A Ukrainian intelligence chief accused China of helping to supply Russian military production plants. "We have confirmed data on 20 Russian factories," Oleh Ivashchenko told Ukrainian media. "As of early 2025, 80 percent of critical electronic components found in Russian drones originated in China," Ivashchenko added. Since the launch of Russia's full-scale invasion of Ukraine in 2022, Western countries have imposed waves of sanctions in a bid to restrict its access to hardware such as chips, which are vital for building weapons like cruise missiles and some drones. Russia has managed to partly dodge the sanctions through the support of its allies, and partly through complex black market networks for obtaining sanctioned tech. China has provided Russia with diplomatic and economic backing in the wake of the Ukraine invasion, but has denied providing material to support the Russian military. The Chinese embassy in London didn't respond to a Business Insider request for comment related to Ivashenko's claims. The Biden administration last year accused China of providing vital dual-use goods to boost Russia's defence manufacturing sector. However, Ivashchenko's comments are among the most specific claims on the nature of the support China may be providing to Russia. "There are facts of product substitutions, deceptive product names, there are shell companies through which everything necessary for the production of microelectronics is supplied," Ivashchenko said. The Kremlin has increased Russia's military production to keep pace with the huge demand for shells, drones, and other equipment on the front line. Russian President Vladimir Putin said in televised comments last month that production of weapons, communications, reconnaissance, and electronic warfare systems more than doubled in 2024. China denies Ukraine's allegations of supplying arms, defense components to Russia

The Chinese Foreign Ministry on May 27 denied Ukraine's accusations that it supplies Russia with special chemical products, gunpowder, and components for the defense manufacturing industry. While China has positioned itself as a potential mediator in the war, it has simultaneously criticized the U.S. and its allies for "exacerbating" the war by supplying weapons to Ukraine. NATO has labeled China a "decisive enabler" of Russia's aggression. President Volodymyr Zelensky claimed on April 17 that China is supplying weapons to the Russian military, marking Kyiv's first confirmation that Beijing supports Russia's war effort by direct arms supplies. During Chinese President Xi Jinping's visit to Moscow for Victory Day celebrations earlier this month, the two countries agreed to "strengthen coordination in order to decisively counter Washington's course of 'dual containment' of Russia and China." Kyiv on April 22 presented Beijing with evidence that Chinese citizens and companies have participated in Russia's full-scale war against Ukraine, which China dismissed as "groundless accusations and political manipulations." Belarus possesses nuclear weapon delivery systems but no warheads, Ukrainian foreign intelligence (SZRU) chief Oleh Ivashchenko said in an interview with Ukrinform published on May 26. Belarus has been a key ally to Moscow and has previously been reported as hosting Russian tactical nuclear arms on its territory, after the two countries signed an agreement in May 2023. Belarusian dictator Alexander Lukashenko said in December of the same year that the transfer of Russian nuclear weapons to Belarus was completed in early October. But according to Ivashchenko, at the present time Belarus does not possess any nuclear weapons. "There are no warheads. They are setting up storage facilities, preparing, and building. Lukashenko says they will have Oreshnik by the end of the year. But this looks like wishful thinking. As of today, there is nothing like that, and it is unlikely that it will happen," Ivashchenko said. Russia and Belarus have deepened nuclear cooperation since the start of Moscow's full-scale invasion of Ukraine. They held the second stage of tactical weapons nuclear drills, amid escalating tensions between Moscow and the West, the Kremlin's Defense Ministry said in June, 2024. The first stage of the exercises, which were ordered by Russian President Vladimir Putin on May 6, 2024, involved missile units in Russia's Southern Military District, including the occupied territories of Ukraine. Russian President Vladimir Putin has repeatedly made nuclear threats against Ukraine and the West since the beginning of the full-scale invasion in February 2022. The threats have failed to materialize, and Russia continues to wage its all-out war without using its nuclear arsenal.
