Census to begin from March 1, 2027; Centre issues official notification
The Union Home Ministry on Monday announced the dates for India's long-awaited population census — the first since 2011 — setting the stage for a two-phase digital exercise scheduled for October 1, 2026, and March 1, 2027. For the first time, the nationwide headcount will go digital, allowing citizens to respond from their homes via smartphones or digital platforms. What happens in each phase? The first phase, known as the Houselisting Operation (HLO), will begin on October 1, 2026. It will focus on collecting detailed data on households — including assets, income, housing conditions, and access to basic amenities like water, electricity, and toilets. The second phase, Population Enumeration (PE), will start on March 1, 2027. This phase will gather personal and demographic details — such as age, gender, education, occupation, religion, and language — of every individual living in the household. The upcoming census will also include caste-based enumeration, the first such exercise since Independence. Union Minister Ashwini Vaishnaw confirmed the inclusion of caste data in April, making it one of the most comprehensive censuses ever conducted in India. Digital and inclusive: A first for India This will also be India's first digital census, a step aimed at increasing accuracy and efficiency. With the option to self-enumerate from home, the process is expected to be more accessible and transparent than ever before. The last census was conducted in 2011. The 2021 exercise was postponed due to the Covid-19 pandemic, making this the longest gap between censuses in independent India. What it means for policy and politics The announcement of the Census 2026-27 also sets the stage for key legislative changes, including the implementation of the Women's Reservation Bill and the long-pending delimitation exercise. The Women's Reservation Bill — which seeks to reserve one-third of all seats in the Lok Sabha and state legislative assemblies for women — can only take effect after a fresh census, followed by delimitation. Delimitation refers to the redrawing of electoral constituencies based on population shifts. While it was last carried out based on the 1971 Census, the process was frozen by the 42nd Constitutional Amendment in 1976 until 2000. Later, the 84th Amendment Act of 2001 permitted limited boundary adjustments within states based on the 2001 Census, but the total number of Lok Sabha and Assembly seats remained unchanged. This amendment, in a way, also extended the freeze on full delimitation till the first census post-2026.

Centre issues notification for Census in 2027
The Union Home Ministry on Monday issued a gazette notification, declaring that the Census will be carried out in 2027. 'In exercise of the powers conferred by section 3 of the Census Act, 1948 (37 of 1948), and in supersession of the notification of the Government of India in the Ministry of Home Affairs (Office of the Registrar General, India) number S.O. 1455(E), dated the 26th March, 2019 published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (ii), dated the 28th March, 2019, except as respects things done or omitted to be done before such supersession, the Central Government hereby declares that a census of the population of India shall be taken during the year 2027,' a notification by Mritunjay Kumar Narayan, Registrar General and Census Commissioner, said. The notification stated that the reference date for the Census will be March 1, 2027, except for the Union Territory of Ladakh, the snow-bound non-synchronous areas of the Union Territory of Jammu and Kashmir, Himachal Pradesh and Uttarakhand. 'In respect of the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, the reference date shall be 00:00 hours of the 1st day of October, 2026,' the notification added. The last Census was held in 2011. The 2027 Census will include the first nationwide caste enumeration since 1931. A day before issuing the notification, Union Home Minister Amit Shah had on Sunday reviewed the preparation for the forthcoming Census with Union Home Secretary Govind Mohan and other senior officials in North Delhi. 'The census will be conducted in two phases. In phase one i.e. Houselisting Operation (HLO), the housing conditions, assets and amenities of each household will be collected. Subsequently, in second phase i.e. Population Enumeration (PE), the demographic, socio-economic, cultural and other details of every person in each household will be collected. In the census, caste enumeration will also be done,' the statement said. Around 34 lakh enumerators and supervisors and around 1.3 lakh Census functionaries will be deployed for the exercise, as per the statement. 'This census is the 16th census since the beginning and 8th after Independence. The ensuing census will be conducted through digital means using mobile applications. Provision of self-enumeration would also be made available to the people. Very stringent data security measures would be kept in place to ensure data security at the time of collection, transmission and storage,' the statement added.
