army, which were developed before the start of the full-scale war: tunic; skirt; trousers; long- and short-sleeved shirts; tie; cap; winter everyday hat; jumper; coat; chrome shoes; insulated boots. The Ministry of Defence noted that some of the military's clothing is universal for both sexes. However, the uniforms are designed with women's characteristics in mind, so the clothing is smaller in size and has a different cut. Ukraine's Defence Ministry is developing a new personal protective equipment for the military – a protective tent (armoured blanket). The ministry has prepared the relevant regulatory and technical documentation. Source: Ukraine's Defence Ministry Quote: "The armour blanket provides bullet and shrapnel protection in accordance with STANAG 2920 Ed.3 / AEP 2920 standards, which guarantees a high level of stopping fragments, bullets and other munitions. The basis of the protection is a soft ballistic element made of multilayer elastic material in a sealed waterproof cover." Details: The ministry says that when deployed, the ballistic package measures 160 x 80 cm and weighs approximately 10 kg. "Since the design of the armoured blanket provides for convenient folding in 3-4 layers, it allows the product to be used as a mobile shield by attaching it to an arm or shoulder. It can also be easily transported thanks to special length-adjustable shoulder straps," the ministry said. Lieutenant Colonel Maksym Kaiola, Head of the Central Logistics Development Department, said that the armoured blanket allows soldiers to adapt to situations where they need to instantly take cover from shelling or explosion, quickly cover a window or doorway or protect expensive equipment from shrapnel damage. "This is not just an awning – it is a means of survival that can be the decisive factor between injury and rescue," he said. Meanwhile, the Defence Ministry is calling on manufacturers (suppliers) to notify the Logistics Forces Command of the Armed Forces of Ukraine and the Central Logistics Development Directorate of their readiness to produce and provide free of charge samples of armoured blankets for military (pilot) tests. The application can be submitted via Form 3 on the Ministry of Defence Partner website. Meanwhile, Hlib Kanievskyi, Director of the Defence Procurement Policy Department, stressed that in total, in 2024-2025, the Defence Procurement Agency contracted personal protective equipment for almost UAH 13.2 billion (US$1.8 billion). The Defense Ministry has allocated one-third of its defense budget to production of high-tech weaponry, including drones, electronic warfare systems, and missile technologies, Hlib Kanievskyi, a procurement chief at the ministry, said on April 21. "Defense procurement today is not only about meeting the needs of the Armed Forces. It is also a powerful driver for the development of the Ukrainian technology sector, especially in the areas of unmanned aerial vehicles (UAVs), electronic warfare, and missile technology," said Kanievskyi. Since the start of the full-scale invasion, Ukraine has been developing and deploying technological innovations and cutting-edge unmanned systems. Both Ukraine and Russia have increasingly relied on drone warfare, using aerial, naval, and ground-based drones for reconnaissance and combat missions. In a continued effort to strengthen cooperation with domestic arms manufacturers, the ministry held a working meeting with representatives of companies specializing in drones and other advanced military systems. The meeting was part of an ongoing dialogue between the government and Ukrainian defense industry players aimed at improving transparency, competition, and efficiency in procurement, the ministry said in a statement. Kanievskyi said that the unification of technical standards for drones is among the key objectives for 2025. This move is expected to streamline procurement procedures, create a single framework for evaluating products, and accelerate decision-making. Standardization would also enable the ministry to scale up partnerships with trusted suppliers more efficiently. The ministry is further considering new formats for working with defense contractors. Rather than purchasing individual systems or weapons, Ukraine is exploring contracts for comprehensive solutions that include training, technical support, maintenance, and system upgrades. Since the launch of Russia's full-scale invasion in February 2022, Ukraine has increasingly turned to innovation and home production. More than 40% of the weapons used on the front line are now produced in Ukraine, President Volodymyr Zelensky said on April 16. In the 2025 budget, Ukraine allocated $1.3 billion to defense manufacturing to reduce its reliance on foreign arms deliveries. The government plans to raise over $1 billion this year to support local arms procurement through a so-called Danish model, which means purchasing weapons directly from Ukrainian producers. A key issue was accelerating the delivery of drones from manufacturers to military units. The attendees also discussed broadening the pool of suppliers to accelerate the integration of new technologies into the military.
