Iraq and Russia Strengthen Cooperation with New Agreements

The 10th meeting of the Iraqi-Russian Joint Committee was held in Baghdad this week, co-chaired by Iraq's Deputy Prime Minister and Foreign Minister Fuad Hussein and Russia's Minister of Energy Sergei Tsivilev. Hussein emphasized the longstanding ties between the two nations and the broad scope of cooperation, while Tsivilev reaffirmed Russia's commitment to expanding bilateral relations and invited Iraq to participate in upcoming conferences in Russia. During the meeting, both sides signed key agreements, including: A Maritime Transport Agreement between the Ministries of Transport. A Memorandum of Understanding (MoU) for Health Cooperation between the Ministries of Health. An MoU between the Federation of Iraqi Chambers of Commerce and the Federation of Russian Chambers of Commerce and Industry. A Protocol of Understanding between Gazprom and Iraq's Midland [Middle] Oil Company (MdOC]. Hussein noted what he described as Iraq's " balanced " stance on the Russia-Ukraine conflict, calling for a ceasefire. He also highlighted upcoming international events in Iraq, including the Arab Summit, and stressed the importance of enhancing collaboration in sectors such as health and industry. The discussions included Iraq's oil exports from the Kurdistan Region to Turkey and Russia's continued investment in Iraq's oil sector, currently valued at approximately $19 billion. Iraq gives initial nod to participate Arab-Russian summit
Shafaq News/ Prime Minister Mohammed Shia Al-Sudani expressed his initial approval, on Wednesday, to participate in the Arab-Russian Summit. The Prime Minister's Office stated Al-Sudani received today, the Special Envoy of the Russian President to the Middle East and North Africa, Mikhail Bogdanov, where bilateral relations between Iraq and the Russian Federation were discussed, and ways to develop them in various fields. The statement added, "the meeting witnessed a review of regional and international situations, and efforts seeking to support stability in the region." Al-Sudani expressed his initial approval to participate in the Arab-Russian Summit, 'due to its importance in achieving common interests." During the meeting, he stressed the government's desire to develop relations between the two countries and expand the horizons of cooperation in various fields, stressing "the need to enhance cooperation on the development road project and Russian projects on transit routes; in order to achieve mutual benefit and develop common interests." For his part, Bogdanov conveyed to Al-Sudani the greetings of Russian President Vladimir Putin and the desire of his country's government to activate bilateral memoranda of understanding, in preparation for the tenth meeting of the Iraqi-Russian Joint Committee, which will be held soon, and 'which will undertake the tasks of implementing the agreements and memoranda of understanding between the two countries."

According to the prime minister's office, the talks focused on 'regional and international developments" and efforts aimed at strengthening stability in the region. Russia emerged as a key regional powerhouse following its backing of neighboring Syria's former President Bashar al-Assad. The latter tactic contributed to enhancing Moscow's influence in the Middle East. Russia also maintains amicable ties with Iran, another important player in Iraqi politics. However, the ongoing war in Ukraine has significantly strained Russia's military and economic resources, contributing to weakening of the Assad regime. The Iraqi premier's office also stated that Sudani has given his 'initial approval' to attend an upcoming 'Arab-Russian summit' in Russia and reaffirmed his government's 'commitment to fostering stronger ties with Moscow and 'cooperation in multiple sectors.' Sudani also emphasized the importance of enhancing 'collaboration on the Development Road project and Russian initiatives concerning transit routes, to ensure shared benefits and the growth of common interests.' The Development Road is an $18 billion project which will stretch from southern Iraq to the Turkish border, connecting the Persian Gulf with Turkey. It aims to enhance Iraq's geopolitical position, boost its economy and create thousands of jobs. Ultimately, the route is expected to link Iraq with the European Union via Turkey. On his part, Bogdanov 'conveyed the greetings of Russian President Vladimir Putin' and reaffirmed Moscow's 'keenness to activate bilateral agreements,' the Iraqi prime minister's office said. The Russian diplomat further confirmed his country's readiness for the tenth meeting of the Iraqi-Russian Joint Committee, which will oversee the implementation of agreements and memoranda of understanding between the two nations. Russia is a significant player in Iraq's oil and gas sector, with major companies such as Lukoil, Gazprom Neft, and Rosneft operating in both the Kurdistan Region and southern Iraq. Diplomatic relations between Baghdad and Moscow were first established in 1944.
