Ukraine Considers Up to 23% Personal Income Tax on Crypto in Newly Proposed Tax Scheme

Ukraine's top financial regulator is floating the idea of taxing cryptocurrency as personal income, with possible carveouts for certain foreign asset-backed stablecoins, under a newly proposed taxation matrix published on Tuesday. In a translated letter introducing the potential new approach, Ruslan Magomedov, head of Ukraine's National Securities and Stock Market Commission, said that effective tax policy is a necessary step in preventing financial abuse and facilitating the 'legal and responsible use of digital assets.' 'Establishing fair and understandable taxation rules is also a prerequisite for attracting investment and integrating the Ukrainian virtual asset market into the global financial market,' Magomedov added. Under the NSSMC's suggested tax scheme, certain crypto transactions — essentially those in which non-stablecoin cryptocurrencies are cashed out for fiat currency or exchanged for goods or services, and during which there were no financial losses from the transaction — would be taxed at Ukraine's standard personal income tax rate of 18%, plus the additional 5% wartime levy that went into effect last December. Crypto-to-crypto transactions would not be subject to taxation under the proposed tax matrix, which is in line with how several other European countries including Austria and France, as well as crypto-friendly jurisdictions like Singapore, handle crypto taxation. Because Ukraine's tax code exempts any income generated from transactions with foreign exchange values from being taxed, the NSSMC suggested 'it makes sense to consider a preferential rate or exemption from taxation' for foreign asset-backed stablecoins and certain asset-referenced tokens (ARTs). The suggested preferential tax rate under the matrix could be either 5% or 9%. The matrix also offered a variety of taxation options for other types of crypto transactions, including mining, which the NSSMC suggested could be considered a 'business activity'; staking, which the regulator said could either be 'considered as business captive income' or taxed only at the cash-out stage; as well as hard-forks and airdrops, which the regulator said could either be taxed as ordinary income or only at the cash-out stage. Ukraine had previously introduced a draft law similarly amending the country's tax code to cover cryptocurrency in 2023. A 2024 analysis from Swiss blockchain analytics firm Global Ledger found that Ukraine could stand to collect over $200 million in annual taxes from crypto transactions. Ukrainian President Volodymyr Zelensky officially legalized the country's cryptocurrency sector in 2022, determining the industry's regulators and giving them the go-ahead to create specific regulations. The National Bank of Ukraine is currently working on a draft law based on the European Union's (EU) Markets in Crypto Assets (MiCA) regulation. Former UFC lightweight Alex da Silva has promised 'fireworks' when he meets the undefeated UAE Warriors champion Amru Magomedov at the ADNEC Centre in Al Ain on Saturday. The Brazilian enters the cage as the more experienced fighter with a 24-5 (win/loss) record against Magomedov who is undefeated in eight fights, in the headline contest of the 14-fight card staged for the first time in the Oasis city. 'Technically, my opponent and I are big martial arts lovers. So, I'm sure we're going to put some fireworks on the night,' Da Silva said of his meeting with Magomedov at UAE Warriors 58. 'He has never been tested as hard as I'm going to do with him, so for sure, I'll bring some hard time to him and let's see what happens.' Da Silva's debut in the promotion ended in defeat to Russia's Makkasharip Zaynukov in a split decision in March 2023. The Brazilian has won twice since then to earn a title contest against Magomedov. Magomedov, 25, has had only eight career fights but has gone undefeated and is also on the back of three successive victories including two defences of the UAE Warriors belt. Many think an experienced fighter like Da Silva, who has 29 fights including four appearances in the UFC, would be the ultimate test. 'He is a strong and experienced opponent. I never underestimate him. I trained hard all month. I will show him on Saturday evening,' said Magomedov. The Dagestani is widely regarded as a fighter following in the pathway of the UFC Hall of Famer Khabib Nurmagomedov. Magomedov is another Dagestani fighter to emerge from the Khabib school. He is a teammate and training partner of the former undefeated UFC lightweight champion's cousin Usman Nurmagomedov and trains under the same coach Javier Mendes. When asked if he spars with Khabib back home in Dagestan, Magomedov said: 'I wrestle with him at times, not spar. Many of us look at Khabib as our role model and his presence alongside is enough to motivate us. 'Also, we have some of the best wrestling schools in the world back home in Dagestan. This is why the Dagestani fighters are some of the best MMA fighters in the world circuit.' However, Da Silva countered Magomedov's claim by saying the rivalry between the Russian and Brazilian fighters was increasing in momentum, but insisted the South American nation has been dominating the MMA world for long time. 'We are the country with more belts, more champions, so I'm going to take the belt on Saturday and prove that Brazil is better in MMA,' he added. Rany Sadeh (14-4) takes on the UAE Warriors debutant Hikaru Yoshino (13-5) in the co-main at bantamweight, while Brazilian Victor Nunes (10-5) faces Filipino Genil Francisco (14-10) in the flyweight division on the main card. Michael Page's first UFC win at middleweight has him considering bigger jumps: 'I can do that any weight'

