A native of Balotra in Rajasthan, Panwar has served as district collector of Jaisalmer, chairman of Rajasthan Public Service Commission, and vice-chancellor of Rajasthan ILD Skills University, he holds a Ph.D in tourism and has served as Union tourism secretary. He is also credited with coining the iconic Rajasthan tourism slogan 'Padharo Mhare Desh'.
