Morocco Establishes New Tariff for Electricity Distribution

Rabat – Morocco's National Electricity Regulatory Authority (ANRE) has set the Medium Voltage Distribution Network Usage Tariff (TURD) for the first time, marking a key step in the country's electricity sector regulation. The tariff, set at 5.92 centimes per kilowatt-hour, will apply from March 1, 2025, to February 28, 2027. ANRE announced that it would adjust the rate a year later to account for inflation and economic conditions. This decision establishes a single tariff across the country, a move ANRE says simplifies the pricing structure, particularly as Morocco moves forward with the creation of Regional Multi-Service Companies (SRMs). The two-year timeframe aligns with plans to reassess the national electricity transmission network tariff, whose current period ends in early 2027. ANRE looks to give investors clearer visibility while reinforcing Morocco's transitions to cleaner energy. With the carbon tax set to take effect in early 2026, the new tariff framework seeks to support national efforts toward a low-carbon economy. The process leading to the decision involved extensive consultations with industry stakeholders and public input through ANRE's website. The authority also pointed to the importance of transparency in structuring the tariff while ensuring that all consumers contribute fairly to network costs. It also seeks to provide stability for businesses and households while improving the efficiency of network operations. This tariff is part of a broader regulatory framework enacted to ensure fair and non-discriminatory access to electricity networks. In addition to setting the TURD, ANRE adjusted the National Electricity Transmission Network Usage Tariff (TURT), which will be set at 6.68 centimes per kilowatt-hour from March 1, 2025. The System Services Compensation (TSS) will be set at 6.64 centimeters per kilowatt-hour for the same period.
