‘Take it seriously, mantri ji': Teacher confronts Uttarakhand edu minister over 9-year delay in promotions

faced an unexpected protest at a govt school in Chamoli this week when a visibly agitated assistant teacher, Lalit Mohan, raised the long-pending issue of promotions.
Addressing the minister during his tour of the Garhwal region, Mohan, in front of students and staff, said, "We have been waiting for our promotions since 2016.
Around 2,300 promotions are pending, and schools across Uttarakhand are running without principals. When will you fill these vacancies?… Take it seriously, mantri ji."
The minister responded, "All of you withdraw the cases related to it from the high court and promotion orders will be issued the very next day."

nother teacher acknowledged that the issue being sub judice has contributed to the delays, but explained why teachers had to approach the high court in the first place. Speaking at the same event, he said, "From 2016 to 2021, the education department couldn't finalise seniority and promotion-related service rules, which violated our legal rights and forced teachers to knock on the doors of the court for justice.
We have a director general, three directors, and sixteen additional director generals in the education department. Despite this, none of the officials could present this facts before the court; rather, they went against us. That is why all the teachers are frustrated. Kindly resolve the matter on priority."
A video of the exchange was widely circulated on social media, sparking fresh debate over the state's education crisis.
Currently, around 1,200 govt schools in Uttarakhand are without principals, while nearly 700 lack headmasters. Teachers say the lack of leadership is bringing down morale and affecting the quality of education.
To address these concerns, the department had announced financial aid of Rs 100 per student per month to encourage enrollment in govt schools. It also formed a committee to identify the reasons behind the declining public interest in these institutions.
