The need to balance industrial growth & farmers' interests
The State Government took a well-considered decision earlier this week to abandon its plan of acquiring 1,777 acres of fertile land for a proposed defence and aerospace park near the international airport on the outskirts of Bengaluru. The move provided relief to farmers who have fought a long and difficult battle to protect their livelihood. Their struggle was backed by many prominent scholars, scientists, artists, and public intellectuals. The move is unlikely to have any major impact on Karnataka's efforts to attract investors and its reputation as one of the most sought-after investment destinations in the country. However, the episode reemphasised the need for careful identification of lands to be acquired for industrial development, especially as the state strives to maintain the lead in the defence and aerospace sector while continuing to woo investors in other sectors as well. Land acquisition is always a challenge. But why identify a fertile farmland for industrial purposes and push farmers to protest? No doubt, industrial development is essential to spur economic activities and generate employment, but it should not be at the cost of protecting farmers' interests and ensuring food security. Even the government has often made that aspect clear. Pushback from farmers near Devanahalli and the subsequent decision taken by the government could influence similar demands from farmers in other places. While it may pose a challenge for authorities, it also highlights the need for a more consultative approach, from the time of identifying land, to avoid any conflict with farmers. As Karnataka makes great strides attracting investments, the demand for land will increase significantly. In the Global Investors Meet [GIM] held earlier this year under the leadership of Industries Minister MB Patil, the state secured commitments of approximately Rs 10.27 lakh crore, of which Rs 4.34 lakh crore have already been converted. The state is in the top position in the country in the defence and aviation industry, with 67% of all aircraft and helicopter manufacturing for defence services and 25% of India's aircraft and spacecraft industries based in Karnataka. The defence Public Sector Undertaking Hindustan Aeronautics Limited [HAL], being headquartered in Bengaluru, plays a pivotal role in providing a much-needed ecosystem and impetus for the growth in the sector. The presence of several DRDO facilities, multi-national firms, and many top-notch educational institutions also adds to the state's advantage.

Karnataka targets a USD 20B quantum‑driven economy by 2035
With a goal to make Karnataka a USD 20 billion quantum advantage-driven economy by 2035, the state government on Wednesday reaffirmed its commitment to supporting the growth of the quantum technology sector. The government has also announced that a dedicated 'Quantum Task Force' will be constituted and a strategic roadmap will be prepared, it said. As part of Karnataka's vision for comprehensive development of the quantum ecosystem, the 'Quantum India Bengaluru Summit' has been planned on July 31 and August 1. In this context, a high-level meeting was convened on Wednesday at Vidhana Soudha by the Department of Science & Technology, where key representatives from leading quantum technology companies participated. Ministers N S Boseraju (Minor Irrigation, Science & Technology), M B Patil (Industries), and Priyank Kharge (IT&BT) addressed the participants and shared their vision and assurances, an official release said. Minister Boseraju said the Karnataka government is ready to offer all necessary support to make the state a leader in the quantum sector. "Under the leadership of Chief Minister Siddaramaiah and Deputy Chief Minister D K Shivakumar, a roadmap will be developed. We will consult the CM on forming a dedicated Task Force to guide this roadmap. Our government is committed to framing the necessary policies to support this mission," he said. "Our goal is to make Karnataka a USD 20 billion quantum advantage-driven economy by 2035. As part of this vision, India's first 'Quantum India Conclave' will be held on July 31 and August 1 under the Department of Science & Technology," he added. Industries Minister M B Patil said that the objective is for Karnataka to lead in quantum technology. "The state government is fully prepared to offer land, infrastructure, and all types of support needed for industries to thrive. We have asked industry representatives to submit their specific requirements, and we are ready to respond with the necessary facilitation," he added. IT&BT Minister Priyank Kharge highlighted that skill development in human resources is crucial for Karnataka to lead the quantum revolution. "We are committed to enabling a robust ecosystem of innovation and deep-tech collaboration. Through a phased approach under the proposed Quantum Mission, we aim to become a bridge between industry, academic institutions, and innovation networks. Karnataka must be at the forefront on the global quantum map," he added. Noting that Karnataka is well-positioned to emerge as a major stakeholder in India's quantum ecosystem, officials said the state offers top academic institutions, industry-friendly policies, world-class infrastructure, forward-looking industries capable of adopting cutting-edge technologies, and a skilled talent pool – strengths that are rare to find in other states.

Devanahalli aerospace park: Siddaramaiah to take final call on land acquisition amid mixed responses from farmers
Karnataka Chief Minister Siddaramaiah is set to take a final decision on July 15 regarding the acquisition of 449 acres of land, which is proposed to be part of the Hi-Tech Defence and Aerospace Park near Devanahalli, amid mixed responses from local farmers over parting with their land. Addressing reporters, Industries Minister M B Patil told reporters Sunday that while some farmers were protesting against land acquisition at Channarayapatna Hobli, Bengaluru North (formerly Bengaluru Rural) district, others were ready to give up land provided Rs 3.5 crore was compensated per acre of land. 'There are different opinions among farmers. The government is reviewing all aspects of the situation,' he said. The decision of the Karnataka government to acquire 1,777 acres of land across 13 villages of the district has been met with protests since a government order was issued to acquire it in 2022. Farmer organisations recently held a 'Devanahalli Chalo' protest to halt the acquisition carried out by the Karnataka Industrial Area Development Board. Amidst the protest, a section of farmers met Chief Minister Siddaramaiah Saturday, agreeing to give 449 acres to the government – a parcel of land which was part of the notification for the Park. Responding to a question, Patil said that the government was aware of the extent of land purchased by various builders around Devanahalli. 'We know with whom they have made agreements, the parcels of land politicians own, and who is backing the protest (by farmers). There is now a call to preserve agriculture in the Devanahalli region. Therefore, the government is also considering creating a permanent agricultural zone,' he said. Noting the differences among farmers about the acquisition process, he said that such conflict was not acceptable. On writers and intellectuals writing to the Congress high command opposing the land acquisition, he said that he was not opposed to their view. 'In a democracy, everyone has the right to protest. We are exploring all possible options and are seeking legal advice,' he said.

Karnataka to approach PM Modi for approval for defence corridors: Minister MB Patil
BENGALURU: Industries Minister MB Patil on Friday said they will soon meet Prime Minister Narendra Modi to seek approval for defence corridors in the state. Patil said they had met Defence Minister Rajnath Singh in the national capital, and he had responded positively to the state's request for defence corridors in North and South Karnataka. The Union Cabinet has to approve defence corridors for the state, he added. Due to changes in the geopolitical situation -- Russia-Ukraine war, Israel-Iran war and other developments -- there is expected to be high demand for defence, aerospace, deep-tech, artificial intelligence and other related sectors for at least the next 20 years, Patil said. Farmers are opposing the acquisition of land for a defence and aerospace park in Devanahalli taluk near Bengaluru, and the Chief Minister will be holding a meeting with the farmers on July 15. Adequate compensation should be given to farmers if land is acquired for the project, he said. Patil said they are due to meet Civil Aviation Minister Ram Mohan Naidu next week to discuss the second international airport in Bengaluru, and a decision will be taken after taking a look at Navi Mumbai and other new airports. On the leadership issue in the party, Patil said that the Chief Minister and state Congress president's posts are not vacant, and there is no need to create unnecessary confusion as the high command's decision is final.
