Over 200 Muslim Congress leaders resign in protest of Dakshina Kannada murder
More than 200 Muslim leaders from the Congress in Karnataka's Dakshina Kannada district have tendered mass resignations from their party responsibilities in protest of the government's handling of the murder of Abdul Raheem alias those stepping down are Karnataka Pradesh Congress Committee (KPCC) general secretary MS Muhammad and Dakshina Kannada Minority Wing district president Shahul Hameed. The decision followed a meeting at Mangaluru's Shadi Mahal, where tensions escalated during discussions on the state government's response to Abdul Raheem's murder in Hameed came under sharp criticism from fellow party members after he praised the state government amid the ongoing controversy. The backlash prompted him to resign from his position under considerable pressure. The meeting soon descended into heated arguments and protests, exposing deep dissatisfaction among the party's Muslim leadership. Along with Shahul Hameed, several Muslim corporators, Zilla Panchayat members, and leaders from eight Assembly constituencies also stepped down. They declared they would not return to the Congress party office until their demands were met.'We have resigned. Until our demands are fulfilled, we will not go back to the party office,' the leaders said. No formal written resignations were submitted, the announcements were made Thursday, Karnataka Home Minister G Parameshwara announced that four people had been arrested in connection with the murder of Abdul Raheem in Bantwal taluk of Dakshina Kannada district. The state government has also decided to implement a Communal Violence Prevention Task Force with immediate May 26, Imtiyaz, a pickup driver and secretary of a local mosque, was hacked to death in broad daylight near Ira Kodi in Bantwal taluk. According to the police, the incident occurred while he was unloading sand from his vehicle. Two assailants on a motorbike attacked him and his associate Kalander with a sword. Imtiyaz died on the spot, while Kalander sustained serious injuries and was rushed to hospital. Imtiyaz, a resident of Kolattamajalu, was also an active member of the South Canara Sunni Federation. Congress Muslim leaders announce resignation from party positions following demand by party workers
Several Muslim leaders of the Congress in Dakshina Kannada, right from booth-level to state-level, on Thursday, announced their resignations from their party positions in protest of the government's alleged failure to contain the series of 'communal murders' in the district and sidelining community leaders. The announcement was made during an emergency meeting of party workers convened at Shadi Mahal in Bolara here, under the leadership of M.S. Mohammed, general secretary of the Karnataka Pradesh Congress Committee. As the leaders discussed waiting a few more days for the government's response, angry workers forced them to announce their resignations. District Minority wing president of the Congress, Shahul Hameed, told party workers that Chief Minister Siddaramaiah had called him, urging community leaders not to take any hasty decisions. Mr. Hameed said that the CM told him the issue had reached the party high command as well and asked him to wait for some more time. However, this statement did not go down well with the party workers, who rushed towards the leaders demanding immediate resignation. Following this, the leaders announced that they would abide by the decision of the party workers. Leaders Suhail Kandak, Abdul Rauf, Mr. Mohammed, and Mr. Hameed were among those who announced their resignations. Soon after the burial of Abdul Rahiman, who was murdered by miscreants at Ira Kodi on May 27, several Congress leaders from the Muslim community announced that they would resign from their party positions.

