Government approves shifting of Gurgaon's Kherki Daula toll plaza on Delhi-Jaipur NH to Pachgaon
NEW DELHI: The government has approved shifting of Gurgaon's Kherki Daula toll plaza on the Delhi-Jaipur National Highway (NH-48) to Pachgaon, a place beyond Manesar, paving the way for easy commute for lakhs of office goers. Locals have been demanding its removal since 2014. TOI has learnt that Union road transport and highways minister has approved the plan, and to ensure the new spot doesn't see any congestion, the National Highways Authority of India (NHAI) will go for Multi Lane Free Flow (MLFF) toll collection system. For the new facility, the Haryana government has provided nearly 28 acres of land to the highway authority, sources said. The process of shifting and starting the MMLF system to collect toll at Pachgaon may take around six months. 'Pachgaon is the ideal location as it falls beyond Gurgaon and Manesar. Since there is an interchange of the Western Peripheral Expressway and the NH-48 at Pachgaon, the new toll collection point couldn't have been beyond the intersection,' a source said. In the MMLF system, vehicles don't need to stop as overhead cameras installed for each lane will read the vehicle registration number and automatically deduct the charge from the FASTag wallet linked to the vehicle. Sources said a decision has also been taken to have an integrated system to ensure that traffic coming from the Dwarka Expressway side and heading towards Jaipur don't end up paying toll at this point once again as user fee. The shifting of the toll plaza will end conflicts between operators and people from areas adjoining Kherki Daula, and fulfil the promise the Haryana and central governments have been making for the past seven to eight years. Locals have been demanding that the NHAI shift the toll plaza citing that the govt has recovered more than the investment made in constructing the Delhi-Gurgaon Expressway by private players and the highway authority. In a written reply to a question in Lok Sabha in March, the road transport ministry said against Rs 2,489 crore incurred as cost for the NH-48's Delhi-Gurgaon stretch, the toll collection has been around Rs 2,775 crore, around 11% more than the investment. After completion of this 27-km Delhi-Gurgaon Expressway, commuters were paying user fees at Sirhaul (Delhi-Gurgaon border) and Kherki Daula toll plazas. Tolling was stopped at the Delhi-Gurgaon border in 2014, bringing relief to commuters travelling between Dhaula Kuan in Delhi and Kherki Daula. However, those going beyond this point paid toll for the entire stretch. At present, NHAI collects toll through its agency. Meanwhile, sources said the decision to shift the Kherki Daula toll plaza by the road transport ministry will create more pressure on the Delhi government and the Municipal Corporation of Delhi (MCD) to do away with physical entry fee collection booths on the capital's borders to prevent congestion. Traffic jams at these places defeat the purpose of huge investment in building highways and expressways for faster connectivity to Delhi.

Daily traffic chaos along Delhi-NCR borders is more than just routine rush hour chaos — it's also fueled by toll booths and plazas run by the Municipal Corporation of Delhi (MCD). According to a recent government report, these toll points are the primary culprits behind the massive jams seen during morning and evening peak hours. Five key Delhi borders, as per the document, face daily traffic due to the MCD toll booths: Sarhaul/Rajokri border on NH-48; Delhi-Meerut Expressway; Dwarka Expressway near Bijwasan; Badarpur border (MCD plaza on NH-19/44); Urban Extension Road II (UER II) at Jharoda Kalan (near Najafgarh-Bahadurgarh Road). The issue was raised at a recent meeting between the Centre and the Delhi government on a plan to decongest the city, which includes ongoing big infrastructure projects being executed by the National Highways Authority of India (NHAI) to improve connectivity between Delhi and neighbouring cities. There are over 150 MCD toll booths, of which 13 are RFID (Radio-Frequency Identification) enabled. Over 1 lakh commercial vehicles enter Delhi daily, of which more than 50% are cabs. The civic body earns around Rs 800 crore a year from toll charges. At the meeting, officials said, the NHAI highlighted that significant traffic congestion at Delhi's borders is attributed to the MCD toll plaza operations. 