Police: Davenport man threw pound of marijuana out of car

A Davenport man was arrested after police say he threw a pound of marijuana out of a vehicle during a pursuit. According to the criminal complaints, the Davenport Police Department's Tactical Operations Bureau and Iowa State Patrol were conducting a narcotics investigation involving the defendant, identified as James O. Robinson, 52. ISP stopped Robinson for a traffic violation and the narcotics investigation in the 400 block of Iowa Street on February 11 at about 3 p.m. Officers had been following Robinson when they saw him cross the center double yellow line while driving west in the 2500 block of River Drive. An ISP trooper saw a black grocery style bag on the front floorboard of the vehicle during the stop and ordered Robinson to exit the vehicle. He refused, rolled up his window and drove away while receiving verbal commands to stop. The officer turned on his siren and initiated a pursuit. The vehicle ran the red light at Pershing Avenue and E. Fourth Street, almost striking another vehicle. The vehicle was driving east on E. Third Street over 60 mph in a 30 mph zone. The complaint says Robinson threw about one pound of marijuana from the vehicle while heading south on Pershing Avenue and later pulled over. Officers searched the area and found a black grocery style bag in the middle of the road which contained 476.27 grams (just over one pound) of marijuana. It was the same bag officers saw Robinson carrying before being pulled over. The marijuana field tested positive and did not have a drug tax stamp, which is required by the Code of Iowa. Robinson was arrested and charged with three counts of possession with intent to deliver, eluding, three counts of failure to affix drug tax stamp and traffic charges. He was released on a combined $35,900 bond and has an appearance in Scott County Court on February 18, according to court records. Copyright 2025 Nexstar Media, Inc. All rights reserved.
