Bar Association honors colleagues who have passed
YOUNGSTOWN, Ohio (WKBN) – Each year before Memorial Day, the Mahoning County Bar Association holds a special ceremony honoring colleagues who have passed away. Thursday, six individuals were remembered in a service filled with both reflection and celebration. Attorneys George Tzagournis, Kenneth Bailey, Thomas Infante, Daniel Rossi, Steve Meloy and Dennis Haines were honored by friends and family for their service to the legal system in Mahoning County. 'It is a tribute to the fact that these folks were lawyers and made a difference in our community, but it also is a tribute to the individuality of them specifically and what they meant to their families,' said Mahoning County Common Pleas Court Judge R. Scott Krichbaum. Each attorney who passed away had a family member or representative give a speech highlighting some of their accomplishments. Freedom camping bylaw on the agenda
Developing a freedom camping bylaw for Queenstown Lakes is like "tiptoeing through tulips", a council manager says. Speaking at a full council workshop yesterday, community services general manager Kenneth Bailey said the new bylaw had to be practical, enforceable and compliant with the Freedom Camping Act, but acceptable to the community at large. Although the district could never "meet the tsunami of demand", it had to provide enough freedom camping spots without having to "lawyer up", Mr Bailey said. The council has to replace its 2021 bylaw, which was declared invalid by the High Court last year, on a technicality, after a legal challenge by the New Zealand Motor Caravan Association. Consultation on a draft bylaw is set down for July and August, and the new bylaw is expected to be approved in October. A report prepared for councillors said freedom camping in reserves was prohibited by the Reserves Act, but the ban could be lifted via ministerially delegated powers, as the council had done before for the Red Bridge reserve near Luggate. Principal policy adviser Luke Place said making provision for freedom camping only on council land, effectively streets and car parking areas, had drawbacks. Staff had identified 22 car parking areas in the district where freedom camping might be possible but, given only a portion of the parking spaces in each area would be made available for the activity, it could be confusing for freedom campers to understand what was allowed and "tricky" to manage. Given those difficulties, and council officers' "on-the-ground experience" from the past summer season, he recommended reserves be considered. Another option was to draft reserve management plans to manage freedom camping on specific reserves around the district, Mr Place said. Unlike the ministerial delegation approach, they could be managed under the Reserves Act instead of the permissive Freedom Camping Act regime. Cr Gavin Bartlett said there were enough Department of Conservation camping sites for freedom campers to use, and preferred that reserves be "left as they are" as the law intended. However, Cr Quentin Smith said allowing freedom camping on a small number of reserves would "spread the load" across the district without affecting nearby residents.

Night rabbit control shoots to be conducted at reserve

Photo: Stephen Jaquiery Users of Wanaka's popular Mount Iron Reserve will be warned to keep clear to allow for a controlled rabbit control operation this month and next. Queenstown Lakes District Council community services general manager Kenneth Bailey said the reserve would be closed on four consecutive Sundays, beginning on May 18, for night shooting sessions. These will take place in the southwestern corner, starting from the Allenby Pl carpark, and are expected to last about three hours each evening. The initiative is part of ongoing efforts to manage wildlife and maintain the ecological health of the reserve. The council is urging walkers and other users of the reserve to take note of clear signage and cordoned-off areas to avoid disruption or potential danger during these operations. In addition to the rabbit control efforts, the council has also approved a new management plan for the reserve, which seeks to address user concerns regarding the park's use, particularly between cyclists and walkers. There has been increasing feedback regarding cyclists using walking-only trails, prompting the council to emphasise that biking is strictly prohibited in certain areas. Cyclists are permitted only on the trails around the base of Mt Iron, specifically between Anderson Rd and Old Racecourse Rd. However, reports have surfaced of cyclists venturing on to restricted paths, including the Hidden Hills entrance, Little Mount Iron trail, and the route leading to the summit. To address this, the council will be installing additional signage t to reinforce the boundaries and regulations. The council is considering the possibility of allowing mountain biking on more of the reserve's trails, if it aligns with council policy of positive ecological outcomes, impacts on other reserve users, Kāi Tahu values and ongoing maintenance and safety. ''There is still a lot of work to be done before trails can be built and mountain biking can begin,'' Mr Bailey said. The newly approved management plan will serve as a guiding document for future decisions regarding public activities and use of the reserve. The council also intends to work closely with community groups to develop suitable recreational opportunities that fit within the plan's objectives.

Young Scooter 911 Call Claimed Woman Was 'Bleeding Profusely' At Residence
The emergency call that led to the death of Young Scooter made shocking claims about what was happening that evening. In audio made public by TMZ, an unidentified woman can be heard telling the dispatcher that had been shooting in the midst of an alleged. domestic dispute. In the call, a woman who identified herself only as 'neighborhood watch' alleged that criminal activities were a regular occurence at the address. 'Basically…these guys, they're selling drugs in and out of the house,' says the recording. 'I'm not sure if they're pimping … like the situation that's going on right now. This girl doesn't have on any clothes. They threw her outside. He was fighting the girl. He literally fought the girl.' The description as police and emergency services are dispatched; 'It sounded like they was fighting over drugs. And then they started shooting. She had someone come over there, and they started shooting,. The house needs to be investigated … they're doing illegal stuff over there.' She also reported hearing three gun shots. 'I believe the girl is hurt … she was like bleeding profusely. Like blood everywhere,' adding that it was possible that child was also in danger. According to WSB-TV2 Atlanta, the call was made from a 911-only phone, and police never found the woman or confirmed that any shots had been fired. Law enforcement has asked for the public's help in identifying the person who made the emergency request. The entire ordeal occurred last week on the Jugg King rapper's 39th birthday. The 911 call triggered officers to arrive at the home where the rapper, real name Kenneth Bailey, fled the scene and sustained a fatal injury in the process. 'One male returned back into the house. The other male jumped two fences as he was fleeing. When officers located him on the other side of the fence, he appeared to have suffered an injury to his leg. Officers rendered aid, and he was transported to Grady Hospital where he was pronounced deceased,' described Lieutenant Andrew Smith. 11Alive reported that the National 911 Program shared that the type of phone used is used to place malicious or fake calls. Young Scooter's passing is being investigated as an in-custody death. According to NBC Atlanta, police responded to a call of a weapons disturbance at a residence in Atlanta. Upon their arrival, Young Scooter (born Kenneth Bailey) allegedly took off on foot, jumping over two fences. At some point, he injured his leg and was taken to an area hospital, where he was pronounced dead. Atlanta police said no officers fired their weapons during the pursuit of Bailey. It's believed he may have injured his femoral artery, but an exact cause of death is under investigation. Young Scooter was a childhood friend of Future and was one of the first rappers signed to his Freebandz record label in 2012. His breakthrough release came in 2013 with the mixtape Street Lottery, leading to collaborations with Rick Ross, Gucci Mane, Young Thug, YG, and more. In 2018, he achieved his sole entry on the Billboard Hot 100 with a guest spot on Future and Juice WRLD's 'Jet Lag.'
