FilmLA Warns Production Permits May Be Denied Amid ICE Protests

Los Angeles film office FilmLA has advised filmmakers that areas in and around downtown Los Angeles, specifically near City Hall and the nearby federal building, may be off-limits for productions until further notice as protests against immigration raids continue in the area. 'The City of Los Angeles' permit authority, LAPD, asked that FilmLA reassure the industry that requests to film on-location will continue to be reviewed and evaluated on a case-by-case basis,' the advisory read. 'In the City of Los Angeles and in other jurisdictions, filming is allowed in all areas except those where protest activity is concentrated.' FilmLA also says that it is unaware of any active productions that have been interrupted by this past weekend's protests, which have been concentrated around the U.S. Citizenship and Immigration Services (USCIS) field office and the adjacent Edward R. Roybal Federal Building, both located on the intersection of Los Angeles and Temple St. a block southeast from City Hall. FilmLA also noted a labor protest being held at City Hall in support of SEIU California president David Huerta, whom the union says was injured and arrested by federal agents while observing the immigration raids. Huerta, a U.S. citizen, was charged with interfering with federal agents and is set to appear in court today, with U.S. Senators Adam Schiff and Alex Padilla sending a letter to the Trump Administration demanding answers as to why he was arrested. 'We are unable to give more specific boundaries for affected areas at this time as the situation is fluid. Care for crew safety is important, as is making room for protected free speech,' FilmLA said. While FilmLA has reported a major decline in on-location shooting in Los Angeles County, downtown remains a common shooting location, with shows like '9-1-1' and 'Suits L.A.' among the recent productions to shoot in the area. Movies such as 'L.A. Confidential,' 'Inception' and 'La La Land' are among those who have also shot in downtown. Over the weekend, the Trump Administration launched widespread immigration raids throughout Los Angeles. Immigration and Customs Enforcement said in a Saturday social media post that it had arrested 118 immigrants during operations in the city last week. Community groups have deployed rapid response networks as news of the raids spread to warn of federal officials' presence while protests have been staged outside the USCIS office throughout the weekend. In response to the protests, President Trump called for the deployment of 2,000 members of the California National Guard against the wishes of Gov. "I would no longer go to dinner. I could not even have people for dinner. We tried that, and it's really horrible to feel that it won as really fiercely as (it) did during those years and not know what it was. It's like something just completely shuts down within you, and you have to relearn everything." Let's Talk About Kevin Spacey, Shia LaBeouf, And Ezra Miller In Cannes

Note: This post is an Op-Ed and shares the author's personal views. Discussion of sexual abuse. Listen, I know that looking for feminism at the Cannes Film Festival might be like looking for oranges at the scrap heap. But, for the love of god, Kevin Spacey was just awarded with the "excellence in film and television" lifetime achievement award at the Better World Fund's gala dinner. Well, surely Spacey must have been in some wondrous film or TV show as of late? No, of course he hasn't. Since 2017, the actor has faced numerous allegations of sexual misconduct, starting with actor Anthony Rapp accusing him of making a "sexual advance" toward him when he was 14. Now, Spacey was found not liable for sexual battery against Rapp. Criminal charges against him were dropped in Massachusetts. He was also cleared of all sexual assault charges in a UK trial against four men. Spacey himself has consistently denied allegations of misconduct. But that's not the end of his legal woes. He's currently facing at least two civil lawsuits in the UK alleging sexual abuse. In total, Spacey has been accused of sexual misconduct by over 30 men. This includes his L.A. Confidential costar Guy Pearce, to which Spacey said, "Grow up. You are not a victim." So, what did ol' Kev spend his time in Cannes doing? Comparing himself to artists who had been blacklisted during the McCarthy era. Spacey said in a speech of one such person, "He couldn't find work in Hollywood for 13 years... There are times when one has to stand up for principle. I've learned a lot from history — it often repeats itself. The blacklist was a terrible time in our history so that it never happens again." The award was, as per a Vulture writer in attendance, "an 'engagement award' for 'people who have engaged, inspired, and mobilized for a cause.'" The emcee even spoke about victims of violence. Yes, folks, losing your career because you might be a communist is totally the same thing as being #MeToo-ed. It feeds into other antagonistic language I've heard about the movement: that it's a witch hunt, that victims can just say any old thing and ruin men's lives. Never mind that serious abuse allegations don't stop you from being president of the goddamn United States, no, won't someone think of the men! Never even consider how many talented people we may have lost because of mistreatment. I swear to god if someone comments about how "Believe All Women" is wrong — THAT'S NOT THE SLOGAN. Now, to the credit of the festival itself, it's worth noting that the award ceremony was not an official event. A statement to the Guardian from the festival read, 'The Festival de Cannes had no involvement in, and was not informed of, either the invitation extended to Mr Spacey or the award presented during this private event.' But let's take a moment to look back. In 2024 — the year after Johnny Depp presented his movie Jeanne du Barry — Variety wrote