ST. LOUIS – A man accused of stabbing a worker earlier this week at Joe Fassi Sausage Sandwich Factory, a longtime Italian restaurant in The Hill, is now behind bars. The St. Louis Circuit Attorney's Office has charged Terrance Bise, 44, with first-degree assault, armed criminal action and resisting/interfering with arrest in connection with the case. According to the St. Louis Metropolitan Police Department, the stabbing happened around 3:20 p.m. Wednesday at the restaurant, located in the 2300 block of Sublette Avenue. Several hours later, officers located Bise near the 3100 block of Nebraska Avenue in St. Louis' Benton Park West neighborhood. According to court documents, officers repeatedly ordered Bise to stop, though he attempted to run away before he was ultimately arrested. ST. LOUIS – Hospital workers revived a puppy with Narcan on Monday after an apparent overdose in St. Louis. The puppy's owner now faces criminal charges. The St. Louis Circuit Attorney's Office has charged Ashley Harris, 35, of Springfield, Missouri, with two misdemeanors – animal abuse and resisting/interfering with arrest – amid the investigation. Investigators say the puppy was believed to be 8-10 weeks old and showed various signs of an opioid overdose, including blue gums and dilated pupils. Hospital staff contacted police to report that a puppy had overdosed on a suspected narcotic. Staff also noted that the puppy's owner, identified as Harris in court documents, was unwilling to give the puppy to Stray Rescue. Investigators say Harris was at the emergency room to be seen for an undisclosed matter and was accompanied by her puppy, who was initially described as 'alert and playful.' The Narcan proved effective in improving the puppy's condition and the puppy regained responsiveness. Some time later, officers arrested Harris, though she initially attempted to pull away and repeatedly threatened to spit on them. ST. LOUIS – Prosecutors have charged six people with felonies in connection with two separate wire thefts reported in St. Louis police districts under a curfew since last week's deadly tornado. The St. Louis Circuit Attorney's Office has charged Joshua Mueller, 44; Jesse Page, 37; and Jeffrey McPeek, 54, each with one count of stealing – $750 or more and tampering with service or utility or institution over a Wednesday wire theft scheme. Prosecutors also charged Pamela Ramsey, 52; Reginald Simmons, 56; and Brianca Brown, 32, each with one count of stealing – $750 or more over a Tuesday wire theft scheme. The charges come amid growing concerns over looting and curfew violations in tornado-damaged areas. St. Louis Police Chief Robert Tracy first acknowledged two curfew violations that led to arrests, including one involving copper wire, during a Tuesday news conference. On Wednesday, police say one officer was assigned to a disaster relief detail focused on 'the prevention of looting and wire thievery,' when he witnessed a suspicious pickup truck with Illinois plates but no registration, according to court documents. During that time, three people exited the vehicle, and all were detained a short time later. Police identified the suspects as McPeek, Mueller, and Page, and the responding officer noticed 'copious amounts of bare wire,' per court documents. Police later learned that some of the wire in the truck was taken in the City of St. Louis and some was taken from Granite City, Illinois. One day earlier, police responded to a call for a theft in progress near North Taylor and Maffitt avenues. A caller observed three people in a gray vehicle stealing electrical wire from an alley. Police later tracked down the vehicle, leading to the arrests of Ramsey, Brown and Simmons. When officers searched the trunk, they found a significant quantity of stolen electrical wire, valued at more than $750. Both wire thefts occurred in districts under a St. Louis-police ordered curfew after an EF-3 tornado struck last Friday, killing five and damaging thousands of buildings. Police probable cause statements did not specify whether either theft happened during curfew hours. All six suspects are being held without bond, per Missouri court records. ST. LOUIS – Charges have been filed in a fatal shooting earlier this week in the Jeff-Vander-Lou neighborhood. Homicide detectives with the St. Louis Metropolitan Police Department arrested Curtis L. Sills, 44, for the death of Shaun Mooring. According to a police probable cause statement, the shooting took place in the pre-dawn hours of April 21 in the 3400 block of North Market Street. Officers responded to a shooting call just before 5 a.m. and found Mooring lying in the street with multiple gunshot wounds. EMS arrived and pronounced Mooring dead at the scene. He was 43. Police said detectives identified a brown Honda Accord in the vicinity at the time of the shooting and used Real Time Crime Center footage to track the vehicle and locate the driver, identified as Sills. Subscribe Now Police said they found Mooring's wallet near Sills' vehicle and a 9mm pistol under the head that matched shell casings found at the scene of the crime. Sills allegedly admitted to possessing the gun and being at the scene of the shooting but gave contradictory accounts of what happened. Prosecutors and police said Sills has a prior felony conviction, which prohibits him from owning or possessing firearms. The St. Louis Circuit Attorney's Office charged Sills with first-degree murder, armed criminal action, and unlawful possession of a firearm. Sills made his first court appearance Wednesday morning. ST. LOUIS, Mo. – A Maryland Heights, Missouri, man accused of vandalizing a mobile police camera while attending Mardi Gras festivities in Soulard appeared in court Monday afternoon. The St. Louis Circuit Attorney's Office charged Zachary McGee, 32, with first-degree property damage. According to the St. Louis Metropolitan Police Department's probable cause statement, McGee and others are accused of spray painting a Skycop mobile camera on March 1 at South Ninth Street and Lafayette Avenue.
