Lawngtlai ban on sale or purchase of land by Myanmarese, B'deshis
1 2 Aizawl: Senior revenue and settlement officer of land revenue & settlement, Lai Autonomous District Council (LADC), A Zaithanga issued a notification on Tuesday banning purchase and sale of land by foreigners from Myanmar and Bangladesh living in Lawngtlai district. The notification said the LADC administration has received information from the home affairs ministry that there is cross border influx from Myanmar and Bangladesh in Lawngtlai district as well as displaced people from both the countries taking shelter in the district. Both illegal migrants and displaced people seeking refuge are lodged in 50 relief camps within Lawngtlai district. "It has come to the knowledge of the authorities that some of the illegal migrants and displaced people (refugees) have purchased land for farming and building houses and are permanently settling in some areas. It is against the law of the land for foreigners to own lands in Indian soil. It is notified that no foreigners whether illegal migrants or refugees can own land by purchasing or acquiring my any means," Zaithanga said. Meanwhile, unofficial trade continues from Lawngtlai district to Rakhine state of Myanmar via Paletwa township in southern Chin state, sources in Lawngtlai town told TOI on Tuesday. The trade continued from May 20 despite ban on cross-border trade by the district authorities from May 16 for fear of shortage of essential items because of India-Pakistan conflict.

Libby officials approve Community Development Fund policy
May 23—After more than a year of vocal debate about the deployment of money in the Libby Community Development Fund, a new policy was quietly approved at the May 19 city council meeting. Councilor Gail Burger made a motion to approve the new policy, Kristin Smith seconded it and the vote was unanimous. Councilor Melissa Berke and Mayor Peggy Williams were absent from the meeting. The Community Development Fund balance currently sits at nearly $1.6 million. The money originated in 2001 when the city received $11.5 million from a federal earmark led by former U.S. Sen. Conrad Burns. The money was intended to assist in economic stimulation after the collapse of the timber industry and the discovery of asbestos in the community. While $3.5 million went to the hospital, the other $8 million went to the Libby Area Development Company (LADC). It has helped pay for, among other things, the expansion of the Cabinet View Golf Course and the building of the club house. It also helped pay for new playground equipment in Fireman's Park and the refurbishing of an old gymnasium now known as the Memorial Center. The city took over administration of the money in 2005 and LADC dissolved in 2015. Discussion about revising the policy began after two local entrepreneurs trying to renovate properties sought money from the fund. The Libby Lofts' Zach and Tracy McNew and the Friends of Historic Hotel Libby's Gail Burger were seeking money for their respective projects. Burger is renovating the Hotel Libby on California Avenue and the McNews are trying to renovate the old high school. Libby Lofts sought $138,000 while Burger's ask was $9,000. But council members voted against the requests and a discussion ensued at how the money should be spent, through loans or grants, and whether someone should be hired to administer the fund and seek grants to grow the pot of money. The city has developed an application for those seeking money from the Community Development Fund. It is available at city office building at 952 E. Spruce St., Suite 100. Some of the information sought is a short description of the project, its cost, other funding sources and how much is being sought from the current fund. Councilors did decide that loans wouldn't be made, but the money will come in the form of grants. In the projected use of funds section, money may be used for project that enhance the city's recreational and tourist opportunities, enhance the city's appearance and functionality or to buy land, building or real estate with a goal of re-investment. Fund money won't used for buying equipment, general operating expenses and infrastructure.

HC stays floor test of Mizoram LADC chief amid legal dispute
1 2 Aizawl: The Aizawl bench of Gauhati High Court on Thursday stayed the vote of confidence scheduled to be taken up on Friday in the session of the Lai Autonomous District Council (LADC) when chief executive member (CEM) N Zangura , appointed by the Mizoram governor Gen VK Singh on April 30 and notified on May 2, is set to prove his majority on the floor of the council. Gauhati High Court judge Justice Nelson Sailo ruled that the notification issued by the govt on May 8 is stayed. "Having regard to the fact that floor test in respect of respondent No 5 (N Zangura) is scheduled to be held on 16.05.2025 and at the same time, considering the fact that the respondent No 5 was appointed on 02.05.2025, on which date, the appointment of the petitioner subsisted as the CEM, LADC, it is hereby directed that until the next returnable date, the impugned Notification dated 08.05.2025 shall remain stayed," the judge ruled. Additional secretary to the governor, Joseph Lalrinawma, issued a letter to the chairman of LADC on May 8, categorically saying the governor is pleased to extend the time line for proving majority in the LADC till May 16. The decision of the governor was challenged by V Zirsanga , leader of the Zoram People's Movement (ZPM) legislature party, who was appointed by the governor as CEM of the LADC with effect from Feb 24. LADC crisis: Vote of confidence timeline extended till May 16
Aizawl: A state of general uncertainty continued till Friday evening regarding a vote of confidence in the Lai Autonomous District Council (LADC) by the newly appointed chief executive member (CEM) N Zangura of the BJP-led United Democratic Alliance (UDA).The air was finally cleared when additional secretary to the governor, Joseph Lalrinawma, sent a letter to the LADC chairman on Friday, fixing the timeline for proving majority in the council by May governor on April 30 appointed Zangura, the elected leader of the UDA, as CEM and gave him 10 days time to prove his majority on the floor of the LADC.
