Tanzania's Foreign Policy Launch Strengthens Afro-Latin Solidarity and South-South Cooperation

DAR ES SALAAM, Tanzania, May 26, 2025--(BUSINESS WIRE)--Tanzania's new Foreign Policy framework, which was recently launched in Dar es Salaam calls for deeper Afro-Latin American solidarity and cultural diplomacy. It highlights the historical ties and shared development priorities between Tanzania, Brazil, and Cuba. The policy was launched on 19 May during an event officiated by the President of the United Republic of Tanzania, H.E. Dr. Samia Suluhu Hassan. The launch was also attended by Dr. Hussein Ali Mwinyi, President of Zanzibar and Chairman of the Revolutionary Council, members of the Diplomatic Corps, senior government leaders and representatives from the private sector. Since independence, Tanzania's diplomacy has upheld anti-colonial values and cultural pride. The new policy revisits these roots while advancing people-centered development, multilingual engagement, and innovation partnerships with Latin America. With strong foundations in education, health, and liberation history, Tanzania invites renewed collaboration with Latin American partners The policy also supports Kiswahili promotion, South-South innovation, climate justice, and people-centered development — offering new pathways for engagement under platforms like the G77, UNCTAD, and the African Union-CELAC dialogue. Speaking during the launching ceremony, President Samia told the delegates that the drafting of the policy included views of Tanzanians from all walks of life. "The drafting of the policy was participatory since we wanted everyone to participate in the process; it was high time we revised the policy to cope with the global shifts in various spheres," she remarked. She mentioned some of the global shifts as the ongoing scramble for strategic minerals as the world seeks to move towards renewable energy from fossil fuel as well as disruptions of trade value chains caused by conflicts in some countries. According to President Samia, the renewed policy sets a clear course on how Tanzania engages with the world-grounded in national interest, principle and responsive to evolving global context. "This policy speaks on who we are as a nation, firm in our values, proactive in our diplomacy and committed to constructive partnerships that advance peace, security and shared prosperity," she affirmed. The guidelines plan special training for officials and envoys to achieve goals of economic diplomacy, where a key feature is granting special status to the Tanzania non-citizen Diaspora, formalizing their role in national development. The President urged the Ministry of Foreign Affairs and East African Cooperation to make use of retired diplomats to conduct special trainings for officials in the ministry and other government offices on implementation of the policy. For his part, President Mwinyi said the updated policy will unlock potentials in many areas socially, economically and politically. "Tanzania continues to position itself in greater heights globally and the revised policy aligns with the needs of the evolving world," he stated. On the other hand, Dr Mwinyi urged the Ministry of Foreign Affairs and International Cooperation to woo more countries to open consulates in Zanzibar with the aim of opening up the isles to the world. He went on and called on Tanzanians to protect the interests of their country through implementation of the new policy. "We should use the policy to protect the interest of our country, the new guidelines will benefit both parts of the union Tanzania Mainland and Zanzibar," he noted. Ambassador Mahmoud Thabit Kombo said the revised policy seeks to foster deeper economic cooperation with development partners; support non-alignment and South-South cooperation. The Minister explained that the revised Foreign Policy focuses on 10 thematic areas, namely economic diplomacy; the promotion of peace, security, and political stability; the ratification and domestication of international treaties and protocols. The new policy also seeks to embrace effective participation in bilateral, regional and international bodies; the use of Kiswahili as an instrument of diplomacy and mobilizing international resources for national development, he stated. Other areas of focus are diaspora participation, maximizing opportunities arising from the blue economy and dispensing human rights and good governance in accordance with the Constitution of the United Republic of Tanzania of 1977 and its social and cultural values. As part of efforts to promote Kiswahili, the governments of Tanzania and Cuba hosted the First International Kiswahili Conference in Havana, from November 7 to 10, last year. President Samia's advocacy for Kiswahili has marked a historic milestone in Tanzania's cultural diplomacy. Through strategic engagements at the United Nations and UNESCO, she successfully campaigned for the recognition of July 7th as World Swahili Language Day. This achievement, secured through a UNESCO Resolution in November 2021, was followed by further efforts that led to the UN General Assembly's 2024 decision to officially recognize Kiswahili Day starting in 2025. President Samia's vision extends beyond symbolic recognition; she has established Kiswahili language centers in international universities and promoted its study worldwide, cementing Tanzania's role as a cultural leader in global forums. DAR ES SALAAM, TZ / / May 26, 2025 / The Government of the United Republic of Tanzania has officially launched its revised National Foreign Policy, positioning the country for stronger global engagement, particularly with North America. The launch was officiated by H.E. Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania, at the Julius Nyerere International Convention Centre in Dar es Salaam. The event was also attended by Dr. Hussein Ali Mwinyi, President of Zanzibar and Chairman of the Revolutionary Council, members of the Diplomatic Corps, senior government leaders, and representatives from the private sector. In her remarks, President Samia said the revised policy marks a significant step in reaffirming Tanzania's role on the global stage. "There have been a lot of changes since we introduced the national foreign policy 24 years ago in 2001. The new policy takes into account shifts in the world in areas such as the blue and digital economy, and the creative and entertainment industry," she said. According to the President, the updated policy provides a clear roadmap for how Tanzania engages with the world-guided by national interest, grounded in principle, and responsive to evolving global trends. "This policy speaks on who we are as a nation-firm in our values, proactive in our diplomacy, and committed to constructive partnerships that advance peace, security and shared prosperity," she affirmed. Tanzania's renewed policy signals enhanced collaboration with the United States and Canada in trade, education, climate action, technology, and gender equity. The policy aligns closely with US-Africa strategies and Canada's Feminist International Assistance Policy. Tanzania also looks to expand its diplomatic and economic relations with Mexico, opening new avenues for South-North and South-South cooperation across Latin America and the Caribbean. Through the African Growth Opportunity Act (AGOA), Tanzania has maintained strong trade relations with the U.S. The policy reinforces such frameworks while opening avenues for increased digital innovation and investment. In April 2022, President Samia made a landmark visit to the U.S., meeting with Vice President Kamala Harris at the White House. That visit led to the restoration of Tanzania's eligibility for the Millennium Challenge Corporation (MCC) Compact and unlocked nearly USD 1 billion in investment commitments. President Samia also used the visit to launch The Royal Tour documentary, a major tourism campaign promoting Tanzania's cultural heritage and natural beauty. Her leadership has enhanced Tanzania's global image as a stable, democratic, and investment-friendly country. In March 2023, U.S. Vice President Kamala Harris visited Tanzania, resulting in a USD 500 million Memorandum of Understanding with the Unites States, EXIM Bank and new partnerships in digital innovation and energy. Since taking office in 2021, President Samia has elevated Tanzania's visibility in international forums, including the African Union, BRICS, and G20. She has also championed climate action through the National Clean Cooking Strategy and played a central role in the recognition of Kiswahili as an official African Union language. Her signature diplomatic approach-Reconciliation, Resilience, Reform, and Rebuilding (4Rs)-has guided her engagements and helped Tanzania attract more than USD 15 billion in foreign investment since 2021. The revised National Foreign Policy is built around 10 key thematic areas: Economic Diplomacy - Promoting investment, trade, and job creation. Peace and Security - Supporting regional stability and counterterrorism. Strategic Treaty Management - Enhancing treaty negotiation and implementation. Bilateral and Multilateral Engagement - Strengthening international cooperation. Kiswahili Diplomacy - Using language as a tool of cultural and political influence. Resource Mobilization - Attracting global finance for health, education, and infrastructure. Blue Economy Development - Leveraging marine and coastal resources. Diaspora Engagement - Encouraging participation of Tanzanians abroad. Human Rights and Governance - Promoting democratic values and constitutional integrity. Climate Leadership - Championing bold regional and international climate action. One of the most transformative provisions in the new policy is the proposed Special Status for members of the Tanzanian diaspora. This will allow eligible Tanzanians abroad to own land, register businesses, and invest without renouncing their foreign citizenship. To support this initiative, the Government has already submitted amendments to the Land Act and the Immigration Act to Parliament. Once passed, these reforms will remove longstanding legal barriers and allow the diaspora to fully participate in Tanzania's economic development. Speaking at the launch, Ambassador Mahmoud Thabit Kombo, Minister for Foreign Affairs and East African Cooperation, emphasized that the policy seeks to deepen economic partnerships, support non-alignment, and enhance Tanzania's leadership in South-South cooperation. He outlined the government's intention to improve participation in regional and global institutions, modernize diplomatic practices, and elevate Tanzania's voice in global governance. In a landmark diplomatic step, Tanzania has launched a revised National Foreign Policy that reinforces the country's leadership in African diplomacy. The updated policy embraces Pan-African values, supports the African Continental Free Trade Area (AfCFTA), and advances regional peace, integration, and sustainable development. The launch event, held at the Julius Nyerere International Convention Centre (JNICC) in Dar es Salaam, was officiated by H.E. Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania. It was also attended by Dr. Hussein Ali Mwinyi, President of Zanzibar and Chairman of the Revolutionary Council, members of the Diplomatic Corps, senior government leaders, and private sector representatives. Rooted in the vision of Mwalimu Julius Nyerere, Tanzania has historically championed unity, liberation, and non-alignment in African diplomacy. Under Nyerere's leadership, Tanzania became a moral compass for the continent and a founding member of the Organization of African Unity (OAU). 'This policy speaks on who we are as a nation—firm in our values, proactive in our diplomacy, and committed to constructive partnerships that advance peace, security, and shared prosperity,' President Samia said during the event. The new policy reflects this legacy while responding to contemporary priorities like trade, migration, regional infrastructure, climate action, and digital transformation. It aims to deepen Tanzania's engagement with continental bodies like the AU, SADC, and EAC while emphasizing Kiswahili as a tool for regional integration. President Samia noted that the revised policy was shaped through a broad-based participatory process involving Tanzanians from all walks of life. 'It was high time we revised the policy to cope with global shifts in various spheres,' she said, citing the global scramble for strategic minerals and trade disruptions caused by ongoing conflicts as key motivators. A core feature of the updated framework includes economic diplomacy and the creation of a Special Status for Tanzanians in the diaspora. The policy promotes legal reforms that would allow non-citizen Tanzanians abroad to own land, register businesses, and invest back home. To strengthen implementation, President Samia called on the Ministry of Foreign Affairs and East African Cooperation to engage retired diplomats in training current officials, ensuring that Tanzania's envoys are equipped to promote national interests globally. President Mwinyi welcomed the revised policy as a catalyst for unlocking social, economic, and political potential. 'Tanzania continues to position itself globally, and the revised policy aligns with evolving global needs,' he said. He urged the Ministry to encourage more countries to open consulates in Zanzibar and called on all Tanzanians to embrace and defend national interests through the policy. 'This policy will benefit both Tanzania Mainland and Zanzibar,' he emphasized. President Samia's regional outreach began early in her presidency. In April 2021, she visited Uganda, where she and President Yoweri Museveni signed the Final Investment Decision for the $10 billion East African Crude Oil Pipeline (EACOP). In May 2021, her visit to Kenya revitalized bilateral ties, followed by trips to Burundi, Mozambique, Rwanda, Zambia, and Egypt, resulting in cooperation on trade, energy, security, and innovation. At the June 2021 SADC Summit in Mozambique, Tanzania reaffirmed its commitment to regional peace by supporting the fight against insurgency in Cabo Delgado. In Ghana, she received the Africa Road Builders–Babacar Ndiaye Trophy for leadership in infrastructure development. In Senegal, during the IDA20 Summit, and at COP27 in Egypt, she positioned Tanzania as a leader in climate resilience, presenting an $18 billion renewable energy plan. From 2023 to 2025, she maintained strong continental engagement through AU summits, the BRICS Summit in South Africa, and diplomatic visits to Malawi, Zambia, South Africa, and Morocco. A key milestone in Tanzania's growing international stature was the invitation to the Lobito Corridor Development Project high-level meeting in Angola—part of the G7's Global Infrastructure Initiative. Although Tanzania was not originally a member of the project, its geographic and strategic relevance was recognized as critical to the corridor's success. In February 2024, President Samia unveiled a statue of Mwalimu Nyerere at the AU Headquarters in Ethiopia—a symbolic act that underscored Tanzania's foundational role in the Pan-African movement. As Chair of the SADC Organ, she presided over the 2024 Troika Summit in Zimbabwe, advancing peace and security initiatives and supporting Raila Odinga's candidacy for AU Commission leadership. On May 18, 2025, Professor Mohamed Yakub Janabi was elected as the next Regional Director of the WHO African Region, a milestone widely credited to Tanzania's rising diplomatic influence. His nomination followed the untimely death of Dr. Faustine Ndugulile in 2024. Janabi's appointment will be formalized by the WHO Executive Board later this month. According to Ambassador Mahmoud Thabit Kombo, the revised policy focuses on ten strategic pillars: Economic Diplomacy Peace, Security, and Stability Ratification and Implementation of International Treaties Participation in Regional and Global Bodies Promotion of Kiswahili as a Diplomatic Tool International Resource Mobilization Blue Economy Development Diaspora Engagement Human Rights and Good Governance Environmental Protection and Climate Leadership This updated policy reflects Tanzania's commitment to Pan-African unity while embracing innovation, inclusion, and global partnership. It sets the stage for the next chapter in Tanzania's regional leadership and sustainable development.
