Centre is trying to frame me: former J&K Governor
Former Jammu and Kashmir Governor Satyapal Malik said on Saturday (June 7, 2025) that the Centre is trying to frame him in false chargesheets by threatening him with cases filed by the Central Bureau of Investigation (CBI). In a post on X in Hindi, Mr. Malik said, 'The tender they want to implicate me in was one I personally cancelled. I had informed the Prime Minister about the corruption in that matter, and after informing him, I cancelled that tender myself. After my transfer, that tender was approved with someone else's signature.' Mr. Malik said he is admitted in the Intensive Unit Care (ICU) of a hospital for kidney-related ailment. 'My condition is becoming very serious. Whether I survive or not, I want to tell the truth to my fellow countrymen — When I was Governor, I was offered bribes of ₹150 to ₹150 crore, but like my political mentor, the late farmer leader Chaudhary Charan Singh, I worked with honesty, and my integrity could never be shaken,' he said. The case in which Mr. Malik has been chargesheeted involves the awarding of ₹2,200 crore worth of civil works for the Kiru Hydroelectric Project. Registered by the CBI in April 2022 on a reference from the Jammu and Kashmir government, the FIR alleged Chenab Valley Power Project (P) Limited (CVPPPL), at its 47th board meeting, had decided to cancel the then ongoing tendering process and re-tender for the works through e-tenders with reverse auction. The FIR alleged that the very next board meeting of the CCVPPL saw this decision reversed, leading to the contract being awarded to Patel Engineering in 2019. In the chargesheet filed in the case by the CBI last month, besides Mr. Malik, who was the Governor of J&K from August 23, 2018, to October 30, 2019, seven others had been chargesheeted. This included the then MD of CVPPL, M.S. Babu, and directors M.K. Mittal and Arun Kumar Mishra. Others charged are then Managing Director of Patel Engineering Limited, Rupen Patel (deceased), along with Virender Rana, Kanwar Singh Rana, and Kanwaljeet Singh Duggal. 'The government has put all its strength into defaming me. In the end, my request to the government and its agencies is to please tell the truth to the beloved people of my country — what did you find against me in your investigations? The truth, however, is that after serving the nation in very high positions for over 50 years in my political life, I still live in a single-room house and am in debt. If I had wealth today, I would be getting treatment in a private hospital,' he said.

CBI charges J&K ex-governor Satyapal Malik, 6 others in Kiru power plant kickbacks case
Besides Satyapal Malik, the CBI has named three Chenab Valley Power Projects Pvt Ltd ex-officials—M.S. Babu, a former managing director, and M.K. Mittal and Arun Kumar Mishra, both former directors. New Delhi: The Central Bureau of Investigation (CBI) has filed a charge sheet against former Jammu and Kashmir Governor Satyapal Malik and six other accused in a case of corruption linked to a hydroelectric project in the Kishtwar district of Jammu. Satyapal Malik's two private secretaries, Virender Rana and Kanwar Singh Rana, and the chairman and managing director of Patel Engineering Company Limited, Rupen Patel, are also named in the charge sheet. The development comes while Satyapal Malik is in Ram Manohar Lohia Hospital, Delhi, for—what he has called—a 'very serious' condition. Responding to the chargesheet, Kanwar Singh Rana has said it is unfortunate, considering Satyapal Malik is fighting for his life in the hospital. 'We have not done anything. We had already answered all the questions asked. They raided my residence in May 2023. I had to appear before the investigating officer in Jammu for a couple of days, and I did that,' Rana told ThePrint. The cases The CBI, on 19 and 20 April 2022, filed two cases. One was to probe alleged criminal misconduct by government officials while awarding contracts for an employee healthcare insurance scheme to the Anil Ambani-controlled Reliance General Insurance Corporation Ltd. The other was to probe the award of the civil works package of the Kiru Hydroelectric Project to Patel Engineering Company Limited. The two cases came six months after Satyapal Malik revealed in an October 2021 interview