I peer out of the bulletproof windows and steel protective grills of an American-made MRAP armoured vehicle. People stare up at the huge truck as it passes teeming night-time markets in Haiti's capital. We're heading for gang territory. The roads are narrow, but it's after dark so the usual traffic jams have eased, allowing the convoy of trucks to squeeze by. We've joined a Kenyan-led peacekeeping mission into the heart of gang territory in the city. You know you have arrived in their territory when the people disappear – and it happens in an instant.

Grimes County Sheriff gets upgrade for high-risk operations
GRIMES COUNTY, Texas (FOX 44) – The Grimes County Sheriff's Office has a spiffy new vehicle to help fight crime! The agency has recently acquired a Mine-Resistant Ambush Protected vehicle (MRAP). This vehicle will be used by its Tactical and Containment Team (TACT) for high-risk operations and will also assist in high water rescues during severe weather events. This comes after the Sheriff's Office was accepted into the 1033 Program last November, also known as the Law Enforcement Support Office (LESO) from the Department of Defense. This federal program was established under the 1997 National Defense Authorization Act, and allows state and local law enforcement agencies to receive surplus military equipment to enhance public safety and emergency response. The Sheriff's Office says its new MRAP will receive custom decals in the near future in order to match the agency's branding and to enhance its visibility within the community. Germany announces new military aid package to Ukraine
Germany has announced a new package of military aid for Ukraine, which includes armored vehicles, air-defense rockets, and howitzers, among other weaponry. Earlier this month, incoming Chancellor Friedrich Merz indicated that he might break Berlin's self-imposed taboo on providing Kiev with long-range rockets – a remark that drew a stern warning from Moscow. On Thursday, the German government published an updated list of arms and military equipment it shipped to Ukraine. The latest batch encompasses a number of Mine Resistant Ambush Protected Vehicles (MRAP), ammunition for Leopard 2 tanks as well as Gepard self-propelled anti-aircraft guns and missiles for IRIS-T SLM air-defense systems. On top of that, Berlin supplied Kiev with several Zuzana 2 self-propelled howitzers, 155mm and 122mm artillery rounds, reconnaissance and strike drones, as well as man-portable anti-tank weapons and assault rifles. According to the statement, 'in total, the Federal Republic of Germany has so far provided or committed for future years military assistance with a value of approximately 28 billion euro,' with around €5.2 billion ($5.9 billion) worth of supplies coming from the German military's own stocks. Additionally, 'more than 10,000 Ukrainian soldiers have received military training in Germany' since the escalation of the Ukraine conflict in February 2022, Berlin estimated. At a meeting of the Ukraine Contact Group in Brussels, German Defense Minister Boris Pistorius announced plans to donate military equipment to Ukraine in 2025. The donation will include four IRIS-T air defense systems, 300 guided missiles, 100 ground surveillance radars, 100,000 artillery rounds, 300 reconnaissance drones, 25 Marder infantry fighting vehicles, 15 Leopard 1A5 tanks, and 120 portable anti-aircraft missile systems. Speaking to outlet ARD last Sunday, Merz, who is expected to be officially named chancellor on May 6, hinted that he could deliver Taurus missiles to Ukraine. The Taurus has a range of 500km. Current Chancellor Olaf Scholz has repeatedly turned down Kiev's requests for the rockets, arguing that they could lead to a dangerous escalation of the conflict. Matthias Miersch, the leader of the Social Democratic Party (SPD), which is currently in the process of forming a coalition government with Merz's Christian Democrats, expressed hope on Wednesday that the incoming chancellor, 'once fully informed by [intelligence] agencies, will reassess the issue clearly.' In response to Merz's remark, Russian Foreign Ministry spokeswoman Maria Zakharova stated that any cruise missile attack on Russian facilities or critical transport infrastructure requiring Bundeswehr assistance would be seen as direct German involvement in military operations.

Kenyan officer killed in Haiti after gang ambush, as Rubio visits Caribbean to discuss Haitian security crisis
CNN — A member of the international force battling gangs in Haiti has been killed, as US Secretary of State Marco Rubio launches a tour of the Caribbean with Haiti's security crisis high on the agenda. The Kenyan police officer was initially reported missing after suspected gang members ambushed two mine-resistant ambush protected (MRAP) vehicles on Tuesday in Pont-Sondé, a town in the Artibonite region, according to a statement by the Kenya-led Multinational Security Support Mission (MSS). Haiti's Presidential Transitional Council later confirmed the officer had died, identifying him as Bénédict Kabiru. 'This valiant police officer, engaged alongside Haitian forces to fight insecurity, made the ultimate sacrifice for a better future for our country. His bravery and commitment will never be forgotten,' the council said. Forces from the MSS and the Haitian National Police earlier carried out a search and rescue operation to locate the officer, Kenya's National Police Service said. The ambushed vehicles had been dispatched to recover an armored police vehicle that got stuck in a ditch – which MSS said may have been deliberately dug by gangs. During the recovery operation, one of the MRAP vehicles also got stuck and the other developed mechanical issues. As officers attempted to fix the issue, they were suddenly attacked by gang members, the MSS said in a statement. After the attack, videos were shared online purporting to show the officer's body lying on the ground. CNN cannot independently verify the authenticity of the footage, and has reached out to MSS for more information. His death marks the latest Kenyan casualty since the security mission arrived in June. Last month, another Kenyan member of MSS was fatally wounded in an operation also in the Artibonite region, MSS said. The US has been a key financial supporter of MSS, and the security crisis in Haiti is a focus of Secretary Rubio's visit to the Caribbean this week. On Wednesday, Rubio is scheduled to meet with the president of Haiti's Presidential Transitional Council Fritz Jean in Jamaica. The Haitian government said the meeting is meant to strengthen regional cooperation related to its challenges. Over 80% of Haiti's capital Port-au-Prince has been estimated to be under gang control. Since the MSS arrived, gangs have spread increasingly into rural areas, seizing swathes of territory in the agriculturally critical Artibonite region. In October, the United Nations said least 70 people, including women and children, were massacred by the Gran Grif gang in the same Artibonite town where the officer was killed on Tuesday. Violence in Port-au-Prince has led to record levels of displacement, exacerbating humanitarian conditions, UN spokesperson Stéphane Dujarric said during a press briefing on Wednesday. Nearly 23,000 people were displaced in just one week in March, he said. The crisis has also cut into vital supply lines across the country. 'Beyond the worrying situation in the capital, almost half of the entire population – that's 5.5 million human beings – is going hungry, one of the highest proportions in any crisis around the world,' Dujarric said.
