AAP gets maximum notices for violation of model code

Ludhiana: Ahead of the West bypoll on June 19, election authorities have issued 41 notices for violations of the model code of conduct (MCC). Most of these notices have been directed at the ruling Aam Aadmi Party (AAP), officials confirmed on Wednesday. According to a senior election official, by June 12, AAP had received 24 notices, followed by Congress with nine, Shiromani Akali Dal (SAD) with five, and Bharatiya Janata Party (BJP) with two. The notices were issued after verifying complaints and conducting ground-level checks. The violations primarily involved unauthorised hoardings and banners on government and private properties, public meetings without permission, and alleged corrupt practices such as voter bribery and intimidation. An official from the election office said that while 665 complaints had been received by June 12, most were found to be factually incorrect upon verification. Enforcement in Action Returning officer/additional deputy commissioner Rupinder Pal Singh said that over 10,000 posters had been removed in the past two days alone, with the cost added to the respective candidates' expenditure accounts. "All parties are equally responsible for MCC violations," he said. To monitor and enforce compliance, the administration has deployed 34 teams, including 21 Flying Squad Teams (FSTs), 9 static surveillance teams (SSTs), and 10 video surveillance teams. Each team comprises a cameraman, a police officer, and an executive officer. These teams reportedly remove around 5,000 defacement materials daily. Rapid complaint resolution Expenditure observer Indana Ashok Kumar told TOI that 17 cases of defacement had been registered in connection with the bypoll. Of the 699 complaints received via the cVigil app, most were resolved within 100 minutes. He added that additional teams formed by the Ludhiana Municipal Corporation are working round the clock to remove defacements from both public and private properties. Over 10,000 defacements removed from public properties in Ludhiana

Enforcement teams have removed a total of 10,530 defacements from public properties and another 293 from private properties in the poll bound Ludhiana West assembly constituency after model code came into effect, a district administration statement Thursday said. Expenditure observer for Ludhiana West bypoll, Indana Ashok Kumar, meanwhile, directed all political parties and candidates to immediately remove all unauthorized political advertisements, including banners, posters, wall writings, hoardings, billboards, stickers, and flags, from public properties by the end of the day on Thursday. Kumar emphasised that failure to comply would result in strict action. For reporting violations, residents can contact expenditure observer at 62831-99460 or via email at Complaints can also be submitted through the cVIGIL mobile application or by calling 0161-2920012 or 1950. Kumar further instructed that advertisements on private properties require prior consent from property owners. Non-compliance will lead to appropriate action. All printed materials, such as pamphlets, posters, and handbills must include the publisher's and printer's names, the number of copies printed, and a declaration from the publisher, with all details submitted to the authorities.
