Iraq's Dhi Qar Oil Company signs HOA with KBR, Dragon Oil

Baghdad ( – In a significant move aimed at bolstering Iraq's oil production capabilities, the Dhi Qar Oil Company has signed a Heads of Agreement (HOA) with a consortium of international energy firms. The coalition includes the United States' KBR, the UAE's Dragon Oil, and Iraq-based Al-Hurra International. The agreement, announced by Basem Mohammed Khudair, Undersecretary of the Ministry of Oil for Extraction Affairs, marks a strategic step toward the development of the Abu Amood and Al-Subba oil fields, located in the Dhi Qar Governorate in southern Iraq. Khudair stated that this HOA will serve as the foundation for further negotiations with the participating companies. The Abu Amood and Al-Subba fields are considered pivotal to Iraq's plan to expand its southern oil output and attract foreign investment into its energy sector. With this move, the Iraqi Ministry of Oil signals its commitment to leveraging international expertise and investment to revitalize underdeveloped fields and boost national production. The collaboration with well-established international partners like KBR and Dragon Oil is also expected to bring in advanced technology and project management practices, contributing to more efficient and sustainable field development.

Oil: 85% of the staff working on BP contract will be Iraqi

The Ministry of Oil clarified on Monday the details of the contract with BP to develop the Kirkuk fields. The Ministry stated that "the contract will increase production from the fields to 420,000 barrels per day, it confirmed that 85% of the staff working under the contract will be Iraqi," said the Undersecretary of the Ministry for Extraction Affairs, Bassim Muhammed Khudair, to the Iraqi News Agency - INA. 'The contract with British Petroleum - BP to develop and produce four oil fields in Kirkuk Governorate, which was recently signed under the auspices of PM Muhammed S. Al-Sudani, is a new achievement for the Ministry of Oil. An agreement was reached after months of negotiations to rehabilitate and develop the Kirkuk fields at its two domes (Baba and Avana), Bai Hassan, Jambur, and Khabbaz,' he explained. Khudair noted, "These fields currently produce about 308,000 barrels per day, and production is expected to reach 420,000 barrels per day on a sustainable basis for eight years. The contract extends for 25 years, extendable for an additional five years." "The contract also includes the exploitation of associated gas from these fields, with a capacity of up to 400 million standard cubic feet per day, for 16 years. BP will undertake the evaluation, rehabilitation, and expansion of the North Gas Company's facilities, contributing to gas exploitation and reducing the percentage of flared gas," he added. He highlighted that "there is a contractual clause allowing negotiations with BP regarding the exploration of some areas between these fields, which is subject to future negotiations between the two parties. The project includes providing social services to the surrounding areas, in addition to employing thousands of Iraqi workers and supporting local companies, as well as implementing a training program to develop national engineering and technical cadres in cooperation with the North Oil and North Gas Companies." "BP, which has worked in the Rumaila field since 2010, has extensive knowledge of the capabilities of Iraqi cadres, which encouraged it to conclude this contract to develop the Kirkuk fields. Approximately 85% of the project's workforce will be Iraqi, while the remaining 15% will be foreign experts, with work to be done. This percentage will be gradually reduced by replacing it with Iraqi talent," he pointed out. Regarding the specializations required to work on the project, Khudair explained that "the basic needs include petroleum and chemical engineers and graduates of relevant technical institutes," stressing that "employment of personnel will be through local companies operating within the project." "BP is committed to constructing a 400-megawatt power plant, which will contribute to strengthening the energy infrastructure in the region," he stressed. Khudair emphasized that "Iraq is proud of its national talent, which will play a prominent role in implementing this project, by international best practices, ensuring the achievement of the desired goals of the country's oil and gas sector." Earlier, PM Al-Sudani sponsored the signing of a contract with British Petroleum to develop and increase production from the four Kirkuk fields.

Iraq expedites development of Akkas and Mansuriya gas fields

Baghdad ( – The Deputy Oil Minister for Extraction Affairs, Basim Khudair, stated on Tuesday that Iraq is making rapid progress in developing its Akkas and Mansuriya gas fields in order to meet the country's growing energy demands. Khudair's remarks took place during a field visit to the Midland Oil Company, where he assessed current output and facilities projects and emphasized the importance of increasing investments in the fields, according to a statement released by the Iraqi Oil Ministry. The Akkas gas field, which was found in 1992, has approximately 5.6 trillion cubic feet of confirmed natural gas deposits. The Iraqi Ministry of Oil announced in April that it had signed a contract with the Ukrainian company Ukrzemresurs to develop the Akkas gas field in western Iraq. The Akkas gas field, which has sizable reserves, was being developed by the Korea Gas Corporation (KOGAS), a South Korean public natural gas company, before Ukrzemresurs won the contract. In October 2024, Iraq signed a deal with a consortium of China's Jereh Group and Petro Iraq to develop the Mansuriya gas field in Diyala governorate in eastern Iraq. The Mansuriya gas field is one of Iraq's most promising producing sites, and the deal will increase the country's gas production by 300 million cubic feet per day. The Iraqi Minister of Oil, Hayan Abdul-Ghani, stated earlier that the development of the Mansuriya gas field will help the country meet its gas needs to fuel power plants. With estimated reserves of 4.5 trillion cubic feet of gas, Mansuriya, which stretches 20 kilometers long and three to four kilometers wide, is Iraq's second-largest gas field after Akkas.
