Session discusses women's leadership empowerment

MUSCAT: A dialogue session titled "Women's Leadership Empowerment in Decision-Making Positions", was organised by the Ministry of Social Development in Muscat. The session discussed enhancing societal awareness on the importance of women's participation in electoral councils and highlighting their role in decision-making processes. The session, which included 70 women members of the State Council, Majlis Ash'shura, municipal councils, government institutions and Omani Women's Associations, aimed to motivate female leaders to participate effectively and confidently in electoral councils. It also addressed the legal, economic, intellectual and media enablers for women, alongside reviewing the role of civil society institutions in empowering Omani women and supporting their participation. The first session, titled "Strategies and Success Enablers", covered knowledge empowerment and capacity-building for women in leadership and strategic communication, women's empowerment in the private sector and their pioneering roles, as well as the legal and legislative frameworks supporting their participation in electoral councils and the associated challenges. The second session, titled "The Role of Civil Society Institutions and Media in Promoting Women's Participation in Electoral Councils", analysed the experience of Omani women in the Majlis Ash'shura and emphasised the role of civil society institutions and Omani Women's Associations in raising societal awareness of women's participation in the electoral process. The session also reviewed "The Parliamentary Experience in Childhood and Its Role in Leadership Empowerment." Muscat: In a move that reflects strong commitment to social responsibility and sustainable development, Sharqiyah Desalination Company launched three community-driven initiatives. The initiatives aim to support educational excellence, enhance digital learning infrastructure and provide Eid support for orphans. The launch event was held under the auspices of Talib al Balushi, Member Majlis Ash'shura, in the presence of the company's Chief Executive Officer, Murshid bin Abdullah al Fannah, Mubarak al Farsi, Assistant General Manager, and Dr Saleh bin Hamad al Alawi, Director of Corporate Social Responsibility at the company. Dr Saleh al Alawi emphasised the pivotal role companies must play in serving their communities. "Community service is not optional — it is a fundamental responsibility for any company operating within our beloved nation. Identifying and understanding community needs closely, and addressing them through well-researched and effective approaches, is the ideal way to contribute to national development," he said. He added that Sharqiyah Desalination Company views community initiatives as a long-term investment that fosters national progress and social cohesion. Commenting on the launch, CEO Murshid al Fannah highlighted the company's strong belief in education as a cornerstone of Oman's renaissance. 'The first of these three initiatives are aimed at honouring outstanding students. We are proud to coordinate this with the Office of the Wali of Sur. Education has always been a pillar of Oman's growth, and by supporting this initiative, we aim to inspire students to continue striving for excellence and academic achievement,' he said. The second initiative focuses on enhancing digital education tools in public schools. In collaboration with the Directorate-General of Education in Al Sharqiyah South Governorate, headed by Abdullah bin Ali al Foori, the company will provide interactive smart boards to Lubabah bint Al Harith Basic Education School and Bahr Al Ma'rifa Basic Education School. 'This initiative aims to strengthen students' and teachers' skills in using modern technology, improving their digital capabilities and expanding access to diverse educational resources,' Al Fannah explained.

MUSCAT: The Majlis Ash'shura on Wednesday concluded its review of the draft Civil Society Institutions Law following extensive discussions on several provisions, referring it to the State Council to complete the legislative process. This came during the 11th regular session of the second annual convening (2024-2025) of the tenth term (2023-2027), chaired by Khalid bin Hilal al Maawali, Chairman of Majlis Ash'shura . During the session, The Majlis finalised discussions on the draft law referred by the government, with the project report presented by Mansour bin Zahir al Hajri, Chairman of the Health and Social Committee. Al Hajri explained that the draft law responds to developments in civil society work in Oman, noting that the new legislation aims to address social and regulatory challenges facing civil society institutions. It establishes a flexible and progressive legal framework that accommodates ongoing transformations while enhancing these institutions' role in national development. The draft also introduces specialised provisions for volunteer teams, comprising 83 articles organised into six chapters covering general definitions, civil associations, civil institutions, social associations, volunteer work and final provisions. He indicated that the committee held multiple meetings with various civil society institutions and relevant entities to consider their perspectives and observations on the draft law's articles. He affirmed that the committee carefully examined all legislative and social dimensions during its review. During the session, Majlis Ash'shura members provided observations on several provisions and proposed enhancements to strengthen the legal texts and ensure alignment with the practical realities of civil society institutions. Discussions also addressed aspects related to licensing, classifications, governance of civil work, as well as penalty clauses. — ONA

MUSCAT: The Majlis Ash'shura approved the amendments of the Law of Arbitration in Civil and Commercial Disputes and the draft Real Estate Registry Law and referred them to the State Council, at its tenth regular meeting held under the chairmanship of Khalid bin Hilal al Maawali, Chairman of Majlis Ash'shura, on Tuesday. The council discussed the amendments to some provisions of the Law of Arbitration in Civil and Commercial Disputes, which was referred by the government. Dr Ahmed bin Ali al Saadi, Chairman of the Legislative and Legal Committee, explained that the amendments aim to enhance the effectiveness of arbitration procedures to support the Sultanate of Oman's efforts to adopt international best practices in the field of dispute resolution. The council also discussed the draft real estate registry law referred by the government. Dr Ahmed bin Ali al Saadi, Chairman of the Legislative and Legal Committee, reviewed the committee's report on the draft law, which includes 40 articles distributed across five chapters. Al Saadi explained that the current real estate registry system no longer keeps pace with the technological boom the Sultanate of Oman has witnessed over the past decades in terms of real estate documentation and registration particularly after the introduction of digital registry systems, electronic title deeds and remote documentation services. The meeting also approved the vision of the Public Services and Utilities Committee regarding the draft air transport agreement between the Sultanate of Oman and the Kyrgyz Republic, referred by the government. The council is holding its eleventh regular meeting today (Wednesday), during which the draft civil society institutions law, referred by the government, will be discussed. The meeting saw the presentation of two urgent statements, the first of which was related to the Ministry of Labour's decision requiring commercial establishments that have completed one year since to employ at least one Omani citizen. The second addressed the failed food security projects and recommended taking decisive decisions to avoid financial waste. In the statement delivered by Mohammed bin Nasser al Mahrouqi, representative of the Wilayat of Sinaw, regarding the Ministry of Labour's decision, he called for exempting micro and small enterprises from implementing the decision. He also called for supporting medium-sized enterprises financially to enable them to employ national job-seekers. Mohammed bin Khamis al Hussaini, a representative of the Wilayat of Samayil, delivered an urgent statement regarding the failed food security projects.
