Anbil Mahesh hopeful of SC relief after governor withholds assent to varsity bill
1 2 Trichy: School education minister Anbil Mahesh Poyyamozhi expressed his dissatisfaction after governor R N Ravi forwarded the Kalaignar University Bill to the President without offering any response. He said he hoped the Supreme Court would once again rule in favour of the state government. Addressing the media after a review meeting on Class 10 and 12 results in Mayiladuthurai, Anbil said, "He (the Governor) has forwarded it to the President without any responses. Every time, we are forced to take legal routes. Hopefully, the court delivers a favourable verdict." The bill, which proposes a university in Kumbakonam, has faced delays as the Governor chose to reserve it for the President's assent. Asked about former minister C V Shanmugam's petition in the Supreme Court seeking a ban on using chief minister M K Stalin 's name in state government schemes, dismissed by the court on Wednesday, Anbil said it was unfortunate that politics was being played over names instead of focusing on the benefits of the schemes. He pointed out that the government continues to retain names of former chief ministers M G Ramachandran and J Jayalalithaa in schemes such as the Puratchi Thalaivar MGR Nutritious Meal Programme and Amma Unavagam. "He (Shanmugam) is playing politics either for attention or out of fear," the minister said. Anbil also expressed hope that Mayiladuthurai district would improve its academic performance in the coming years.

TN Guv reserves Kalaignar University Bill for President's consideration
Chennai: Tamil Nadu Governor R N Ravi has reserved for President Droupadi Murmu's consideration the Kalaignar University Bill, which was passed by the state legislative assembly earlier this year, a senior official at the Secretariat said. The Bill proposes the establishment of Kalaignar University in Kumbakonam by bifurcating Bharathidasan University, aiming to cater to the higher education needs of students in Ariyalur, Nagapattinam, Thanjavur, and Tiruvarur districts. It is named after former Chief Minister and DMK patriarch M Karunanidhi, father of incumbent Chief Minister M K Stalin. Once approved, Stalin will serve as its first Vice Chancellor. The Bill is one of two referred to the President by the Governor. The second seeks to amend the Tamil Nadu Physical Education and Sports University Act to empower the state government to appoint and remove the Vice Chancellor of the sports university, the official said. Both Bills were passed by the assembly in April and subsequently sent to the Governor for assent. State Higher Education Minister Govi Chezhiaan had earlier announced that the new university would commence operations from the 2025-26 academic year. However, the delay in obtaining assent has hindered the inauguration, the official added.

Governor RN Ravi reserves Kalaignar University Bill for President's assent, delays new varsity launch
CHENNAI: Governor RN Ravi has reserved the Kalaignar University Bill, passed by the legislative assembly to form a new university in Kumbakonam with the chief minister as chancellor, for the President's consideration. 'The governor has not given immediate assent to the bill but has instead, referred it to the President for a decision. This will further delay the process of formation of the university as we have to wait for the President's reply, ' said a higher education official. The President can either give assent, withhold assent, or return the bill for state government had announced the new university in the name of former Chief Minister M Karunanidhi in Kumbakonam in this year's budget. The bill proposed that the chief minister (presently MK Stalin) will be the chancellor of the university and the higher education minister would be the pro-chancellor. The bill was moved in the legislative Assembly in April this year and later sent to governor for his assent. Chezhiaan had announced that the university would start functioning from academic year 2025-26 only, however due to delay in governor's assent the department could not inaugurate the varsity, said a higher education official. Stalin and higher education minister Govi Chezhian had expressed their displeasure, claiming the governor had been sitting on the bill for three months and that the government was considering moving the SC again. The Supreme Court's landmark judgment in April approved 10 amendment bills that curtailed the governor's powers to appoint V-Cs in 18 of the 20 state-run universities. However, another bill to amend the University of Madras Act is also pending President's approval. Apart from approving the bills, the SC also set a timeline for governors to act on bills.

CM Stalin slams governor for delaying assent to Kalaignar University Bill
THANJAVUR: Chief Minister M K Stalin on Monday took a dig at Governor R N Ravi for delaying assent to the Kalaignar University Bill passed by the Legislative Assembly. Speaking at a function held in Thanjavur, Stalin said the government had announced a new university to be situated in Thanjavur. 'More than 40 days have passed since the Bill was sent to the governor on May 2, but he is yet to give his assent,' Stalin said. 'We thought the governor would have changed after the verdict of the Supreme Court. But he has not changed. We had sent several reminders about the Bill. Even the higher education minister had sought appointment with the governor which has not been granted till now. The people of the state are wondering what other important work the governor has (other than considering the bills passed by the assembly)', he added. 'Had the governor given assent to the Bill immediately after we sent it, we would have laid the foundation stone for the university at this function,' the CM said, adding that 'we will be patient. If we lose patience, we would create a situation (legally) which would compel him to act.' Further, the chief minister said, 'Even though I had hesitation in naming the University (after M Karunanidhi), members of the assembly, cutting across party lines insisted to name it as Kalaignar University. Following this, we had passed the bill to form the university, unanimously, and sent it to the governor.' But till date the governor has not given assent to the Bill. Farmers detained for black flag protest Thanjavur: A total of 12 farmers were detained on Monday for trying to show black flag to Chief Minister MK Stalin over non-payment of arrears by a private sugar mill in Tirumandangudi. According to sources, two farmers ran onto the main road, where the CM's convoy was expected to pass on the way to a marriage hall. Police on duty detained them immediately. Subsequently, 10 more farmers standing nearby were also detained. All of them were released in the evening.
