Workshop on executive mechanism for preparing Hajjah's Plan for 1447 AH

Hajjah - Saba: The local authority in Hajjah province organized a training workshop on the executive mechanism for preparing the province's plan for the year 1447 AH. The workshop discussed mechanisms for preparing the 1447 AH plan at the district level, including directives, priorities, executive mechanisms, and models for implementation in the districts. During the workshop, Deputy Prime Minister and Minister of Local Administration and Rural Development Dr. Mohammed Al-Madani emphasized the importance of developing plans that focus on local resources, activating overlooked resources, reducing dependence on external aid, and aligning with the government's Change and Development Program. He noted that problems in development often stem from poor planning, just as success is achieved when planning serves the millions rather than individuals with access to land, livestock, roads, equipment, farms, coasts, fisheries, crops, forests, and other resources. Al-Madani stressed the need to strengthen public trust and develop plans that reflect Yemen's dignity, freedom, and resilience—highlighting the sacrifices made by the people in defending their land, religion, and honor, as well as their support for the oppressed in Gaza. He called for a shift from traditional centralized planning, which relies heavily on external support, to self-reliant planning that mobilizes local resources and involves the private sector to ensure project success. The Deputy Prime Minister also mentioned the government's efforts to reduce agricultural imports by promoting local cultivation to achieve self-sufficiency, urging all stakeholders to take responsibility and implement workshop recommendations effectively. He announced that the districts of Bakil Al-Meer, Khiran Al-Mahraq, Abs, and Bani Qais were selected as model districts (out of 51) for implementing a new approach to integrated, participatory development planning in collaboration with local communities. Other districts will work on improving their plans for 1447 AH, with district directors being trained to ensure comprehensive participatory planning by 1448 AH. Al-Madani affirmed the government's commitment to supporting districts in value-chain projects and praised the local authority's role in development. Hajjah Governor Hilal Al-Sufi emphasized the importance of utilizing the workshop's outcomes to enhance participants' planning skills and ensure effective implementation while addressing shortcomings. He stressed that planning is the foundation for development across sectors and improving public services, noting that the province's leadership and operations room will closely monitor plan preparation and committee work. Dr. Abdulrahman Al-Malhani, head of the Planning Sector in the province, reviewed the directives and priorities of the 1447 AH plan, covering faith-based identity, economic development, community welfare, protection, education, public services, and health. He also explained the executive mechanism, procedural steps, models, and current situation analysis. Sana'a - Saba: The Ministry of Local Administration and Rural Development organized a speech event on Monday to mark the anniversary of the "Sarkha" (The Cry) against the arrogant powers. The event was attended by the Deputy Minister of Local Administration and Rural Development, Nasser Al-Mahdhar, and the Governor of Socotra, Hashim Al-Socotri. Scholar Fouad Naji highlighted the significance of the "Sarkha" slogan and its achievements since its launch by the martyred leader, Sayyed Hussein Badr al-Din al-Houthi. He explained that the "Sarkha" was not merely a political tool but rather an expression of a steadfast stance aimed at protecting societies from the polarization tactics employed by global powers. Scholar Naji emphasized that the "Sarkha" carries clear meanings and principles, rejecting domination , subjugation, and has now become a guiding stance for nations in confronting challenges. He noted that time has proven the importance of this slogan and its ability to bring about tangible change in the awareness of nations. He called for promoting a culture of boycott, not as an individual choice but as a necessity that societies must adopt. For his part, Deputy Minister Jamal Al-Alawi stated that commemorating this occasion reflects the unwavering stance against global powers seeking to control the resources of nations. He affirmed that the slogan represents both a weapon and a stance against injustice, tyranny, and conspiracies targeting the nation, while also fostering resentment toward the enemies of the ummah and directing opposition against them. Meanwhile, Assistant Deputy Minister Ahmed Al-Shawtari discussed the role the "Sarkha" has played since its inception in liberating nations from the dominance of colonial and global economic powers. He explained that the "Sarkha" has been and remains a motivational tool for oppressed peoples in their struggle to reclaim their rights and resist schemes aimed at exploiting resources and controlling political and economic decision-making. He called on local authorities in provinces and districts to continue boycotting American and Israeli goods as a strategic necessity, emphasizing the need to focus on self-sufficiency and supporting local products. Sana'a - Saba: Prime Minister Ahmed Ghaleb Al-Rahwi, along with his deputies for Defense and Security Affairs Major General Jalal Al-Rowaishan and Minister of Local Administration and Rural Development Mohammed Al-Madani, visited on Tuesday several summer courses in the Capital Secretariat. Accompanied by Capital Secretariat Mayor Dr. Hamoud Abad and First Undersecretary Khaled Al-Madani, they reviewed the activities of the summer programs, which aim to nurture faith-based upbringing for youth, while enhancing their skills in religious, cultural, scientific, creative, and vocational fields. During the visit, the Prime Minister emphasized the importance of summer courses in equipping youth with knowledge beneficial to their religious and worldly lives, protecting them from misguided ideologies and soft warfare—particularly amid enemies' destructive plots targeting the nation's spiritual and moral values. He praised the diverse activities offered in these programs, through which students gain knowledge and refine talents across disciplines, including fostering a spirit of productivity. Al-Rahwi extended gratitude to organizers, teachers, and members of the Supreme Committee for their efforts in managing this national initiative, wishing the summer centers success in achieving their cultural and patriotic goals. Service Project Launch... later, the Prime Minister and his deputies, alongside Mayor Abad and First Undersecretary Al-Madani, inaugurated the first phase of a rehabilitation and asphalt construction project for Street 24 (Bayt Al-Afeef) in Al-Sabeen District. Officials briefed them on the 1,200-meter-long, 12-meter-wide project, spanning 11,400 square meters at a cost of 139,748,000 Yemeni riyals, funded by the Capital Secretariat's local authority.