'Traffic jams are witnessed due to the heavy flow of commercial vehicles at the specified locations. It has also been observed that traffic speed decreases at these [five] locations, raising the risk of collisions with high-speed vehicles approaching from behind…,' said officials. Officials also highlighted that the MCD has deployed a fee-collecting agency at these locations, causing hindrance to the free flow of traffic during peak hours. The MCD, in its response to the issues highlighted by the NHAI, said, 'Traffic snarls are taking place due to narrowing/funnelling of road just before the boundary of Airport and merging of UER-II traffic…' Officials said a possible solution to address this issue is implementing the gantry-based Multi-Lane-Free-Flow (MLFF) tolling system with FASTag integration. The MLFF system has no physical plaza. The tolling system will be mounted on gantries, which will capture vehicle information as they pass through. 'The MLFF system enables seamless, real-time toll collection using passive RFID and ANPR (Automatic Number Plate Recognition) technologies. As vehicles approach the gantry, their FASTag and license plates are automatically scanned. This allows the system to electronically deduct the appropriate toll amount from the driver's prepaid account without the need to stop or slow down,' said a senior official. Officials said that as the NHAI is the expert in the field of tolling, the MCD is planning to seek support from it. Officials from the corporation will visit and study NHAI's successful toll sites. 'Apart from this, the MCD is also planning to protect its revenue by interlinking FASTag with bank accounts, permits, insurance, etc,' said officials. In the meantime, the NHAI has asked the civic body to expedite the process of setting up the MLFF tolling systems at the five border areas. 'The Indian Highways Management Company Limited (IHMCL) may be contacted for providing necessary support to MCD for fastag/tolling integration,' read the document. The meeting also discussed other issues, including a request from the NHAI to the MCD to deposit toll tax collections that were due after March 22, 2020. According to the document, an MoU was signed on July 12, 2019, between NHAI and the erstwhile South Delhi Municipal Corporation for collecting toll at the Badarpur Elevated Fee Plaza on NH-2. The agreement was valid from June 12, 2019, to July 12, 2020. However, SDMC has not deposited the agreed amount since March 22, 2020. NHAI has requested a payment of Rs 21.3 crore, which has now increased to Rs 23.3 crore due to interest. In response, the MCD said it is trying to recover the amount from the contractor who was handling toll collection at the time. Officials added that several cases have been filed in different courts, and the matter is currently sub-judice.

PAC to hold four follow-up proceedings from tomorrow
KUALA LUMPUR: The Public Accounts Committee (PAC) will conduct four follow-up proceedings starting tomorrow, including on the management of the Multi-Lane Fast Flow (MLFF) system project under the Works Ministry (KKR) and Malaysian Highway Authority (LLM), according to its chairman Datuk Mas Ermieyati Samsudin. The other proceeding held tomorrow will be on the Rural Water Supply Project (BALB) in Sarawak and Sabah under the Rural and Regional Development Ministry, while proceedings on the Inland Revenue Board (LHDN) Receivables Management under the Finance Ministry and the Kuala Lumpur Land Development involving the Federal Territories Department, Department of Director-General of Lands and Mines, and Kuala Lumpur City Hall (DBKL) will be held on Wednesday. In its recommendation to the KKR and LLM on Feb 18, the committee urged the ministry and authority to conduct a more detailed cost-benefit analysis for MLFF implementation as it was of the opinion that it would not fully resolve congestion on toll highways. The recommendation followed proceedings held from Feb 26 to Nov 19, 2024 after the government announced RM3.46 billion would be allocated for MLFF. The PAC had also previously recommended developing a master plan for the BALB projects to ensure timely completion and safe water supply for rural communities. Mas Ermieyati also announced that the committee had held proceedings on the Kuala Lumpur Land Development, and summoned several people, including freelance journalist Nadaswaran Murugasu Raja and Segambut MP's political secretary Yap Yee Vonne as witnesses. Another proceeding today reviewed procurement associated withthe Home Ministry's Foreign Workers Centralised Management System, which aimed to seek explanations and updates on the PAC's recommendations from its March 6 parliamentary report. The PAC chairman also informed that she, along with Betong MP Datuk Dr Richard Rapu and PAC secretariat representative Ahmad Johan Mohd Afandi, would represent the committee at the Asia-Pacific PAC Regional Workshop in Nadi, Fiji from today till Wednesday. 'The workshop strengthens PAC's role in ensuring government financial accountability across the region through sharing best practices and exploring follow-up strategies for PAC reports. 'It also aims to enhance parliamentary tools, build regional networks, and support public sector governance reforms,' she said.
