AUSTIN (KFDX/KJTL) — We continue to follow House Bill 908, which was authored by a Bowie woman to reform child protection laws. On Thursday, April 3, 2025, HB 908 was referred to the Senate Committee on Criminal Justice. AUSTIN (KFDX/KJTL) — Texas lawmakers are taking the next step in safeguarding children. House Bill 908 was read on the house floor Wednesday morning, April 2, 2025. Representative David Spiller presented the bill on the House floor. Glenda Durham, a Bowie resident, authored it and testified at the capitol on March 12. As somebody who has been turned down for a missing kids report in her family, she said this passage shows lawmakers value children. 'No more will families be turned away. The systems will be followed as they should. And it's no longer a subjective assessment by a disinterest, a police officer. And I'm not knocking our police. I appreciate our police. But when it comes to missing kids, they need to report it to every agency available,' Durham said. Durham hosts a missing kids prayer group every Saturday. AUSTIN (KFDX/KJTL) — A Bowie woman advocates for the well-being and safety of missing children. Glenda Durham said this bill is a crucial advancement in protecting children. Durham visited the state capitol last week to testify for House Bill 908, which was authored by House District 68 Representative David Spiller. The bill will require authorities to report missing children to the Texas Clearing House, the National Crime Information Center, and the National Center for Missing and Exploited Children within a two-hour window. It will also improve coordination between agencies. The bill mandates agencies to report any case to all municipal or county authorities within 48 hours. 'It is a common sense, child-centered reform that ensures missing children are reported to all necessary law enforcement and child safety organizations without delay by enhancing coordination, streamlining reporting requirements, and eliminating redundancies,' Spiller said. 'It gives missing children a better chance of being found quickly and safely.' The child's info must be entered in the national missing and unidentified person system by day 30 since the reported missing day. 'This aspect of the bill helps to ensure that no lead or opportunity is overlooked in the search for a missing child,' Durham said. 'It assures families that their reports are being acted upon with the urgency they merit. This not only elevates the chances of locating the child quickly but also aids in identifying potential patterns of adoption, abduction, or exploitation, contributing to stronger preventive measures moving forward.'
