Holyoke mayor to deliver annual State of the City address
HOLYOKE, Mass. (WWLP) – Mayor Joshua Garcia will give his fourth annual State of the City address at the Holyoke City Council meeting.
The meeting, open to the public, will begin at 6 p.m. inside City Hall and will also be broadcast by Holyoke Media on Channel 15 and made available on YouTube afterward.

Mayor Garcia will also deliver his proposed budget for fiscal year 2026, which includes $180 million. Mayor Garcia says the balanced budget 'avoids the need for a Proposition 2½ override, preserves core municipal services, and does not rely on reserves or Free Cash.'
Items that drive the budget are the public schools, transportation, City employees' health insurance, and retired employees' pensions. Mayor Garcia anticipates revenue and new growth to give the City 'fiscal flexibility in the face of economic uncertainty.'
In a news release to 22News, he said that this budget 'reflects current revenue and expenditure projections and a balanced consideration of the City's municipal service needs. Revenue assumptions are based on the Senate Ways and Means budget and are subject to change pending final decisions by the Governor and Legislature.'
