'Allowing him to evade the death penalty would send a dangerous message that the lives of victims like Jose Luis are not valued,' Flores' sister wrote in the petition. In a statement at the time of the shooting, police said Flores may have been involved in 'high-risk activity' shortly before his death, but did not specify what the activity was.

Weeks later, wearing a white gown, Jose's mother walked across the commencement stage to get her late son's diploma, one month to the day of the crime.
