UP inks Rs 435cr MoUs at Ahmd roadshow

Lucknow: Inviting pharma sector players to come and invest in UP during a roadshow in Ahmedabad on Friday, CEO of UP state industrial development authority (UPSIDA), Mayur Maheshwari said that a new era for the pharma sector is taking place in UP. "UP is developing a bulk drug pharma park on 1,472.33 acre in Lalitpur, with a proposed investment of approximately Rs250 crore. This project is a significant step towards making the country self-reliant in the pharmaceutical sector and establishing India as the 'Pharmacy of the world'," he said, adding, "it will not only attract substantial investment but also create new employment opportunities for the skilled workforce in the state. " Several agreements were signed by UPSIDA with pharma companies on the occasion. The list includes CSL Lifesciences Private Limited, which proposed an investment of Rs 200 crore for establishing an intravenous bottle plant and oral solid dosage plant within the next two years. Likewise, Medihealth Diagnostic Pvt Ltd will establish a healthcare unit on 4,200 sqmt in Lalitpur, while Gaman Irradiation Company will invest Rs 35 crore in a skin treatment and irradiation unit. Creating employment for 150 people, the project will be implemented in 24-36 months. Additionally, Obmed Pharma has decided to invest Rs 200 crore to establish a formulation unit. Spread across five acre of land in Lalitpur, the unit will create employment for around 100 people. Several business-to-govt meetings were held, where detailed discussions on investment-related topics took place between industry representatives and govt officials. Earlier, in the welcome address, convenor of CII Gujarat pharma and healthcare panel, Swapnil Shah highlighted investment opportunities in UP. Advisor to UP CM, GN Singh said, "UP emerged as the most suitable state for investment in the pharma sector". He shared detailed information about the efforts made by the state govt to empower the pharma sector. An 'Open House' session followed, where participants engaged in direct dialogue with state govt officials to resolve their queries and concerns. UP govt's ‘fully state-funded pharma park' invites centres from Gujarat pharma industry

A delegation from the Uttar Pradesh government, visiting Ahmedabad on Friday to promote its upcoming Bulk Drug Pharma Park in UP's Lalitpur district, announced that five companies, including Bharat Biotech and Dr Reddy's Laboratories, have already been allocated land and begun to set up their units. In total, 26 companies have expressed interest, including NATCO Pharma, Vins Bioproducts Ltd, and Rockwell Industries Ltd. The outreach event was held in collaboration with the Confederation of Indian Industry (CII). Mayur Maheshwari, CEO of the Uttar Pradesh State Industrial Development Authority (UPSIDA) and an IAS officer, addressed industry stakeholders and highlighted the park's strategic importance in reducing India's dependence on China for bulk drug production. Appealing directly to the Gujarat pharma industry, he said, 'We've come to Ahmedabad, which has shown the way for India. We request you to set up a parallel centre (in UP). We are more than ready to welcome you with open arms and we hope to match and provide even better facilities…' 'We have had this vacuum of bulk drugs and formulation in India. About 60% of Active Pharmaceutical Ingredients (APIs) are imported from China. This dependence is not only strategic, but it is a challenge to our entrepreneurs. If China can do it, why not UP and the rest of India?' Maheshwari said. During an interaction with the press, Maheshwari said that Gujarat was an important link for the Bulk Drug Pharma Park for its connectivity to the ports. Invoking cultural and spiritual references, Maheshwari said, 'This is the land of Shri Ram, Shri Krishna and Shri Buddha. When these three powers are present in a state, in a country, there can only be prosperity.' He praised the Yogi Adityanath-led government's leadership, citing the 'successful' hosting of the Mahakumbh, where 67 crore people had the opportunity to take the holy dip and that it 'went very well'. 'This is the first completely state-funded pharma park. All the money is from the UP government. We don't need to approach the Centre. Himachal Pradesh got a bulk drug pharma park in 2020-21 which is a non starter. In Andhra Pradesh, it has been four years and it is still just starting out… For allocation of resources and funding, we will do this on our own, which has not been possible even in Andhra and Gujarat,' said Maheshwari. When asked about skilled manpower by a stakeholder, Maheshwari said, 'We have developed a Promote Pharma initiative, which is a Section 8 company to strengthen and develop capacity building. It will invite the best professionals and will have industry, academia and govt linkage. Need-based professionals will come from there. We are also trying to get a National Institute of Pharmaceutical Education and Research (NIPER) in UP, to add to this ecosystem.' The Bulk Drug Pharma Park is coming up in Lalitpur district, located near the geographic centre of India. Delegation members highlighted that Uttar Pradesh has 14 airports, six of them international, and a dedicated helipad is also planned within the park. Additionally, both the Eastern and Western dedicated Railway Freight Corridors pass through the state, further strengthening connectivity. In the first phase, the UP government is developing 352 acres of the park. Officials said that 1,500 acre were already available for future expansion and that the park can be scaled up to 5,000 acres if needed. Maheshwari said, 'Lalitpur was also chosen because it is important to avail environmental clearance (EC) for the bulk drug and API industries. This place has less habitation. We have already got the EC. Masterplan is also approved and facility building work is already underway.' Of the park's total area, 67% is reserved for industry, 13% for green spaces, and the rest for support infrastructure and common facilities. Comparing it to other pharma parks in other states, Maheshwari said, 'We have lab testing, R&D incubation facilities, common climate controlled warehouses and technical regulatory support. We have these facilities which are missing in other places like Genome Park in Telangana and Jawaharlal Nehru Pharma City in Vizag of Andhra Pradesh.' On land pricing, he explained, 'We are giving land on a 90 year lease at Rs 75-77 lakh per acre but those setting up anchor units on 35-50 acre land will get 10% more discount. Basically, it is at Rs 1,700 per square metre of land for anchor units and Rs 1,914 per square metre for normal units. There is a 2% additional waiver if you make a full one-time payment.' Maheshwari said the park's incentives fall under the UP Pharma and Medical Devices Policy 2023 and include capital and interest subsidies, stamp duty exemption, patent and clinical trial support, a 10-year electricity duty waiver, and subsidies for quality certifications. Asked when companies can start operations, Maheshwari said, 'Right now.'

