Mangaluru: MLC Ivan D'Souza said chief minister favoured implementing changes in the police department to address and reduce communal tensions in Dakshina Kannada. D'Souza said here on Thursday that he met the CM on Wednesday and explained to him the situation prevailing in the district. I also urged the CM to bring in reforms in the police force in Dakshina Kannada and the CM was in favour of them," the MLC said. Appreciating the govt's decision to set up Special Action Force (SAF) for Dakshina Kannada, Udupi and Shivamogga districts, D'Souza said the force will be able to stop provocative speeches and communal crimes in the region. The MLC expressed his support for the creation of the Anti-Communal Task Force and said he requested the Chief Minister to establish its headquarters in Mangaluru. D'Souza acknowledged certain shortcomings within the police force concerning the recent killings, noting that police do not understand the 'vision' of the govt. Nevertheless, he assured that the administration would implement comprehensive measures to halt sectarian violence throughout the district. District minister Dinesh Gundu Rao will visit the district and conduct a peace meeting, he said. On allegations of the BJP that the district minister failed to give enough time for Dakshina Kannada, D'Souza said Rao attended all Karnataka Development Programme (KDP) meetings and showed real concern for the district's development. A post card campaign will be launched in Dakshina Kannada and in five other neighbouring districts as part of the united fight for setting up a bench on Karnataka High Court in Mangaluru, said Ivan D'Souza, MLC, who is convenor of Mangaluru High Court Peeta Horata Samiti, in Mangaluru on Monday. Talking to reporters, Mr. D'Souza said not just advocates but law students, representatives of different organisations, including those from trade bodies, bus owners and autorickshaw drivers, will be involved in the fight. 'This apolitical fight will go on till fulfilment of the demand,' he said. As part of it, law students from Mangaluru will write about the need for High Court bench in Mangaluru and post it to Chief Minister Siddaramaiah, Governor Thaawarchand Gehlot and Karnataka High Court Chief Justice N.V. Anjaria. Similar letters will be written by students from Udupi, Uttara Kannada, Kodagu, Shivamogga and Chikkamagaluru districts too. High court bench is necessary for speedy delivery of justice to litigants, he said. A cross section of people from Dakshina Kannada will meet the Chief Minister, the Governor and the Chief Justice of Karnataka, and prevail upon them to set up a circuit bench of High Court in Mangaluru, which will pave away for setting up of High Court bench, Mr. D'souza said. Advocate B.D. Hiremath from Dharwad, who played a prominent role in the fight for setting up High Bench in Dharwad in 2008, said circuit bench can be set up by Karnataka Chief Justice by passing notification under Section 51(3) of State Reorganisation Act. The Karnataka Chief Justice has to pass the notification with the approval of Governor. Chief Minister and his cabinet colleagues should be prevailed upon to take up the matter with Karnataka Chief Justice and Governor, he said.

Mangaluru: The Govt Wenlock District Hospital is all set to procure buggies for the convenience of patients receiving treatment at various blocks within its 15.7-acre campus. The hospital will use buggies to shift patients from one block to another for tests and other procedures. Dr DS Shivaprakash, superintendent of Wenlock Hospital, said that MLC Ivan D'Souza sanctioned Rs 7 lakh from his local area development fund to procure buggies. "The tender process will have to be done through the district administration. Since most of the blocks in the hospital are not linked and are spread across the campus, buggies will be helpful to shift patients from one block to another. In addition, we also have plans to link all the buildings inside the hospital campus through skybridges. It is difficult to shift patients in buggies during the rainy season. Currently, the medicine block and surgery block are connected via a skybridge. Once all blocks are connected via skybridges, patients will not need to go outside to reach another block," Dr Shivaprakash said. "Since our hospital is celebrating 175 years, we are expecting sponsors to donate for the modernisation of the govt hospital. Hence, we are planning to equip wards with an automated drug dispensing system, which is currently in use in developed countries. Once we find sponsors, we will go ahead with the plans," he said. A new OPD block will be developed for the hospital at an estimated cost of Rs 70 crore. With the hospital celebrating 175 years, various development works are underway to develop it on par with the AIIMS, he added.

