Minister reaffirms Congress commitment to ensuring social justice

Rural Development and Panchayat Raj Minister and Kalaburagi district in-charge Priyank Kharge has reaffirmed the Congress' commitment to delivering social and economic justice to the most marginalised in society. He was speaking at an event at the Poojya Basavarajappa Appa Memorial Hall where multiple civic initiatives were launched for the city's development and citizen welfare. At the event, the Minister symbolically distributed direct appointment orders to 935 civic workers, ending the contract labour system and making them permanent employees of the Kalaburagi City Corporation. Letters of appointment were also issued to newly recruited village administrative officers, while laptops were handed over to those concerned to assist them in digital governance at the village level — a first-of-its-kind initiative in the State. He also distributed sewing machines and motorised tricycles to persons with disabilities. 'This is a proud and happy moment. As promised, we are appointing you all directly as municipal employees. This has been made possible because of the Congress ideology and commitment,' Mr. Kharge said praising the civic workers for their crucial role in keeping the city clean despite many challenges. Mr. Kharge further announced that if a site is allotted by the City Corporation for housing, the State government will provide necessary funding for the construction of houses for civic workers and urged local MLAs and MPs to contribute funds for the purpose. 'A Kalaburagi city master plan has been prepared for the next 25 years in collaboration with the Indian Institute for Human Settlements (IIHS). This plan has been drafted after consulting various civic organisations and stakeholders. Although the Union government denied Kalaburagi Smart City status, the State government is working to transform it into a well-planned and inclusive urban space within the next three years. As part of this blueprint, 23 major traffic circles will be redeveloped, 31 public parks upgraded and four lakes restored,' Mr. Kharge said. Mr. Kharge also announced the establishment of Nagavi Institute of Competitive Exams (NICE)training centre at Vajpayee Layout. It is scheduled to open in the last week of July, initially offering free coaching to 500 aspirants preparing for IAS, KAS and other competitive exams, with plans to expand to 2,000 students in the future, he added. Taking aim at BJP leaders, Mr. Kharge said that they came to Kalaburagi just to criticise him, not to talk about development. 'Instead of engaging in constructive dialogue, they resort to personal attacks,' he claimed. MLC Tippannappa Kamakanur urged the Minister to allocate funds for the construction of housing for civic workers and also requested Lok Sabha member Radhakrishna Doddamani to raise the issue of including Kabbaliga community in the Scheduled Tribes list in Parliament. Kalaburagi Mayor Yallappa Naikodi, Mr. Doddamani, MLAs Allamprabhu Patil, Kaneez Fathima, KUDA chairman Mazhar Alam Khan, Deputy Commissioner Fauzia Tarannum, Zilla Panchayat CEO Bhanwar Singh Meena and Municipal Commissioner Avinash Shinde and others were present.

Ensure timely Sakala resolution or face salary deductions, Kalaburagi officers told

Deputy Commissioner B. Fouzia Taranum has issued a stern warning to government officers that any delay in resolving applications under the Sakala scheme will result in penalties, including salary deductions, for those responsible. Chairing a progress review meeting at her office in Kalaburagi on Wednesday, Ms. Taranum assessed the status of applications under various public service platforms, including Sakala, IGRS, CM Janaspandana, CCMS and Kalaburagi Connect. She emphasised that the Sakala Services Act 2011 was introduced to ensure timely delivery of services to citizens, guided by the motto: 'No more delays, no excuses — deliver on the promised date'. She reminded officials that Sakala is a flagship initiative of Chief Minister Siddaramaiah and Chief Secretary Shalini Rajneesh and it must be implemented with full seriousness. 'As on date, 328 applications across departments, including 98 pending with the Kalaburagi City Corporation, remain unresolved. The officials concerned must clear all pending applications through their departmental logins and bring the backlog to zero. Under Sakala, applications must be resolved within 30 days. If services are not delivered within this timeframe, disciplinary action will be taken, including halting salary increments,' she said, directing the officials to write to Sakala Mission Directorate in cases where technical issues are causing delays. The Deputy Commissioner also directed Additional Deputy Commissioner Rayappa Hunasagi to issue notices if pending applications under the IGRS platform are not cleared by Friday. She further instructed that the 95 pending applications under the Kalaburagi Connect initiative, a pet project of district in-charge Minister Priyank Kharge, be resolved immediately. Regarding the Court Case Monitoring System (CCMS), she noted that 1,203 cases involving various departments are pending in courts across the district. She directed departments to act swiftly, appoint litigation conducting officers as soon as writ petitions or appeals are filed, consult government advocates and ensure departmental arguments are presented effectively. 'Departments must also act on court verdicts promptly and report compliance to their respective heads,' she added. The meeting was attended by City Corporation Commissioner Avinash Shinde, Superintendent of Police Adduru Srinivasulu and other senior district-level officials from various departments.

