Congress accuses BJP of undermining local governance in Rajasthan

The Opposition Congress on Wednesday (May 28, 2025) accused the Bharatiya Janata Party (BJP) government in Rajasthan of systematically weakening the urban local bodies and Panchayati Raj institutions - first by invoking the need for delimitation and subsequently by citing the ongoing survey for identifying Other Backward Classes (OBCs). The party alleged that the BJP's slogan of 'one State, one election' was merely a political gimmick. The Rajasthan High Court had, on May 23, directed the State government not to issue a notification regarding the redrawn boundaries of village panchayats until a high-level committee submitted its findings on objections raised by more than 40 petitioners. The petitioners have argued that the delimitation process violated established guidelines. Meanwhile, a Cabinet Sub-Committee held two days of meetings, on Tuesday and Wednesday, to review proposals for the delimitation of municipal bodies across all seven administrative divisions. 'The delimitation process will make urban administration people-oriented and improve transparency and accountability,' Minister of State for Urban Development Jhabar Singh Kharra, who is the Sub-Committee's convenor, said. However, large sections of the public, along with the petitioners, have voiced concern over the lack of transparency in how villages are being added or removed during the reorganisation exercise. In several instances, relatively less populated and underdeveloped villages are being proposed as new panchayat headquarters, raising questions about the availability of land and infrastructure. Petitioners have also alleged that infrastructure-poor regions are being prioritised over more developed and populous villages in the reorganisation process. Responding to these concerns in court, Advocate General Rajendra Prasad said that the proposals remain at a 'preliminary stage'. The Congress further criticised the BJP government for the continued postponement of local body and panchayat elections. The State administration had dissolved nine of the 17 districts that were carved out during the previous Congress-led government on December 28, 2024. Though eight new districts were endorsed by the current regime, the process of establishing new zila parishads, panchayat samitis, and gram panchayats remains incomplete. Welcoming the High Court's interim stay, Leader of the Opposition Tika Ram Jully, speaking at a Samvidhan Bachao rally in Malpura, said, 'The BJP government had proposed reorganisation of panchayats through the Collectors, while ignoring the objections raised by the general public. This entire chakravyuh [trap] of the BJP in the name of 'one State, one election' is a stunt to please its political masters sitting in Delhi.' Byelections to fill vacant positions in municipal bodies and Panchayati Raj institutions - including ward members, panches, and sarpanches - are now scheduled for June 8. Earlier this week, the State government appointed a chairperson and members to the State OBC Commission to fulfil a Supreme Court-mandated requirement for conducting an OBC survey before extending reservation benefits in the local body polls. 'No work was done in one-and-a-half years since the BJP government took over. The Commission has been given three months' time for conducting the OBC survey, which is nearly impossible,' Pradesh Congress Committee president Govind Singh Dotasra said. He alleged that the ruling party's real intent was to stall elections and bypass constitutional mandates through 'arbitrary decisions' affecting democratic institutions.

JAIPUR : Rajasthan 's UDH minister Jhabar Singh Kharra Monday launched three new JDA residential projects alongside five RHB residential schemes. The announcement follows an enthusiastic response to three residential schemes announced by JDA in Dec last year. JDA officials said the Ganga Vihar Housing Scheme, situated near Bassi railway station, will feature 233 plots priced at Rs 14,000 per sqm as the reserve rate. Near Chaksu, the Yamuna Vihar Housing Scheme will offer 232 plots with Rs 15,500 per sqm as the reserve rate. Similarly, the Saraswati Vihar Awasiya Yojna in Daulatpura will offer 300 plots at Rs 15,500 per sqm reserve rate. JDA commissioner Anandi, said, "We are going to invite online applications for these 765 plots in the three residential schemes of Ganga Vihar, Yamuna Vihar, and Saraswati Vihar from May 13 to June 12. The plots will be allotted through lottery." Alongside the JDA projects, Kharra introduced five RHB residential schemes. RHB commissioner Rashmi Sharma said, "A total of 427 houses or flats will be built under these five schemes of RHB. Besides two projects in Jaipur, there are schemes in Baran, Bundi, and Dholpur." In Jaipur, RHB's projects include Gulmohar Apartment in Mansarovar, offering 160 HIG flats, and Ganga Apartment in Pratapnagar with 80 HIG flats. The properties are priced at Rs 90.4 lakh and Rs 61.2 lakh, respectively. The Gajanpura Yojna in Baran will construct 52 independent houses across income groups, starting at Rs 8 lakh. Lakheri Yojna in Bundi plans 122 independent houses beginning at Rs 27.1 lakh, while Bari Road Yojna in Dholpur will build 13 independent houses starting from Rs 50 lakh.

Jaipur: A year after the govt announced that it will implement new building bylaws , the Rajasthan Model Building Regulations, 2025, was unveiled on Monday. The rules, which seek to impose limitations on construction activities for properties measuring up to 500 sqm, among others, will come into force the new regulations, urban development and housing minister Jhabar Singh Kharra said, "The previous govt amended the building bylaws in 2020 with several glitches. We are implementing this policy to provide a safe environment in upcoming colonies and residential townships across the state."Under the revised regulations, construction of high-rise structures is prohibited on plots up to 500sqm in urban housing schemes and colonies, an increase of 250 sqm from the previous restriction. "Now flats will be allowed to be built only on plots of over 500 sqm. The new regulation will regulate rampant constructions of high-rises inside residential colonies in the city," a town planner regulations also put the onus on developers to maintain their township units for seven years after sale. Townships can only be established in designated areas approved by the authorities, ensuring essential utilities like water and of integrated residential townships must provide infrastructure, including roads, electricity, and water supply. While 40% of township areas must be allocated for group housing. Townships exceeding 2ha must designate 3% space for playgrounds and reserve 2.5% of the total land for seven years."In case of lack of maintenance or development work, the urban body or development authority will be able to sell these reserved plots for development work. Another unique feature of this policy is the mandatory provision to construct green buildings or eco-friendly buildings on plots of over 2,500 sqm in cities," the town planner added.

Jaipur: The urban development and housing (UDH) minister Jhabar Singh Kharra is all set to launch three residential projects of the Jaipur Development Authority (JDA) Monday. The three housing schemes, located in Daulatpura, Chaksu, and Bassi, will together have 756 plots."Our initial plan was to launch these projects in March. Since the process of obtaining a registration from the Real Estate Regulatory Authority (RERA) got delayed, we had to defer the launch of this project. On Monday, the minister will launch all three projects together," said a JDA official. "We are going to invite applications from residents online from 13 May. The application process will continue until June 12," a JDA official added.
