Kaleshwaram loans at risk of becoming NPAs
HYDERABAD: The Rural Electrification Corporation (REC) Ltd has warned the Irrigation department that loan accounts linked to the Kaleshwaram Irrigation Project Corporation Limited (KIPCL) and Telangana Water Resources Infrastructure Development Corporation (TSWRIDC) risk being classified as Non-Performing Assets (NPAs) if overdue payments are not cleared this month. In a letter to Principal Secretary (Irrigation) Rahul Bojja, the REC said the total dues from the two special purpose vehicles (SPVs) stand at Rs1,393.65 crore, which have been pending since March 31, 2025. Of this, critical overdues are Rs 319.74 crore for TSWRIDC and Rs 229.75 crore for KIPCL. The letter stated that unless payments are made by June 28 and June 29 respectively, the accounts could slip into NPA status. 'Both the borrower accounts have already been reported as SMA-2, as per RBI guidelines, and classified as Stage-2 under the Companies Act, 2013. This delay in serving the dues will have a negative impact on the financials and rating of the utilities and state as a whole,' the REC wrote. The public sector lender urged the Irrigation department to arrange funds to clear the dues immediately. The accounts had already crossed the 60-day overdue threshold, which falls under the Special Mention Account-2 (SMA-2) category used by banks to monitor stressed assets. The REC had sanctioned Rs 30,536.08 crore to KIPCL. In October 2024, the state government had requested that interest on all term loans be consolidated and capped at 9% per annum. Subsequently, in December, Chief Minister A Revanth Reddy wrote to Union Finance Minister Nirmala Sitharaman seeking the restructuring of loans availed from the REC and the Power Finance Corporation (PFC). These loans are now being serviced through the state's Consolidated Fund.

"This delay in servicing the dues has negative impact on the rating of the utilities and state as a whole," says a letter sent by REC's finance director, Jatin Kumar Nayak. Another Rs 890 crore dues in the Kaleshwaram Irrigation Project Corporation Limited (KIPCL) account must be cleared by June 29. The two special purpose vehicles (SPV) were floated by the previous BRS govt for taking up various irrigation projects, including Kaleshwaram, Palamuru-Ranga Reddy, Sitarama, Devadula, Sriram Sagar flood flow canal and Kanthanapally irrigation projects. Bojja told TOI that generally the finance department handles loan repayment. "The govt will resolve the issue," he insisted. In his letter, Nayak said the two loan accounts had already been categorised as special mention accounts (SMA-2) as both principal and interest amount had not been paid for over 68 days. This means the loan repayment has not been made for over 60 days. SMA indicates that the account is at risk of becoming NPA after 90 days. This is not the first time that the state has defaulted on payments. In Aug and Sept 2024, dues in the two accounts had collectively reached Rs 1,009 crore and were cleared after repeated reminders. REC in its letter to the state govt in Nov 2024, said, "Both KIPCL and TSWRIDCL have been consistently defaulting in debt servicing of REC loans despite multiple follow-ups with both the entities. The utilities are clearing the overdue around 73 to 85 days from the due date which results in additional financial burden due to penal interests. " At the same time, the state govt has been requesting the Centre to restructure its SPV loans. Chief minister Revanth Reddy in Dec last year urged Union finance minister Nirmala Sitharaman to restructure the debt of various corporations and SPVs as these were raised through off-budget borrowings. He said KIPCL had raised Rs 31,795 crore from the Power Finance Corporation (PFC) and REC at interest rates of 10.75% to 11.25%.

Hyderabad: In a significant development, the Rural Electrification Corporation Limited (REC), a Central government agency which extends finance to power projects, has issued a notice to the state government for not paying the installment amount of Rs 1,393 crore towards loans borrowed by the Kaleshwaram Irrigation Project Corporation Limited (KIPCL) and Telangana State Water Resources Infrastructure Development Corporation (TSWRIDC). The REC also warned that loans availed by both the corporations would be declared as NPAs (non-performing assets) if the state government failed to clear the dues before June notices served by the REC have come as a bolt from the blue at a time when the state government is going through a financial crunch. In a letter to Irrigation Secretary Rahul Bojja, REC Executive Director Jithin Kumar stated: 'As on date, there is a total overdue of Rs 1393.65 crore of which Rs 319.74 crore and Rs 292.75 crore are critical dues of TSWRIDC and KIPCL, respectively, for the last three months. If not cleared on or before June 28, it will lead to slippage of both accounts into the NPA category.' Furthermore, Jithin Kumar said both the borrower accounts were already classified as Stage-2 category under the Reserve Bank's NPA norms. It may be mentioned here that the state government borrowed Rs 27,500 crore from the REC for the construction of the Kaleshwaram Lift Irrigation Project in 2018. At the time of availing the loan, the state government has agreed to repay the loan amount in monthly installments. Officials said that the REC already expressed serious concerns over the poor condition of the project after three barrages – Medigadda, Annaram and Sundilla – suffered damages. The delay in repayment will create more problems, they added. Officials said that the issue would be sorted out by seeking the help of the state Finance wing which is supposed to release the funds for the payment of the dues. 'The recent release of massive Rs 9,000 crore under the Rythu Bharosa scheme dented the state's financial position and the government will need more time to mobilize funds to pay such dues,' sources told Hans India.
