AMMAN — The Jordan Renewable Energy and Energy Efficiency Fund (JREEEF) on Wednesday signed several agreements with civil society organisations under the national programme aimed at supporting low-income households in installing solar water heaters. The programme, which offers subsidies of up to 50 per cent, is funded through a 5 million euros grant from the Italian Ministry of Environment and Energy Security, according to a statement by the Ministry of Energy. JREEEF Executive Director Rasmi Hamzeh said that eligible beneficiaries are Jordanian families with a combined monthly income of JD750 or less, and who own no more than one vehicle. Hamzeh noted that the programme will run over a four-year period and aims to install 12,000 solar water heaters across various governorates in the Kingdom. He also clarified that the existing 30 per cent subsidy will remain available during the rollout of the new initiative. The project aims to ensure fair distribution of government support, empower low-income families to reduce energy consumption and carbon emissions, and help households save up to JD20 per month on electricity bills, Hamzeh said. He stressed the importance of cooperation with donors, financial institutions, and local organisations to maximise the programme's outreach and impact. Implementation would be carried out according to the eligibility criteria outlined in the programme's official guidebook. Applications can be submitted via a dedicated digital platform linked to the government's "Sanad" app.

Funded with support from the Italian Ministry of Environment and Energy Security and implemented in partnership with the Jordan Renewable Energy and Energy Efficiency Fund (JREEEF), the JD5 million programme aims to boost energy efficiency and alleviate economic pressures on vulnerable families, according to a ministry statement. Speaking at a press conference during the launch, Minister of Energy and Mineral Resources Saleh Kharabsheh said that the four-year programme targets the installation of 12,000 solar water heaters across the Kingdom. Eligible beneficiaries include Jordanian families earning a combined monthly income of JD750 or less and owning no more than one vehicle. "This initiative promotes fairness in government support distribution and empowers low-income households to reduce energy consumption, lower carbon emissions, and save up to JD20 per month on electricity bills," Kharabsheh noted. JREEEF Executive Director Rasmi Hamzeh said that the programme builds on the fund's long-standing efforts in the housing sector, dating back to 2015. He underscored the importance of working with donors, banks, and local organisations to maximise outreach and impact. 'Our goal is to install 90,000 solar water heaters by 2035 in line with the Economic Modernisation Vision,' he said, adding that current national penetration stands at 24 per cent. To simplify access, the Ministry of Energy, in cooperation with the Ministry of Digital Economy and Entrepreneurship, launched a digital application platform integrated into the government's "Sanad" app. Eligible citizens can apply and receive preliminary approval electronically. Priority will be given to certified local service providers within each governorate. Applicants can choose contractors from a pre-approved list available via the platform or participating banks, the statement said. During the launch event, Kharabsheh signed cooperation agreements with several civil society organisations to support implementation and outreach efforts. The launch ceremony was attended by South Korean Ambassador Kim Pil-woo, Head of the Korean Delegation Kim Hak-Do, and representatives from the Ministry of Planning and International Cooperation. The initiative aims to foster the exchange of expertise between Jordan and South Korea in renewable energy and energy efficiency, leveraging Korea's experience in policy development and implementation to support Jordan's goals of achieving energy security and environmental sustainability, according to an Energy Ministry statement. The KSP includes a series of activities aimed at facilitating technical and institutional knowledge-sharing, along with targeted capacity-building efforts for JREEEF staff. These efforts aim to enhance the fund's capabilities in policy analysis, programme design, and efficient implementation. As part of the programme, a specialised financial study would also be conducted to measure the impact of JREEEF's projects on reducing the national energy bill. The findings are expected to support the development of more effective energy-related fiscal policies and promote sustainable savings over the long term. The agreement, funded by the Canadian government with a value of JD 11 million, aims to enhance energy efficiency and renewable energy in the southern Jordan Valley. The project, set to be implemented over five years, focuses on the integration of energy, water, and food sectors (NEXUS) to achieve sustainable and inclusive development in the region. It is expected to contribute to the local economy and improve the quality of life in surrounding communities. Key activities in the second phase include raising public awareness on the importance of renewable energy and energy efficiency. The project will also introduce effective solutions across various government and service facilities, such as the establishment of an electric vehicle charging station, conducting energy audits for government buildings in the southern Jordan Valley, and improving energy efficiency in three public schools and three health centers. Additionally, the second phase will offer training programs for workers in small and medium-sized enterprises and civil society organizations, along with entrepreneurship initiatives aimed at generating new job opportunities across diverse sectors. Capacity-building for municipalities in the region will also be a key component. Rasmi Hamza, Director of JREEEF, emphasized that this project represents a significant step in strengthening the partnership between Jordan and the Canadian government, aligning with the Kingdom's development goals. He highlighted the role of innovative solutions in the renewable energy and energy efficiency sectors in achieving sustainable development. Hamza also noted that the collaboration would positively impact local communities in the southern Jordan Valley, enhancing their capabilities in various sectors. Mohammad Ramadan, Director General of the Economic Development and Sustainable Energy Project (SEED), stated that the agreement aims to empower the southern Jordan Valley by creating social and economic opportunities, including new employment prospects for women and local communities. He further mentioned that the project builds on the success of the first phase, which was implemented in Ajloun Governorate and Deir Alla District. This phase introduced energy efficiency and renewable energy solutions to 11 government buildings, including six schools and five health centers. Furthermore, renewable energy systems were installed in the municipalities of Deir Alla and Al-Madi, featuring two solar power stations, each with a capacity of 952 kW. Ramadan also noted the installation of 52 kW solar cells at Ajloun Castle, as well as photovoltaic systems for four protection towers in Ajloun forests, which operate independently from the electrical grid.