Much talk about big infra, Brand Bengaluru, but real achievement is restructuring city governance
With the Karnataka Pradesh Congress Committee (KPCC) president and Deputy Chief Minister D.K. Shivakumar taking charge of Bengaluru Development in the incumbent regime, the city has, after a long time, got adequate 'political capital and will' over the last two years. What difference has it made for the city in real terms is now the moot question. Much chatter over two years has been about big-ticket projects such as tunnel roads and skydeck, totalling a staggering ₹1 lakh crore, all championed by Mr. Shivakumar. The Brand Bengaluru campaign has received a good boost with the State Budget earmarking ₹7,000 crore for the city's civic body this year. However, the mammoth projects have not taken off the ground. Restructuring governance What remains a significant achievement of the Congress government is the enactment of the Greater Bengaluru Governance Act, 2024, to restructure civic administration in the city, with multiple corporations and a pan-city body called the Greater Bengaluru Authority (GBA), led by the Chief Minister, which for the first time in the city's history brings all the parastatals on one platform. This raises hopes for a more holistic planning and coordinated governance. The Act came into effect on May 15, even as the GBA is yet to be constituted and multiple corporations drawn up. This year, the city's administration is expected to transition to a new system, which the Congress has argued is a solution to the 'governance deficit' in the city. The Congress government had tried to push through the same reform in 2015, but failed as the Governor sent the Bill to the President. Even as the results of this governance reform are yet to be seen, it is definitely a watershed moment, after the expansion of civic limits and formation of the Bruhat Bengaluru Mahanagara Palike (BBMP) in 2007. Even as this law is likely to be legally challenged by citizen groups, arguing it violates the 74th amendment of the Constitution, the government has also drawn flak over the inordinate delay in holding the civic polls. Come September, it will be five years without an elected council in the city. When will big projects take off? Since taking charge of the city, Mr. Shivakumar has articulated a vision for expanding the road network to ease traffic congestion. This includes nearly 40 km of tunnel roads, running across the city in two corridors, 17 grade separators totalling to a length of 110 km, double-decker flyovers with Namma Metro Phase III, 300-km-long roads in the buffer zones of storm-water drains at a whopping cost of ₹73,000 crore to be spearheaded by Bengaluru Smart Infrastructure Ltd., a special-purpose vehicle, and the Peripheral Ring Road (PRR) at a cost of ₹27,000 crore. In a city that saw virulent civic opposition to a steel flyover on Ballari Road in 2016, forcing the Congress government in its previous regime to withdraw, there is surprisingly little real opposition to such a large push for infrastructure for private vehicles in Bengaluru. Fund crunch Given the fiscal constraints of the State, funding any of these projects was not an option. But the last two years — with multiple tenders for PRR failing to attract bidders — have shown that neither is the private funding enthusiastic, pushing the government to go for long-term loans. The State government has agreed to stand guarantor for a loan of ₹27,000 crore for PRR project and ₹19,000 crore for Phase I of the tunnel road project. Housing and Urban Development Corporation (HUDCO) has agreed to give ₹27,000 crore loan for PRR project, and talks are on with various lenders for a loan to fund the tunnel roads. The ₹3,500 crore loan from the World Bank to implement climate resilience measures in the city will take the borrowing for city infrastructure to ₹50,000 crore. A 250-m-high skydeck to boost tourism has also been one of Mr. Shivakumar's pet projects, which is put on the back burner till the location of the second airport for the city is finalised. Most of these projects are yet to take off as none of these loans have materialised yet. Preparation is under way to start work on tunnel roads and PRR soon, sources said.

Karnataka's economic ranking improved under the Congress regime, says KPCC secretary
Karnataka Pradesh Congress Committee (KPCC) secretary Lavanya Ballal said on Monday that the State's economic ranking under the Congress regime has improved from seventh to third in the last two years. Addressing the press in Udupi, Ms. Ballal said that the government's guarantee schemes have lifted many people economically. Ms. Ballal said that the State stood second in tax collection in the country and is committed to creating more job opportunities for the youth. The KPCC secretary said that BJP-ruled States have begun emulating Karnataka's 'guarantee' model, even though the BJP leaders criticised the guarantee schemes, saying they would push the State into bankruptcy. However, the State's financial health is stable, she said. Ms. Ballal said Congress workers from Udupi district will participate in the 'Sadhana Samavesha' in Hospet on Tuesday.

Nagamohan Das Commission urged to consider Bhovis as a caste instead of sub-caste
A delegation of leaders belonging to the Bhovi community met retired judge H.N. Nagamohan Das, who is leading the commission on internal reservation for scheduled castes, and urged him to ensure that the Bhovis are considered as a caste instead of a sub-caste during the ongoing survey. The commission is conducting a survey of all the 101 scheduled castes to apportion reservation in proportion to the population of each caste to ensure internal reservation. The delegation comprising Sri Immadi Siddarameshwara swami and former chairperson of Bhovi Development Corporation G.V. Seetharamu met Mr. Das in Bengaluru on Tuesday and brought to his notice that the enumerators were categorising Bhovis under a main caste like Adikarnataka before listing them under the sub-caste Bhovis. Contending that thousands of entries of Bhovis had been made under a sub-caste after listing them under a main caste like Adikarnataka, the delegation members in a representation urged the commission to consider all such entries made in this manner so far as those belonging to Bhovi community. The representation signed by G.V. Seetharamu, who is also the spokesperson of Karnataka Pradesh Congress Committee (KPCC), has sought a clarification from the commission on the status of Adikarnataka, Adiandhra, and Adidravida castes in view of the conflicting claims over classification. 'While some claim that they are not the names of castes historically, others argue that these castes had been listed in the 1950 Presidential order and all subsequent amendments. 'Which is correct?', asked the representation submitted to the commission. The memorandum also drew the commission's attention to the fact that the ration cards of some of the members of the Bhovi community were shown as they belonged to Scheduled Tribes (ST). Attributing the lapse to mistakes committed by the officials of Department of Food and Civil Supplies, Mr. Seetharamu urged the commission to ensure that the enumerators considered the Aadhaar, voter ID or caste certificates of the Bhovi community members.