Mangaluru/Udupi: The new day care chemotherapy centre opened at the Wenlock District Hospital will function in coordination with the KMC Hospital. District surgeon and superintendent of the Wenlock District Hospital, Dr DS Shivaprakash, said that an MoU will be signed to make KMC the hub and the Wenlock hospital the spoke for the new day care chemotherapy centre. The day care chemotherapy centre at Wenlock Hospital will provide free treatment for cancer patients under the Ayushman Bharat-Arogya Karnataka Scheme. While the KMC will deploy specialists, additional staff, and medicines, the Wenlock hospital will provide all necessary support, including oxygen and other equipment. Further, there are plans to set up a full-fledged chemotherapy ward as well as a palliative care unit at the Wenlock Hospital, he said. MLC Ivan D'Souza, deputy commissioner (in-charge) and zilla panchayat CEO Dr Anandh K and DHO Dr HR Thimmaiah were present. Chief minister Siddaramaiah virtually inaugurated 16 day care chemotherapy units, including Wenlock hospital in Mangaluru and the District Hospital in Udupi, from Mysuru. In Udupi Speaking at an event in Udupi, DC K Vidya Kumari said that due to the high cost of chemotherapy in private hospitals, many cancer patients do not continue with their chemotherapy treatments after undergoing surgery. To assist underprivileged patients, the govt has established a day care chemotherapy centre, encouraging cancer patients to take advantage of this facility. In these day care chemotherapy centres, patients who received initial treatment at registered tertiary cancer hospitals can continue their chemotherapy treatments. The centres will be staffed with a medical oncologist and two nurses trained in chemotherapy, among others, the DC said. The Udupi district hospital has surgical oncology specialists who already performed surgeries on several cancer patients. In the future, post-surgery chemotherapy will be more accessible through this centre, with the govt providing all necessary equipment, she said. The event was attended by MLA Yashpal Suvarna, district surgeon Dr H Ashok and DHO Dr Basavaraj Hubballi. Mangaluru: The site where new twin railway underbridges (RUB) were being constructed at Mahakalipadpu was flooded due to rain, causing work disruptions. The twin RUB, being constructed across two railway lines, was expected to be completed by the end of this month after several missed deadlines. While the work site was inundated after continuous rain, immediate measures were taken to clear the waterlogging. Meanwhile, the retaining wall of a nearby house by the side of the approach road to the RUB also collapsed due to heavy rain. Residents blamed the authorities, the Southern Railway, and the Mangaluru Smart City Limited (MSCL) for the mess at Jeppu, Mahakalipadpu, and Shettybettu. Residents said that even light rainfall has caused water stagnation in the local area, leading to various issues and public outrage. The construction of underpasses without proper rainwater flow management, along with dug-up pits left uncovered, has resulted in artificial waterlogging in the area, said Girish Kotekar, a resident. Water from the pits dug near local homes has affected the foundations of these houses, causing walls to crack and risking collapse. If it rains continuously for the next couple of days, there is a danger of houses collapsing. The compound walls of homes in the area have also fallen, creating additional problems. The construction work is progressing slowly, ignoring local advice and failing to manage rainwater flow, resulting in problems in the area, he said. MLC visits Jappinamogaru In Jappinamogaru ward under the Mangaluru City Corporation (MCC), the negligence of city officials led to the complete collapse of a shop's wall and door, causing damage worth lakhs of rupees, said MLC Ivan D'Souza, who visited the site. Prashant D'Souza, who runs a grocery store in Jappinamogaru, suffered significant losses when the MCC's drainage work, carried out without precautionary measures and due to the negligence of a junior engineer, resulted in rainwater flooding the drain. This caused the door and wall of D'Souza's shop to collapse. Items like refrigerators, showcases, grains, ice cream, and other goods were damaged, amounting to a loss of around Rs 3 lakh. MLC Ivan D'Souza urged the city corporation and the concerned junior engineer to take immediate action against the negligence, and to provide an appropriate solution.