Michael Page's venture up to middleweight at UFC Saudi Arabia was so successful that he's now considering even bigger jumps in weight. Page, 37, has been a career-long welterweight, having fought at middleweight just once prior to this past Saturday — and that was all the way back in 2013. But he moved up to 185 pounds for the first time in his UFC tenure for his Saudi Arabia clash with Shara Magomedov, winning a unanimous decision victory. The goal for "Venom" has long been a 170-pound title. But he now says he's open to showing off his skills at any weight, even if that means packing on 30 more pounds. When asked Monday on Uncrowned's "The Ariel Helwani Show" if he is serious about potentially fighting at light heavyweight, "MVP" took those sentiments one notch further. "I can definitely see myself doing a fight up again," Page said. "When I'm fighting guys that like to strike, I'll fight up to heavyweight. It doesn't faze me because it's striking. As much as these guys have got power, they have to land something for it to be effective. You see how much I frustrate people. You see how many talented strikers come up clueless with no answers when it comes to their favorite space when I'm standing in front of them. "I can do that at any weight, you know what I mean? So, 100%, if the fight is exciting enough and it matches well, then 100% I could go up." Stylistically, there are a handful of intriguing matchups for Page in every division. While Page expressed an openness to considering just about all of them, he drew the line at calling out UFC light heavyweight champion, Alex Pereira. "That guy's dangerous, I'm staying away from him," he said with a laugh. "[Jiří Procházka] was more an example of what a fun [205-pound] fight would look like. I've actually trained with him before. He was down at our gym a lot, helping out Karlos Vemola at the time. We got to spar quite regularly as well. So yeah, I can understand his style, he understands my style. Again, we had some great [spars], so that would be an exciting fight. Can't think of anybody else, but anybody else with that kind of crazy style that wants to stand there and strike, then yeah, 100% I'm ready." When the matchup with Magomedov was announced, many expected it to be a striker's delight. Instead, it was largely a display of Page's striking experience and distance management expertise. Magomedov had no answers for his opponent's speed and long-range attacks. Following the bout, Magomedov wrote on Instagram that he entered UFC Saudi Arabia with a "nightmarish health condition." Since then, there have been no official diagnoses regarding potential Magomedov injuries or physical concerns, and Page isn't necessarily buying into the claims. The loss was Magomedov's first of his 16-fight career, therefore Page believes it will be a learning experience for the Dagestani prospect. "He looked a bit off in his weight cut," Page acknowledged. "One of my teammates was saying the same thing, like he doesn't look right, but I felt like he maybe just didn't do his cut properly, which I've seen many fighters do, in terms of how stressful that can be. So that was the only time I kind of felt like maybe there's something off with him, but it didn't seem like it did him any damage the next day. "But for me, if I was to give him any advice moving forward, just regardless of [what's going on], if you accept the fight knowing that you have had anything [wrong with you] prior to the fight, then the result is the result. If you win, you can say what you want. But if you lose, just keep it to yourself. I think it just looks [bad]. Maybe later on down the line, you can kind of say, 'I had a few issues,' but directly afterward, it just comes across as — he could be completely factual, but it just comes across wrong. It comes across as an excuse, but that's all I'll say, that would be my only advice for him." Page is now 2-1 (23-3 overall) in his UFC career after rising to prominence under the Bellator banner for the bulk of his MMA run. The comfort of the Octagon is still settling in for Page as he nears the one-year mark of his UFC tenure in March 2025. Although he's strayed from his prior path as a 170-pound highlight machine, his plan to capture gold is still intact — even if another opportunity arises in a higher weight class. "It seems like a lot of people are happy for me to stay there [at middleweight or heavier]," Page said, "so the UFC might entice me some more good-looking fights. But in terms of what I would like — yes, I would like to continue with the [welterweight] rankings, to kind of push for the belt at 170 [pounds]."