Kalaburagi aiming for greener future with mass sapling drive

In a determined push towards increasing green cover in the sun-scorched region of Kalaburagi, Deputy Commissioner B. Fouzia Taranum launched a large-scale sapling plantation drive on June 5, which is celebrated as World Environment Day. The initiative was launched under the banner of the 'Amrit Mitra' campaign at the Public Garden in Gokul Nagar, Shahbazar area. The event was jointly organised by the district administration, Kalaburagi City Corporation, and the Forest Department. Deputy Commissioner Fouzia Taranum emphasised the role of community participation, especially by women, in creating a sustainable and greener Kalaburagi. The campaign carries the slogan 'Women for Trees', reinforcing the leadership of women in environmental conservation. 'As part of the campaign, around 2,000 saplings will be planted in public parks and open spaces across Kalaburagi city under 'Women For Trees' slogan. The saplings are being distributed to members of registered women's self-help groups under the National Urban Livelihoods Mission. These women will be responsible for planting the saplings by August 31, and maintaining them for a period of two years. The Central Government will provide financial support for the upkeep through Direct Benefit Transfer (DBT),' Ms. Taranum said. Pointing to the Forest Department's target of planting of 4.43 lakh saplings over 1,060.50 hectares of land across Kalaburagi district in the 2025–26 financial year, Ms. Taranum called upon the people to join hands with the initiative to make Kalaburagi a clean and green district. 'It includes block plantations over 567.50 hectares under social foresting initiative and roadside plantations stretching up to 350 km. Around 1.64 lakh saplings will be distributed to the general public, farmers, and organisations under the programme,' she said. Kalaburagi, which has forest cover of less than 5%, falls within the Kalyana Karnataka region where all districts have forest areas below 10%. The new plantation drive aims to address this ecological imbalance by substantially increasing green cover in the region. The event was attended by Superintendent of Police Adduru Srinivasulu, city corporation Commissioner Avinash Shinde, Deputy Conservator of Forests Sumit Patil, Corporation Deputy Commissioner R.P. Jadhav and staff members from the municipal and forest departments.

Larval surveys identify and destroy Aedes mosquito breeding sources

Kalaburagi: Following pre rainfall, the Kalaburagi district administration and health family welfare departments initiated larval surveys to identify Aedes mosquito breeding sources. In conversation with TOI, deputy commissioner B Fauzia Tarannum told that she has directed health officials to eliminate Aedes mosquito breeding sites and strengthen larval surveillance to prevent dengue transmission. She emphasised the need for collaboration with elected members, gram panchayat, town panchayat, city council, municipal corporation, and various departments. She explained that dengue spreads through Aedes mosquito bites and recommended releasing guppy fish in standing water, particularly in stone mines of Chittapur, Shahabad, and Sedam taluk, as well as in wells, stagnant areas, and water tanks. She insisted on conducting this as a campaign while ensuring vaccination programmes will be held. Aedes mosquitoes breed in water-filled containers like storage tanks, barrels, drums, flower pots, and household items including ceramics, plastic bags, tyres, and coconut shells. The administration emphasised door-to-door awareness campaigns to prevent water stagnation. Staff at transport organisation workshops and depots should be informed, with posters displayed on buses for widespread awareness. Kalaburagi district has reported dengue cases in recent years, primarily due to poor sanitation. The municipal corporation should conduct cleanliness drives and penalise those who litter. DC Fauzia said she instructed Kalaburagi City Corporation commissioner Avinash Shinde to remove roadside building debris. She also called for cleanliness campaigns in hostels, educational institutions, village panchayats, taluk panchayats, and civic bodies. Speaking to TOI, district entomologist Chamaraja Doddamani said that awareness on dengue symptoms and transmission is being conducted and departmental coordination is strengthened. He confirmed dedicated dengue treatment facilities with 20 beds at GIMS Hospital and 10 beds in each taluk hospital.
