Kullu: Sirens wailed and emergency teams mobilised across Himachal Pradesh on Friday as the state conducted a large-scale earthquake preparedness drill designed to test its disaster response systems and inter-agency coordination. Simulating a massive magnitude 8.0 earthquake with its epicentre in Kangra, the mock operation unfolded simultaneously in all 12 districts, affecting sites from remote mountain towns to busy city centres. In Kullu, the scenario imagined aftershocks causing destruction across seven locations. These included damage to a community health centre in Tegubehar, a Glacial Lake Outburst Flood (GLOF) near Manali's Aleu area, structural collapse at the Bhutnath Bridge and Tibetan Market, and dam damage in Sainj Valley. The district's deputy commissioner, Torul S Ravish, said the simulation helped assess the coordination and response time of government departments, and highlighted areas for improvement. "Mock drills allow us to identify gaps in disaster preparedness and fine-tune our coordination mechanisms. We are committed to addressing the shortcomings identified today," Ravish said. In Mandi, key sites including the Indira Market complex and Regional Hospital staged scenarios ranging from flash floods to landslides and fire incidents. The control room was activated under deputy commissioner Apoorva Devgan, with real-time supervision from police and civil officials. Emergency teams responded to simulated floods near Balichowki and canal damage in Sundernagar, while a mock fire broke out at Karsog Degree College. In Lahaul-Spiti, one of India's most remote districts, responders enacted a full rescue operation after a simulated building collapse and fire near Keylong police ground. Deputy commissioner Kiran Bhardwaj oversaw the exercise, which included ambulance evacuations, search and rescue, and triage of the injured. Parallel drills occurred in Udaipur, Kaza and Kukumseri, where scenarios included landslides and collapsed school and residential buildings. Bhardwaj said: "Our teams responded swiftly. The exercise demonstrated commendable coordination between police, paramilitary forces, medical staff and community volunteers." At Kaza's Govt Senior Secondary School, an earthquake-induced landslide simulation left 20 mock casualties, including eight seriously injured. Rescue teams, including the Indo-Tibetan Border Police (ITBP), evacuated victims to a relief camp set up for treatment. Similar drills were carried out across other districts, including Shimla, Kangra, Chamba, Solan, Bilaspur, Una, Hamirpur, Sirmaur and Kinnaur, each simulating region-specific disaster scenarios. The statewide exercise, coordinated by the Himachal Pradesh State Disaster Management Authority, was aimed at stress-testing the government's readiness for seismic disasters in the quake-prone Himalayan region. Authorities said this kind of drills are crucial to saving lives when real disasters strike — by improving response times, clarifying agency roles, and building public awareness in vulnerable mountain communities. New Delhi, Three men have been arrested in Delhi's Dwarka area for allegedly smuggling cannabis into the capital through trolley bags by train to avoid detection and storing it in a rented flat in upscale Vikaspuri area, an official on Monday said. The accused have been identified as Rajesh , a habitual offender previously convicted in multiple NDPS cases; Krishnanand Choudhary , the main supplier based in Punjab; and Krishan , a local distributor from Najafgarh, the official said. The three were part of a drug syndicate involved in smuggling cannabis via a network involving Nepal, Bihar, Punjab and Delhi, he added. Acting on specific intelligence, a raid was conducted near Dwarka Metro Station here on May 23, police said 'Rajesh, a resident of Najafgarh, was apprehended with 6.067 kg of cannabis. Based on his disclosures, a further 168.896 kg of ganja was recovered from a flat that he had rented in Vikaspuri, taking the total recovery to 176.996 kg,' said Deputy Commissioner of Police , Dwarka, Ankit Singh. Rajesh had previously served a 10-year sentence under the NDPS Act and was out on interim bail since August 2023. He has five prior cases registered against him by the Crime Branch and police in Delhi and Odisha, the DCP said. Rajesh disclosed during custodial interrogation that the consignment had been sourced from Punjab's Hoshiarpur through Krishnanand Choudhary, who in turn had arranged the cannabis from Bihar, he added. Choudhary was subsequently arrested from Hoshiarpur on May 26, police said. He confessed to facilitating the cross-border drug movement via trains and supplying bulk orders in Delhi-NCR, they said. Further investigation led to the arrest of local dealer Krishan from Indira Market in Najafgarh. A separate recovery of 2.033 kg of cannabis was made from his residence, police said. The DCP said that a case under relevant sections of the Narcotic Drugs and Psychotropic Substances Act has been registered at Dwarka North Police Station. Further investigation is on and the police teams are working to identify more members of the syndicate and trace the origin of the narcotics supply chain, he added.

New Delhi: A 40-year-old man reportedly murdered after a fight over an issue in west Delhi, police said on Wednesday. The police said the fight broke out when the victim, Jagvinder Singhania, who was on a bike, had a minor brush with a car. The small collision caused Singhania's liquor bottles to break. Singhania's decomposed body was later found dumped in a drain in the Bakkarwala area on April 27, they said. The victim, a resident of Surukhpur Road in Gopal Nagar, was reported missing by his wife on April 14 at Baba Haridass Nagar Police Station. He had left home on April 13 on his motorcycle but never returned, police said. "During the initial search, Jagvinder's motorcycle was found abandoned near Najafgarh. CCTV footage from the area showed him interacting with the driver of a black Scorpio SUV," a senior police officer said. He was seen parking his bike, picking up his helmet and bag and entering the SUV, which then drove off towards Nangloi. His wife later confirmed the man in the video was her husband. "The case took a turn on April 27 when a decomposed body was recovered from a drain under the jurisdiction of Ranhola Police Station. A purse found on the body contained Jagvinder's Aadhaar card. The body was later identified by his father and brothers, and a case of murder was registered," said the officer. Investigators analysed footage of three suspected black Scorpio vehicles and formed two teams to track the accused. One of the vehicles led them to Rohit Kumar Singh (28), a resident of Baprola and a cashier at a private bank, who was later arrested. "During questioning, Rohit initially misled police but eventually confessed. He told investigators that the confrontation began after his SUV brushed past Jagvinder's motorcycle, breaking liquor bottles the latter was carrying. Despite the altercation, the two bought more alcohol from Indira Market and consumed it together," he added. The police further said that in an intoxicated state, the argument escalated, and Rohit allegedly killed Jagvinder. To cover up the crime, the accused dumped the body in the Ganda Nala (drain) in the Bakkarwala area. "The Scorpio used in the crime has been seized and is being examined by forensic teams, police said, adding that further investigation is underway.