that the festival began as the "belated" #MeToo movement came to the French film industry. This year continues in that suit: Previous Cannes fixture Gerard Depardieu recently began his 18-month suspended sentence for sexual assault. There's also been a parliamentary inquiry into the entertainment industry, which found misconduct to be "endemic." Inquiry chairwoman Sandrine Rousseau subsequently said, "The Cannes Film Festival must be the place where this shift in mindset happens; the place where we say loud and clear ... amid the glitter and the red carpets ... that finally, we all want things to change: every one of us, at every level of the industry." As per Variety, the festival issued a rule for this year "banning filmmakers or talent accused of sexual misconduct from walking the red carpet and presenting films at the festival." Actor Theo Navarro-Mussy was subsequently barred from the premiere of Case 137 as he had been accused of rape and sexual assault (though the charges were dropped, his accusers reportedly plan to appeal). It hasn't been foolproof. Ezra Miller, who walked down the red carpet of Die, My Love, has faced allegations of abuse and grooming. Then there's Shia LaBeouf, who attended the red carpet for The Phoenician Scheme, despite the fact that he's set to go to trial against his ex, FKA twigs, later this year in a case where she has alleged sexual assault and battery. To add insult to injury, LaBeouf is at the center of a documentary that also debuted at Cannes this year called Slauson Rec, which reportedly features him screaming and behaving violently toward his acting students. Shia also attended the photo call for the documentary. The real cherry on this shit sundae is that the splashiest new rule at Cannes was that the dress code had been updated to bar nudity and voluminous dresses. Many took this to be a comment on the presence of female nipples we've seen in recent years on the red carpet. It's funny what's considered bad behavior, isn't it? But hey, maybe my hopes are too high! If someone says they want to "guarantee that the films submitted have respected and continue respecting the safety, integrity and dignity of all contributors," then why on earth would I expect them to actually do something about it? In the history of moviemaking there are many, many absurd stories about how and why people got cast (or didn't get cast). I have a feeling 8 Mile would have been a very different movie without Kim Basinger playing the role of Stephanie Smith, the mother to Eminem's character Jimmy in the movie. But if the script had gone just a little bit differently, there's a chance someone else entirely would have occupied the role. In a wide-ranging interview, Kim Basinger revealed that she actually had a problem with the 8 Mile script when she read it, and it honestly nearly turned her off from the role. Her one request? If they changed one f-bomb-oriented line to another f-bomb-oriented line, she could get behind the character. I remember reading one line where the mother says, 'Do you want some fucking cereal or some fucking eggs.' And I called Curtis. He picked up the phone, and I didn't even say hello. I just said, 'If you'll change the line to 'fucking pancakes,' I'll do the movie. Just thinking about what it must have been like to be director Curtis Hanson on the line during that phone call cracks me up. I have no idea if he felt like it was a six-to-one sort of change or if he maybe even thought 'fucking pancakes' sounded way better or way worse. But just the thought of that being a negotiating point amuses me. In the history of wild movie requests, this one definitely stands out as both an unexpected request but also one that was likely relatively easy to fulfill. It's worth noting Curtis Hanson and Kim Basinger had previously worked together on what some would argue is the "best" detective movie L.A. Confidential before he brought her back into the fold on 8 Mile. She even called him her "dearest friend" in the same interview with Variety. So, she already had a working relationship with the director when she made this script request. But she'd also passed on his movies before, saying no to Wonder Boys a year or two before 8 Mile. I'm guessing he was confident enough in her intuition, because he gave the change the greenlight, with her giggling about the nature of the request even now, so many years after the movie wrapped. The rest is history, and the movie even went on to win an Academy Award for Best Original song thanks to Eminem's 'Lose Yourself' and it's notable lyrics. Working as a director on a movie does not sound like it is for the faint of heart. Once on set, though, Ms. Basinger said everyone was a delight, particularly Marshall Mathers, who really went for it in some of the movies tough subject matter scenes. When Marshall and I started doing these really heavy tough scenes, I remember saying, 'This is only a movie. We're only pretending, but we have to go for it. Let's just go for it. I'm going to say some things and it's going to be horrible and I'm going to keep saying them and they're going to come out of my mouth.' I think we were kind of like two fighters in a ring. To have someone that talented and to have someone that you would have thought had a huge ego, would puff up himself and have an entourage and everything around him, he had some of the nicest people surrounding him that I've ever known. There's nobody in the world like him. Eminem's 8 Mile had an impact on a whole generation of teens growing up in tough circumstances in struggling cities. (Me, I'm talking about me.) The rapper would go on to return to the Academy Awards in 2020 to pay homage to the song and the movie that lived on, though Hanson didn't live long enough to see it. Despite its resonance, the story behind this request is what will likely leave the most lasting impression on me in the coming years. In fact, one could say I lost myself in the story.
