Canada: Ruling Liberal Party falls short of majority mark after recounts
Toronto: With just over a week for the new House of Commons to begin its session, the ruling Liberal Party has inched closer towards a majority, just two short of the magic number. The Liberals now have 170 seats in the 343-member House. The latest addition to their tally came on Friday as Elections Canada announced the result of a judicial recount for the riding (as constituencies are called in Canada) of Milton East–Halton Hills South in Ontario. As the results of the April 28 election was declared, it appeared that Indo-Canadian Parm Gill had clinched the seat for the opposition Conservative Party but by a narrow margin. However, after Elections Canada validated the vote count, it flipped for his Liberal opponent Kristina Tesser Derksen by a margin of just 27 votes. With difference less than 0.1%, an automatic judicial recount was triggered and the result of that was announced on Friday, with Derksen winning by just 21 votes over Gill, who had been a provincial Minister before switching to Federal politics for the 2025 election. In a post on Facebook, Kristina said, 'To people across Milton East–Halton Hills South, no matter who you voted for, know that I'll give my all to be the strong voice you deserve in Ottawa.' Her margin, however, was larger than that for the Quebec riding of Terrebonne, which was judicially certified earlier in the week of Liberal candidate Tatiana Auguste, by just a single vote over her Bloc Quebecois rival Nathalie Sinclair-Desgagne. This again was a change in result from that on election night. However, given the slenderest of margins, the Bloc is expected to challenge the count in court. There are two other close recounts in progress. The first is in Terra Nova--The Peninsulas in Newfoundland and Labrador which was won by the Liberals by only 12 votes, and the other in Windsor —Tecumseh — Lakeshore in Ontario, which the Conservatives captured with a margin of 77 votes. As it stands, when parliament starts on March 26, the ruling party and Prime Minister Mark Carney may be better placed than they were when the results were originally declared.

OTTAWA — A judicial recount in the southern Ontario riding of Milton East—Halton Hills South confirmed Friday that Liberal Kristina Tesser Derksen won the seat. Tesser Derksen said that she received word that her victory had been confirmed about five minutes before midnight on May 15. It ended what she described as a "17-day election night." "It was a hard earned success and one that's been a long time coming, because election night was back on April 28," she said. "You take a breath and then, all right, now there's work to do. There's a gravity that comes with that news, there's expectations and we're facing some challenging times." Tesser Derksen served on Milton city council before seeking federal office, and had been on leave from that position while campaigning. Elections Canada ordered the recount last week after the vote validation process showed Tesser Derksen won the riding over Conservative Parm Gill by a slim margin. The recount narrowed the margin from 29 votes to 21. A judicial recount is ordered automatically when the top two candidates are separated by less than 0.1 per cent of the valid votes cast. Gill was declared the victor on election night but the riding flipped to Liberals after the results were validated by Elections Canada. The validation process requires the returning officer in every riding to check the cumulative addition of votes from all the polls, and happens in the days after the initial count takes place on election night. It does not involve recounting the ballots. A judicial recount does count the ballots again, reviews rejected ballots and takes place in the presence of a judge from a Superior Court in the relevant province or territory. The current standings have the Liberals two seats shy of a majority government, with 170 MPs. The Conservatives have 143 seats, the Bloc Québécois 22, the NDP has 7 and the Green Party has one. There are still two judicial recounts outstanding and the results in the riding of Nunavut have yet to be validated because a blizzard prevented a ballot box from getting to the returning office in Iqaluit. A judicial recount in the Newfoundland and Labrador riding of Terra Nova—The Peninsulas is still in progress. Before the recount, Liberal Anthony Germain led Conservative Jonathan Rowe by 12 votes. Elections Canada said Thursday the recount will continue through the weekend if necessary. A recount in the Ontario riding of Windsor—Tecumseh — Lakeshore is scheduled to begin on May 20. The current result shows Conservative Kathy Borrelli edging out incumbent Liberal Irek Kusmierczyk by 77 votes. The results there were just outside the automatic recount threshold but Kusmierczyk requested a recount and was granted it. "If nothing else, these close elections show people that their engagement really is important and that every vote counts," Tesser Derksen said. The House of Commons is set to return on May 26. Liberal candidate wins Milton East-Halton Hills South riding by 21 votes after official recount
Kristina Tesser Derksen appeared during a remote interview with CTV News Kitchener on May 2, 2025. An official recount has certified the results of the federal election in Milton East-Halton Hills South. The recount concluded on Friday, confirming Liberal candidate Kristina Tesser Derksen as the winner. She will now serve as the riding's MP. Tesser Derksen received 32,178 votes while Conservative candidate Parm Gill, who was named the winner on election night based on preliminary result, received 32,157 votes. Only 21 votes separated the candidates. According to the results of the recount, 66,685 valid votes were cast and 328 ballots were rejected. Why was there a recount? An official recount is automatically triggered when the difference between the first- and second- place candidates are within one one-thousandth of the total number of ballots received. On May 2, validated results from Elections Canada flipped the riding from blue to red and suggested the Liberal candidate had won by only 29 votes. The validated results also indicated there were 412 rejected ballots in the riding. The recount narrowed Tesser Derksen's lead and fewer ballots were rejected. Justice Leonard Ricchetti of the Superior Court of Ontario was in charge of the official recount.
