MADISON, Wis. — Wisconsin was placed on one year's probation and fined $25,000 on Thursday after an NCAA investigation showed that nine coaches and staffers made impermissible phone calls to recruits in 2023. Former defensive line coach Greg Scruggs and former director of player personnel Max Stienecker received one-year show cause orders. Scruggs is now an assistant defensive line coach for the San Francisco 49ers. Stienecker is Southern California's executive director of personnel.

Wisconsin was placed on one year's probation and fined $25,000 on Thursday after an NCAA investigation showed that nine coaches and staffers made impermissible phone calls to recruits in 2023. Former defensive line coach Greg Scruggs and former director of player personnel Max Stienecker received one-year show-cause orders. Scruggs is now an assistant defensive line coach for the NFL's San Francisco 49ers. Stienecker is USC's executive director of personnel. Wisconsin head coach Luke Fickell and outside linebackers/special teams coach Matt Mitchell were prohibited from having recruiting communications with high school prospects from June 15 to 21. Fickell was determined to have violated head coach responsibility rules. A Division I Committee on Infractions hearing panel determined that a total of 139 impermissible phone calls were made to 48 prospects. Sixty of the calls lasted one minute or less. Wisconsin's compliance monitoring systems for phone communications uncovered the violations. The school then reported the violations in September 2023 and immediately self-imposed penalties while collaborating on the investigation with NCAA staff. All parties determined factors leading to the violations included a new staff member's unfamiliarity with the school's compliance processes along with a misunderstanding of rules pertaining to recruiting calls. USC football continues to beef up operational staff USC football general manager Chad Bowden gets to work immediately on increasing internal staff Less than a week after making several big additions to the recruiting staff, USC football is back at it again. On Tuesday, it was reported that the Trojans and general manager Chad Bowden will add Wisconsin director of player personnel Max Stienecker to their recruiting staff. Stienecker spent the past two seasons with the Badgers in that role. Prior to that, he worked in the recruiting staff at Cincinnati under now-Wisconsin head coach Luke Fickell. One of the fastest risers in the recruiting industry, Max Stienecker was named to 247Sports' 30 under 30 in 2023. That year, he became one the youngest directors of player personnel in college football history. Stienecker began his career as a student assistant at Cincinnati in 2018. He graduated from Cincinnati with a bachelor's degree in sports administration in 2021. At USC, Stienecker will join a revamped recruiting staff. In addition to new GM Chad Bowden, the Trojans recently added accomplished staffers Zaire Turner and Dre Brown. Adding Wisconsin's Max Stienecker gives this USC operations staff an additional Big Ten presence, too. Dre Brown came from Illinois. USC is really trying to do this right -- not only recruiting in the Big Ten, but getting people who know the Midwest.

BREAKING: Wisconsin football star general manager hired away by Big Ten rival Wisconsin football rising star general manager Max Stienecker has been hired away by the USC Trojans. The move was first reported by FootballScoop's John Brice, then confirmed by 247Sports' Matt Zenitz. The Badgers recently promoted Stienecker to GM in July 2024 after just one year with the program. He originally joined the Wisconsin staff as its player personnel director in January 2023, at the time becoming the youngest to hold the title in the sport's history (22 years old). He unsurprisingly landed on 247Sports' 30 Under 30 list following the promotion. The fast-rising assistant joined the Badgers after beginning his career at Cincinnati under Luke Fickell, most recently as its director of on-campus recruiting from 2021-22. Stienecker spearheaded Wisconsin's recruiting efforts over the last two-plus cycles. The Badgers finished the 2024 cycle with the nation's No. 23-ranked class and the program's first-ever blue-chip ratio of 50%. They followed that output with a strong class of 2025 cycle, finishing ranked No. 25 nationally and No. 8 in the Big Ten. Fickell, Stienecker and the rest of the Badgers recruiting department have undoubtedly raised the program's recruiting ceiling during their two-plus years with the program. Stienecker's loss is a significant one in that regard, especially with him moving to another Big Ten power. Brice reports that new USC general manager Chad Bowden is hiring the now-former Badger GM to be 'USC's executive director of personnel.' The Trojans are reworking their recruiting department after recently hiring Bowden away from Notre Dame. Wisconsin now has major shoes to fill with the class of 2026 recruiting cycle set to heat up. The program currently has one player committed in the class: three-star lineman Benjamin Novak.
