Telangana BC survey can't be role model: Panel ex-chief
1 2 3 Hyderabad: Telangana Backward Classes (BC) Commission former chairman Vakulabharanam Krishna Mohan Rao has expressed serious objections over Congress leader Rahul Gandhi 's portrayal of Telangana's caste enumeration and 42% BC reservation initiative as a "national role model." He stated that the Telangana caste survey was conducted without authority as per the Constitution and legal framework. In an open letter to Rahul Gandhi on Saturday, Krishna Mohan Rao mentioned that while the Article 342A(3) permits states to maintain their own BC lists, any enumeration or survey, related to the identification of BCs must be conducted by a commission constituted under the Article 340 with the assent of the President, or under statutory provisions such as the Commission of Inquiry Act, 1952, or the Collection of Statistics Act, 2008. He noted that the SEEEPC (Socio-Economic Educational Employment Political Caste) survey in Telangana was executed by the planning department through IAS officers, without the authority of any such legally mandated body, rendering it unconstitutional. "The caste survey lacks public consultation, transparency, and scientific rigour, with no caste-wise data made public to date. Despite this, the Telangana govt proceeded to act upon it," the ex-chairman said. He added that the govt could have entrusted the BC Commission with this task, backed by clear terms of reference (TOR), and ensured a scientifically sound process. "Unfortunately, that was not done," he said.

BC leaders seek amendments to Census Act to use caste data
Hyderabad: The proposed caste Census by the Centre will help the state govt enhance BC reservations in education, employment, and local bodies. Telangana BC leaders now want the Centre to allow state govts to utilise the survey data for implementing various welfare schemes and formulating schemes for the BCs. For that, the Centre has to make amendments to the Census Act, from this, many amendments were required to fully utilise the census data, such as analysis by an expert committee like in Telangana. The BC leaders say earlier surveys, such as the Samagra Kutumba Survey (SKS) done by the BRS govt and the caste survey done by the Congress govt last year, do not provide any legal status to utilise the outcome of the survey legally. They also have data privacy leaders from about 96 various BC organisations discussed the issue during a meeting on Wednesday and decided to bring it to the notice of Prime Minister Narendra Modi, seeking his appointment soon. "The Section 15 of the Census Act prohibits unauthorised communication of data and protects personal data collected during the Census. The data cannot be shared for any purposes other than statistical analysis unless specially permitted by the Centre. Another amendment is the duty of the public to answer questions which are general in nature, and now the Centre should amend and include caste details in the questionnaire," Vakulabharanam Krishna Mohan Rao, former chairman of the Telangana BC Commission, the present Act, nowhere is caste enumeration specially mandated or prohibited, and it does not define caste or sub-caste, etc. "Legal backing is a must by way of amendment, as the earlier socio-economic caste census conducted by the UPA govt was under administrative orders but lacked any statutory backing under the Census Act, and the survey details could not be used till data. Now, it should be done in a legally acceptable way," Krishna Mohan Rao leaders like Rajya Sabha MP R Krishnaiah said the Census should be scientifically done without any legal gaps. The BC leaders from various organisations said the data should be useful to the state govt in extending various welfare schemes and even coming up with policies like extending financial assistance to the BCs, where the most backward in BCs should get the benefits. BJP must be intellectually honest on caste census, says Asaduddin Owaisi
Stating that the most backward communities should get their fair share in education and employment, AIMIM president and MP Asaduddin Owaisi said the BJP-led Centre must be intellectually honest and ensure transparent collection and public disclosure of caste census data. He congratulated and thanked Telangana Chief Minister A. Revanth Reddy, for his leadership in implementing the historic caste census in Telangana, gave him credit for the Centre's decision to include caste data in the upcoming census. In a post on X on Wednesday, Mr. Owaisi said conducting a caste census at the national level was very much needed. 'It was a long pending demand of many groups. I had also made the same demand since 2021,' he added. He said that the Telangana caste census initiative, the first of its kind in independent India, revealed that 56.32% of the State's population belongs to the Backward Castes. Telangana also proposed implementing 42% BC reservations and emphasised the need for proper data on the backwardness of Muslims, including various castes/groups among them. 'NSSO and other data clearly demonstrate that Muslims are economically, socially, and educationally backward. The BJP has opposed SC status for Dalit Muslims and reservations for backward Muslims. It's for the BJP to be intellectually honest. The data must be collected transparently and put in the public domain. Government policies must be consistent with the census data, ensuring the most backward communities get their fair share in education and employment,' he added. 'Historic decision' National BC Welfare Association president and Rajya Sabha member R. Krishnaiah hailed the Centre's decision on the caste survey, terming it a historic decision. He thanked Prime Minister Narendra Modi and RSS chief Mohan Bhagwat, hoping the Centre would take decisions in favour of offering 50% reservations to BCs in legislative bodies, education, and jobs proportionate to their population. Mr. Krishnaiah also announced the decision to withdraw the petition filed in the Supreme Court demanding that the Centre conduct a caste census. Former chairman of the Telangana State Backward Classes Commission, Vakulabharanam Krishna Mohan Rao has lauded the Centre's decision on caste enumeration. He expressed deep appreciation to Prime Minister Narendra Modi for recognising the long-pending demand of over 75 crore Backward Class people across the country. 'This move is a step toward social justice with scientific backing. Caste data must become the foundation for sustained, equitable development, not just a political exercise,' Mr. Krishna Mohan Rao said, and urged the Union government to establish a dedicated Ministry for OBC Affairs to ensure focused and long-term attention on the empowerment of Backward Classes.
