Two arrested in Davenport on copper theft charges
Two men from Davenport are in the Scott County Jail after Davenport Police arrested them on charges of stealing copper.
According to the criminal complaints, Davenport Police officers who were on general patrol near W. River Drive and S. Sturdevant Street on May 5 at about 8:05 a.m. saw two suspicious people who matched the general description of people involved in earlier copper thefts.
Officers asked one of the subjects, identified as Thomas Foley, 32, if he had any weapons or narcotics on his person. Foley allegedly admitted to having a realistic-looking BB gun on him, as well as a small amount of marijuana. Officers searched Foley before arresting him and found 1.23 grams of marijuana and .54 grams of methamphetamine, according to the complaints. The marijuana and methamphetamine were field tested at the police department and both tested positive.

Foley and another defendant, identified as Robert Hylton III, 43, had two bicycles with them that had pull-along carts attached. Bookbags belonging to both men were found inside these carts and officers found various burglar tools inside them. Officers found a large amount of scrap copper wire in Hylton's bicycle cart. Officers searched Hylton and found .92 grams of methamphetamine that field tested positive at the Davenport Police Station.
The complaints say the Davenport Police Department received a report of criminal damage and theft of copper from the parking lot pole lights at 3801 Hillandale Road, the Kingdom Hall of Jehovah's Witnesses on April 23. During a post-Miranda interview on May 5, Foley admitted to being present with Hylton during the April 23 incident. They went to the location to steal the copper from the light poles and Hylton was allegedly the person who opened the lights and cut the wire. The incident resulted in about $300 worth of copper stolen and $850 worth of damage done to the property. This incident was partially captured on surveillance footage.
Scott County Court records show Foley was arrested on charges of possession of burglary tools, two counts of possession of a controlled substance, third-degree criminal mischief and fifth-degree theft. He has been released from the Scott County Jail on a secured $6,300 bond and is awaiting an initial court appearance.
Hylton was arrested on charges of possession of burglary tools, possession of a controlled substance, third-degree criminal mischief and fifth-degree theft, according to court records. He was released from the Scott County Jail on a secured $5,300 bond and has a preliminary hearing on May 23.
