Kodaikanal flower show to begin from May 24
1 2 Kodaikanal: The 62nd annual flower show at Bryant Park in Kodaikanal will be held from May 24 to June 1. The nine-day summer festival will also begin on the same day, with various cultural and recreational events planned to attract tourists during the summer vacation. Dindigul district collector S Saravanan on Sunday inspected arrangements at Bryant Park and the Rose Garden along with officials from the horticulture department and other govt agencies. The collector also held a review meeting with Kodaikanal municipality officials. During the meeting, the collector said that the summer festival will include a flower exhibition, sports competitions, boat races, and cultural programmes. Rural development minister I Periyasamy, agriculture and farmers welfare minister M R K Panneerselvam, and tourism minister K Ramachandran are expected to participate in the inaugural events. A kite festival on the theme "Beat Plastic Pollution" will also be organised near the Mannavanur lake from May 22 to May 25 by the district administration to promote environmental awareness among tourists. Addressing the reporters later, the collector said that the Pepper falls in Kodaikanal is being developed as a new regulated tourist site. Safety assessments are underway at five more waterfalls in the region to allow tourists' entry, he added.

Law to regulate hoardings in rural local bodies on anvil, says Minister Periyasamy
CHENNAI: Rural Development Minister I Periyasamy on Monday introduced a Bill to amend the Tamil Nadu Panchayats Act 1994 (TNPA) to regulate the erection of hoardings, digital banners or placards in rural local bodies by inserting a new chapter for the purpose. The minister said TNPA empowers the government to make rules for the manner of displaying advertisements and the manner of removal of objectionable advertisement. But this Act does not have any provision to regulate the erection of hoardings, digital banners and placards in rural local bodies and hence the amendment Bill. The Bill said Section 131-A of the TNPA (which deals with the prohibition of the erection of certain hoardings) will be omitted, and a new chapter IX-B will be inserted. The new chapter gives an elaborate definition of digital banners, hoardings and placards. Every person who intends to erect hoardings at any place in a village panchayat should register his name with the BDO and pay the fee prescribed. The Bill also gives details about how unauthorised hoardings, banners and placards could be removed and where the prohibition of the erection of certain hoardings, banners and placards is applicable, etc. Whoever contravenes the provisions of this Act shall be punished with imprisonment for a term which may extend to three years or with a fine which may extend to Rs 25,000 or both. Meanwhile, Municipal Administration Minister KN Nehru introduced a Bill to simplify the procedures for the issue of trade or business licence granted by urban local bodies under the Tamil Nadu Urban Local Bodies Act, 1998. 'The government proposed to reduce the interest rate for belated payment of property tax arrears. Also, in furtherance of the decriminalisation exercise, it is proposed to decriminalise certain other minor offences under the Act by providing adjudication and compounding mechanisms for the purpose,' the Bill added.

Madras High Court revives disproportionate assets case against Minister Periyasamy
CHENNAI: The Madras High Court on Monday revived the disproportionate assets (DA) case registered against Minister for Rural Development I Periyasamy and his family. Justice P Velmurugan passed the orders on criminal revision petitions filed by the Directorate of Vigilance and Anti-Corruption (DVAC) challenging the discharge of Periyasamy, his wife P Suseela, and sons P Senthilkumar, a sitting MLA, and P Prabhu by a Dindigul court. The DVAC registered an FIR against the minister and his family members in 2012 for amassing assets worth Rs 2.01 crore disproportionate to his known sources of income during the check period from 2006 to 2010, when Periyasamy was holding the revenue portfolio. During arguments, counsels for Periyasamy and his family contended that the income during the check period was duly accounted for and alleged that DVAC had proceeded on wrong facts. They sought dismissal of the revision petitions. However, rejecting the arguments, the court directed the local court to frame charges against the accused forthwith and dispose of the case within six months.

Justice P Velmurugan, allowing a revision petition filed by directorate of vigilance and anti-corruption (DVAC), directed the special court for cases against MPs and MLAs in Dindigul toreopen proceedings against the Tamil Nadu rural development minister. DVAC's chargesheet accuses Periyasamy, his wife Suseela, and sons Senthilkumar, an MLA, and Prabhu of amassing assets between 2006 and 2010. The Dindigul court had earlier discharged all four, prompting DVAC to appeal to Madras high court. Counsel for TN rural development minister argued the FIR was flawed and based on erroneous calculations of his family's assets.
