At 12:30 a.m. on March 3, Verdugo crashed his motorcycle at the Spaghetti Bowl in Central El Paso.
Police said he was traveling at a high rate of speed on U.S. 54 going south.
As he entered the ramp from U.S. 54 to Interstate 10 West, he struck a barrier, causing his passenger to be ejected from the motorcycle. Verdugo was transported to a local hospital and was treated for serious injuries.
His passenger, Mendez, died at the scene, police said.
On April 29, the El Paso Police Department's Special Traffic Investigations Unit completed its investigation into the crash. A warrant was issued for Verdugo, and he was arrested this week.