The primary objective of this event was to apprise investors of the vast opportunities available in Uttar Pradesh's growing pharmaceutical industry and to invite them to explore business prospects within the state, a statement said. The event saw participation from key stakeholders in the pharma sector, including industry leaders, investors and policymakers. UPSIDA is developing a Bulk Drug Pharma Park spread across 1,472.33 acres in the Lalitpur district, with a proposed investment of approximately Rs 250 crore. This Pharma Park is estimated to attract an investment of approximately Rs 12000 crore. The event commenced with the registration process, followed by a welcome address by Swapnil Shah, Convenor of the CII Gujarat Pharma & Healthcare Panel and CEO & MD of Senores Pharmaceuticals Ltd. A short film showcasing Uttar Pradesh's industrial growth, investor-friendly policies, and robust infrastructure was presented to give investors a comprehensive overview of the state's potential, said the statement. In his address, UPSIDA CEO Mayur Maheshwari emphasised the rapid development of pharma parks in Uttar Pradesh. He elaborated on the investment process, land allotment, and the range of facilities available to industries, extending a direct invitation to Gujarat-based entrepreneurs to invest in the state. During the investment session held in Ahmedabad, UPSIDA signed several Memorandums of Understanding (MoUs) with leading pharmaceutical and healthcare companies.

Lucknow: The Yogi government, in collaboration with the UP State Industries Development Authority and Confederation of Indian Industry, is set to host a roadshow in Ahmedabad on Friday to showcase opportunities in the pharmaceutical sector. An official spokesperson stated that the pharma sector is a key catalyst towards achieving the one trillion-dollar economy goal. Senior officials, including Mayur Maheshwari, CEO of UPSIDA, and Awanish Kumar Awasthi, advisor to the CM, are likely to address the business community in the Gujarat capital. The state govt is actively promoting the sector through initiatives like the creation of mega drug parks and the establishment of dedicated institutions for pharma research and innovation. These efforts are built on the existing base, which includes the presence of the Central Drug Research Institute lab and a large number of pharmaceutical units, particularly in the formulation sector, located in districts like Ghaziabad, Lucknow, and Kanpur. Additionally, the state has a robust network of pharma educational institutes. "The govt is actively fostering innovation and entrepreneurship in the pharmaceutical sector through the establishment of incubation centres and 'Promote Pharma', a dedicated institution for pharma research and innovation," said a govt officer. An assessment by Invest UP shows that the pharmaceutical sector attracted nearly Rs 2,845 crore in investment and generated over 70,000 jobs in three years. "Over the past three years, the state attracted investments worth approximately Rs 2,845 crore in the pharmaceutical sector via the single window portal. This includes investments in manufacturing units, blood centres, and drug retail establishments," the officer stated. Between 2022–23 and 2024–25, around 167 manufacturing units were set up, creating about 3,340 jobs. In the same period, 195 blood centres and 32,475 medicine retail outlets were also established, creating approximately 1,365 and 64,995 jobs, respectively. The Pharmaceutical and Medical Device Policy, 2023 has further strengthened investor confidence. The policy offers several incentives, including a stamp duty exemption of Rs 3.89 crore, encouraging new investments and the expansion of existing businesses. This has led to a spike in both manufacturing facilities and retail operations within the state. The list of investment opportunities also includes the development of the Lalitpur Bulk Drug Park, which is progressing significantly.

As part of the Industrial Investment and Employment Promotion Policy-2022, a Rs 70 crore private industrial park in Saharanpur has been approved by the scrutiny committee, chaired by Uttar Pradesh State Industrial Development Authority (UPSIDA) CEO Mayur Maheshwari. The project would feature modern infrastructure including roads, power, water supply, and green zones, a statement issued on Wednesday said. The park will comprise 21 industrial plots, paving the way for the establishment of diverse industrial units. The project is expected to create direct and indirect employment for around 700 persons it said. UPSIDA CEO Mayur Maheshwari said, 'The Industrial Policy-2022 is providing new momentum to industrial growth through active private sector engagement. This project will not only strengthen local industries in Saharanpur, but also enhance Uttar Pradesh's appeal as an investment hub for surrounding regions. UPSIDA remains committed to ensuring a transparent, business-friendly, and employment-oriented environment.'
