Virginia's annual 4 p.m. burning restriction begins Saturday

VIRGINIA (WJHL) — Virginia's annual 4 p.m. burning restriction goes into effect Saturday. The restriction will be in effect from February 15 to April 30. The law bans open-air burning before 4 p.m. if the fire is within 300 feet of the woods or dry grass that could carry into the woods, according to the Virginia Department of Forestry. Burning is allowed between 4 p.m. and midnight. Johnson City to pay out $28M to settle Sean Williams/JCPD-related 'Jane Doe' lawsuit The department encourages Virginia residents to check local laws as some localities may have other restrictions. Violating the 4 p.m. burning law is a Class 3 misdemeanor with a fine of up to $500. For more information about the ban, visit the Virginia Department of Forestry's website. Former Tazewell County softball coach sentenced to 40 years

TAZEWELL, Va. (WJHL) — A former Tazewell County softball coach was sentenced to 40 years in prison for dozens of counts of sexual abuse of a child. Howard Denver Barton, 55, was sentenced to 40 years in prison on 40 counts of taking indecent liberties of a child by a person in a custodial relationship, according to a release from the Tazewell County Commonwealth's Attorney's Office. Johnson City to pay out $28M to settle Sean Williams/JCPD-related 'Jane Doe' lawsuit The release said Barton admitted to being guilty on Aug. 19, 2024. Barton will serve his sentence in the Virginia Department of Corrections. 'When we allow coaches to our children, to help our children pursue their dreams, there is an understanding that our coaches are there to not only guide but protect our sons and daughters. But Denny Barton took advantage of that position of trust. He betrayed the trust of his victim, their family, and the trust of the community. This type of betrayal will never be tolerated in Tazewell County and I take my duty to protect all children of Tazewell County very seriously.' Elizabethton accepting applications for municipal judge

ELIZABETHTON, Tenn. (WJHL) — On Thursday, the Elizabethton City Council passed to fill the vacancy for a municipal judge. Those interested in the position can apply at Elizabethton City Hall. Applications will be accepted until February 28 at noon. Johnson City to pay out $28M to settle Sean Williams/JCPD-related 'Jane Doe' lawsuit The applicants will be considered at the next commission meeting in March. 'It'll be on the city council agenda for the March meeting for consideration,' Estes said. 'So we will, as soon as practicable, get those documents to the council so they can individually look at each applicant, and then they can consider who they prefer. Then, the floor will be open at the March meeting for a nomination, and the council will vote and make a selection from there.' Daniel Estes, Elizabethton City Manager, said the council must fill the vacancy following Judge Jason Holly's license being suspended in December 2024. Judge Stacy Street has served as interim municipal judge since Holly's absence. Copyright 2025 Nexstar Media, Inc. All rights reserved.