that he got a Rs 300-crore bribe offer for clearing two files as the J&K governor between 23 August 2018 and 30 October 2019. Initially, Satyapal Malik was considered a witness in the two cases. However, the CBI turned the heat on him after his role in attaining kickbacks from the beneficiary firms came into the picture during its investigation. Based on government orders, the anti-corruption bureau in Jammu and Kashmir first conducted a preliminary inquiry into the two cases, following which the CBI filed its FIRs. The FIR in the Kiru power project case alleged that established guidelines on e-tendering had been completely ignored during the award of the contract for civil works to Patel Engineering Company Limited. There are allegations of malpractices in awarding contracts in both cases—the J&K government wrote to the CBI on 23 March 2022. A UT government deputy secretary-level officer wrote in a letter to the CBI Director that the finance department, the power development department, and the anti-corruption bureau submitted reports on the cases, and the competent authority under the J&K government, after considering the reports, decided to refer the cases to the CBI. New Delhi [India], May 22 (ANI): The Central Bureau of Investigation (CBI) on Thursday filed a chargesheet against Satyapal Malik, former Governor of Jammu and Kashmir and six others in connection with the Kiru Hydro Electric Project of Jammu and Kashmir. The chargesheet was filed against Satyapal Malik, his two private secretaries and four others. Malik served as the governor of Jammu and Kashmir between August 23, 2018 and October 30, 2019. The case relates to alleged corruption in awarding a contract for the civil work for the Kiru Hydro Electric Power Project (HEP) worth Rs 2,200 crore in Kishtwar in 2019. In Feb 2024, the Central Bureau of Investigation (CBI) conducted raids at more than 30 places, including the premises linked to former Jammu and Kashmir Governor Satyapal Malik, as part of its investigation into alleged corruption in the awarding of a contract for a hydel project in the Union territory. The case relates to alleged corruption in awarding contract for the civil work for the Kiru Hydro Electric Power Project (HEP) worth Rs 2,200 crore in Kishtwar in 2019. On 29 January 2024, the Central Bureau of Investigation (CBI) has conducted searches at around 8 locations in Delhi and Jammu and Kashmir in the on-going investigations of a case related to alleged irregularities in the award of tender for civil works of the Kiru Hydroelectric Project being executed by Chenab Valley Power Projects Private Limited, the agency said. The searches led to recovery of digital devices, computers, property documents, and 'incriminating' documents, in addition to cash of over Rs 21 lakhs (approximately), it said. The CBI statement added that it was alleged that in the award of civil works relating to the Kiru Hydroelectric Project, guidelines regarding e-tendering were not followed. (ANI)

Former Jammu and Kashmir Governor Satyapal Malik on Thursday shared a photo of himself from a hospital bed, saying his health is 'very bad.' Just hours earlier, the Central Bureau of Investigation (CBI) filed a chargesheet against him and six others in a corruption case linked to the Rs 2,200-crore Kiru Hydropower Project . In a post on X (formerly Twitter), Malik wrote, 'Hello friends, I'm getting many calls from well-wishers but unable to respond. I'm currently admitted to Ram Manohar Lohia Hospital in Delhi and not in a condition to talk.' — SatyapalMalik6 (@SatyapalMalik6) He also posted a photo showing himself unconscious or resting on a hospital bed, dressed in a hospital gown and attached to medical wires. He asked people to contact his aide, KS Rana, for any updates. On the same day, the CBI filed a chargesheet against Malik, his two private secretaries, and four others. The case involves alleged irregularities in awarding the civil work contract for the Kiru Hydroelectric Project in Kishtwar, valued at Rs 2,200 crore. Earlier, on 29 January, it carried out searches at eight locations in Delhi and Jammu and Kashmir. During these operations, the agency recovered digital devices, property documents, and more than Rs 21 lakh in cash. Officials also claimed to have found several incriminating documents.
