KGF to hold convention on June 9 to address farmers' issues

Chikkamagaluru: In order to find solutions for the long-pending issues of coffee growers and the farming community in the district, the Karnataka Growers Federation (KGF) organised a convention in Chikkamagaluru on June 9. All taluk and hobli farmers' associations in the district, along with like-minded organisations, expressed their support for the gathering. The aim of this convention was to draw govt's attention to the long-standing issues faced by the farmers of the Malnad region. Karnataka Growers Federation president Halase Shivanna urged farmers, entrepreneurs, and workers from coffee-growing areas to participate in large numbers. He highlighted issues such as the unjust cancellation of lands approved under forms 50 and 53 of the Karnataka Land Revenue Act, the sudden acquisition of farmers' agricultural lands under Section 4(1) of the Forest Act, and the classification of long-cultivated lands as "deemed forest". "These issues will be discussed and brought to govt's attention," he said. "The coffee industry is a key sector in the state's economy, providing employment to thousands within and outside the state and contributing hundreds of crores to the national treasury. However, many govt regulations are proving detrimental to coffee growers. Particularly, issues related to the forest and revenue departments pose significant challenges. It is time to collectively address govt's indifferent attitude towards coffee growers," Shivanna said. BENGALURU: The Revenue Department on Friday issued an official notification renaming Ramanagara district as Bengaluru South. According to the notification issued by the Principal Secretary Rajender Kumar Kataria, 'As per the provision of section 4 (4A) of Karnataka Land Revenue Act, the name of Ramanagara district will be renamed as Bengaluru South district of the Karnataka State by declaring Ramanagara as district head quarters.' Undeterred, the State proceeded with the move, asserting that it does not require the Centre's approval for such Friday asserted that the state government has full authority to rename Ramanagara district as Bengaluru South District. 'The decision to rename Ramanagara has been taken after carefully considering public opinion in the region. It is not a unilateral decision, but one that reflects the aspirations of the people residing there.'This statement comes amid political controversy surrounding the Cabinet's recent approval to rename Ramanagara, a district that was officially carved out in strongly backed the renaming, arguing that attaching the Bengaluru brand would enhance the district's development and renaming move has drawn mixed reactions across political lines, especially from the Janata Dal (Secular) and Bharatiya Janata Party leaders who have criticised the government's intent. However, Chief Minister Siddaramaiah stood firm, emphasising that under the, the state holds the power to create, dissolve, or rename districts without requiring the Centre's approval. 'The state is well within its legal rights. In fact, even when Ramanagara was first declared a district, there was no need for central permission. This time, too, there is no procedural violation,' he clarified. The official government notification regarding the name change was issued on Shivakumar, who hails from Ramanagara, had long advocated for this renaming, arguing that the inclusion of the 'Bengaluru' brand would enhance the district's developmental prospects. While the name will change, Ramanagara will continue to function as the district headquarters. This marks a symbolic and administrative shift since the district was carved out of Bengaluru Rural in 2007, a move originally announced by then Chief Minister HD indicate that Shivakumar had been indirectly expressing dissatisfaction with the separate identity of Ramanagara district since its inception. In July 2024, he led a delegation of elected representatives from the region—including Ramanagara, Channapatna, Magadi, Kanakapura, and Harohalli—to meet with Chief Minister Siddaramaiah, formally submitting the renaming proposal. This marks the second attempt by Shivakumar to push the renaming through the cabinet, with the current government now endorsing his the Allahabad–Prayagraj renaming by the Uttar Pradesh government in 2018, officials suggest that the state is well within its rights to rename districts. According to the Karnataka Land Revenue Act, 1964 (Section 5(4)), the state government has exclusive authority over the creation, modification, and naming of zones, taluks, and districts. Central government approval is not mandatory. While the Home Ministry's 1953 directive requires states to consult the Centre when renaming villages, towns, or railway stations, the naming of districts is a state nameplate outside the Ramanagara Revenue Office already reads Bengaluru South District. This has led to heightened anticipation among locals. Minister HK Patil reassured the public that there's no need to rush to government offices to change existing documents. 'There is no confusion here. Old records will remain valid. Only new documents will carry the name Bengaluru South,' he said.

BENGALURU: The Karnataka Land Grabbing Prohibition Special Court has issued a warrant against Executive Engineer (EE) Raghavendra of the Storm Water Drain (SWD) Division, Mahadevapura zone, for not issuing a notice to those who have encroached SWD. The court had taken up a suo motu case in 2023 based on news reports. The court had directed SWD officials to file cases against encroachers as per Form No. 1 within 30 days in September 2024. But the officials did not comply. The EE is supposed to report or complain to the tahsildar about primary and secondary drains under Section 104, Karnataka Land Revenue Act, 1964. 'The court on September 17, 2024, directed Raghavendra and Superintendent Engineer Malati to file cases against encroachers. The officials had given an undertaking to file cases within 15 days, but did not file them. Taking note, the court asked the engineers why they should not be treated as abettors of the commission of the offence and as accused before the court. It also noted that the officer, in his report dated August 8, 2024, had acknowledged the encroachment and still did nothing. It clearly shows that he has disrespected the court's orders,' said an advocate, Raveesh JK. The court, in its February order, directed the Mahadevapura police to issue a bailable warrant of Rs 1,00,000, and the engineer secured bail on Tuesday and is supposed to appear before the court on June 14. 'There were stormwater drain encroachments in survey number (Sy)-77, 156 of Varthur Village and encroachments on Sy numbers 66, 72, 98 and 99 of Kumbena Agrahara Village. In the Mahadevapura Assembly constituency, if officials do their duty honestly, a few more government land encroachments will come to light,' stated Raveesh. Raghavendra said that it was the duty of the tahsildar to serve notices, and the BBMP has also approached the court and will explain its position.
