This applies to invoices issued by members of the Pharmacists Association as well, with the additional requirement that insurance companies only accept electronic invoices bearing a watermark (QR Code) generated by the National E-Invoicing System.

AMMAN — The Income and Sales Tax Department is advancing a comprehensive package of reforms aimed at fairness, transparency, and digital transformation, without introducing new taxes or raising existing rates, according to the department's Director General Hussam Abu Ali. Speaking during a media briefing at the Ministry of Government Communications titled 'The National E-Invoicing System and Tax Reforms', Abu Ali said that the reform efforts aimed to build trust between taxpayers and auditors while aligning with international best practices. A key pillar of the reform is the integration of artificial intelligence (AI) in auditing procedures, Abu Ali said, noting that 85 per cent of tax returns are now electronically audited using an advanced AI-driven system that covers companies, institutions, employees, and individuals. He added that the department has achieved full digital integration with the Social Security Corporation and the Companies Control Department, enabling real-time verification of employee records and corporate declarations to detect discrepancies and improve compliance. To enhance taxpayer services, the department now offers 65 core electronic services, allowing taxpayers, representatives, and consultants to complete all tax-related procedures digitally. A newly launched 'Golden List' initiative provides expedited services to individuals and businesses that have maintained a clean tax record for the past five years. To combat tax evasion in high-risk sectors, the department has deployed digital surveillance systems. Abu Ali also noted that the department is transitioning from a sales-based to a supply-based sales tax structure to better align with international standards. Ministry of Government Communications Secretary-General Zaid Nawaiseh highlighted the department's continued progress in digital transformation, capacity building among staff, and the adoption of international standards in tax administration.

Speaking at a media briefing titled 'The National Electronic Invoicing System and Tax Reforms,' Abu Ali highlighted that the department offers 65 electronic services covering all key tax procedures, enabling taxpayers, their representatives, and auditors to complete transactions efficiently. Digital Oversight on Factories Abu Ali said the department has established a digital monitoring program for cigarette manufacturing factories and recently launched the second phase of similar controls on alcoholic beverage factories as part of efforts to combat tax evasion and regulate the market. Program for Compliant Taxpayers He introduced a new program for taxpayers who have consistently complied over the past five years, called the 'Golden List,' which offers expedited and premium tax services to encourage voluntary compliance and transparency. Abu Ali explained that one major reform is shifting from sales tax collection at the point of sale to a supply-based model, aligning Jordan's tax system with global best practices on goods and services. He added that electronic integration between the Tax Department, Social Security Corporation, and Companies Control Department has improved accuracy in employee data management and helped reconcile past tax returns. Income Tax Department urges late filers to avoid penalties
Jordan's Income and Sales Tax Department is urging individuals and businesses who missed the April 30, 2025 deadline for submitting their 2024 income tax returns to act quickly and avoid mounting financial penalties. Director General Hussam Abu Ali thanked taxpayers who filed on time, commending their cooperation and timely electronic submission. He also praised media outlets for their role in raising awareness and encouraging compliance. For those who missed the deadline, the department warns of fines ranging from JOD 100 to JOD 500, with an additional penalty of 0.4 percent weekly for further delays, according to tax advisor Mousa Tarawneh in a statement to Roya News. The department had intensified awareness campaigns leading up to the deadline, emphasizing the importance of tax compliance in boosting public revenues and funding national development projects. Tarawneh stressed the need for accurate filings and timely payments, urging citizens to fulfill what he described as both a legal obligation and a national duty. Tax filing is mandatory for anyone with business activities, and for employees in the public or private sectors whose annual income exceeds JOD 9,000 for individuals or JOD 18,000 for married persons or dependents. All companies are also required to file. However, authorities are facing growing challenges with Jordan's expanding informal economy—unregistered or untaxed businesses, especially active through social media. These include sales of food, clothing, and consulting services conducted without official registration or tax contributions. Tarawneh noted that recent tax reforms have focused on addressing tax evasion within the shadow economy. He stressed that no personal tax deductions will be accepted unless backed by invoices issued through the national billing system. This unregulated growth undermines fair competition, causes major revenue losses, and makes enforcement difficult due to the digital and informal nature of these businesses. Reaffirming the importance of filing, Tarawneh highlighted government efforts to simplify procedures and offer flexibility, such as deferred payment options. Tax revenues, which account for about 26 percent of Jordan's GDP, are crucial for infrastructure, education, health, and debt repayment.
