Supervisory Committee for National E-Commerce Plan holds first 2025 meeting

Muscat: The Supervisory Committee for the National E-Commerce Plan convened its first meeting of 2025 at the Ministry of Commerce, Industry, and Investment Promotion headquarters to review progress on the plan's initiatives. Chaired by Qais Mohammed Al Yousef, Minister of Commerce, Industry, and Investment Promotion, the meeting included representatives from government entities such as the Oman Investment Authority (OIA), Royal Oman Police (ROP), Ministry of Transport, Communications and Information Technology, Central Bank of Oman (CBO), Telecommunications Regulatory Authority (TRA) and Consumer Protection Authority. Dr. Saleh Said Masan, the Ministry of Commerce, Industry and Investment Promotion's Undersecretary for Commerce and Industry, emphasized the meeting's role in evaluating the plan's implementation, with 73% completion (22 of 30 initiatives) achieved by the end of 2024. The Undersecretary added that the plan focuses on: Supporting e-commerce companies with competitive telecom services; Streamlining e-procurement and business procedures; Enhancing logistics, digital payments, and legal frameworks and raising awareness and skills development. He noted that global e-retail sales reached USD 6 trillion in 2024, reflecting the sector's rapid growth. Locally, Oman issued 9,232 e-commerce licenses and certified 204 stores on the Maroof Oman platform post-Ministerial Decision (499/2023) on regulating e-commerce. Azza Ibrahim Al Kindi, the Ministry's E-Commerce Director, said that these milestones demonstrate accelerated sectoral growth and compliance awareness. The plan—aligned with Oman Vision 2040 and developed with the UNCTAD—aims to position Oman as a regional e-commerce hub by 2027 through strategic digital transformation.

Muscat: All individuals, institutions, and companies engaged in e-commerce activities must obtain the necessary licenses through the Oman Business Platform, in addition to verifying their e-stores through the Ma'arouf Oman (Maroof) platform concerned with verifying e-stores, said the Ministry of Commerce, Industry and Investment Promotion (MOCIIP). It added that government agencies will not be able to conclude any contracts, agreements, or transactions with individuals or companies unless they have obtained the necessary licenses, in implementation of the provisions of the e-commerce regulations issued pursuant to Ministerial Resolution 2023/499. The 'Maroof Oman' platform provides its services to e-commerce customers, whether sellers or buyers, intending to digitally document electronic stores as well as organize their work in Oman; it provides a database for these stores and practitioners. To register online store, e-commerce traders require to log in to the Maroof Oman platform – The data will be saved and sent to the system administrator for approval or rejection. If your commercial register is already in use, there will be a rejection message. The platform brings together online stores on a single platform, connecting merchants with potential customers. It gives them credibility and also protects consumers from deception. It works to create a legal and regulatory environment to develop and promote e-commerce. For the benefit of the owners of an online store or even to have a business account on social media to sell your products or offer services such as (Instagram, Snapchat, etc,) the Ministry of Commerce, Industry, and Investment Promotion (MOCIIP) has simplified the process of applying for a license via the Oman Business platform. Non-Omanis can engage in e-commerce according to the provisions of the Foreign Capital Investment Law. Individuals or companies must also obtain approval from relevant authorities if the nature of the activity requires it. The Consumer Protection Authority (CPA) has urged online customers to avoid shopping from untrusted accounts and e-commerce sites.

Additionally, consumers are cautioned against transferring payments to personal accounts when making online purchases to mitigate the risk of fraud and financial loss. The warning comes as part of the ministry's ongoing efforts to protect consumers and maintain a safe shopping experience.
