Kuwait Cabinet Approves Draft Law on Special Leave, Discusses Road Maintenance Progress

KUWAIT CITY, April 22: The Kuwaiti Cabinet held its weekly meeting on Tuesday morning, April 22, 2025, at Bayan Palace under the chairmanship of Acting Prime Minister and Minister of Interior, Sheikh Fahad Yousef Saud Al-Sabah. Following the session, Deputy Prime Minister and Minister of State for Cabinet Affairs, Sherida Abdullah Al-Muasherji, issued the following statement: At the beginning of the meeting, the Cabinet was informed that His Highness the Amir, Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah, had designated His Highness the Crown Prince, Sheikh Sabah Khaled Al-Hamad Al-Sabah, to represent him at the upcoming second summit of the strategic dialogue between the Gulf Cooperation Council (GCC) and Central Asian countries. The summit is scheduled to take place on May 5, 2025, in Samarkand, Uzbekistan. The Cabinet also reviewed a visual presentation by Minister of Public Works, Dr. Noura Mohammed Al-Mashaan, in the presence of officials from the Ministry of Public Works and the Public Authority for Roads and Land Transport. The presentation outlined the progress and current status of comprehensive maintenance projects on major expressways across Kuwait's six governorates, as well as internal roads in various regions. Dr. Al-Mashaan emphasized the Ministry's commitment, in coordination with the Ministry of Interior and other concerned agencies, to execute these works promptly to enhance road safety and reduce traffic congestion. In response, the Cabinet commended Dr. Al-Mashaan and the teams from the Ministry of Public Works, the Ministry of Interior, and the Public Authority for Roads and Land Transport for their dedication and ongoing efforts. The Cabinet reiterated its commitment to ensuring the smooth implementation of road maintenance projects and emphasized the importance of issuing proper traffic directives during construction to safeguard public safety and ensure fluid traffic movement. In another matter, the Cabinet reviewed recommendations from the Ministerial Committee for Legal Affairs regarding a draft decree-law to amend Article (45) of the Civil Service System, originally issued on April 4, 1979. The amended article allows a minister to grant an employee special leave, without deducting from their regular leave balance, to accompany a patient approved by the Ministry of Health for treatment abroad. This leave, with full salary, may extend up to one year and can be prolonged for an additional six months without pay. Salaries during this period shall be paid at the beginning of each month. The Cabinet approved the draft amendment and resolved to submit it to His Highness the Amir, Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah, for final approval. Additionally, the Cabinet reviewed various items on its agenda, endorsing several of them, while referring others to relevant ministerial committees for further study and detailed reporting. Lastly, the Cabinet approved the minutes submitted by the Supreme Committee for the Investigation of Kuwaiti Nationality. These included cases involving the revocation or withdrawal of Kuwaiti citizenship from certain individuals, under Decree Law No. (15) of 1959 and its subsequent amendments.

Sheikh Al-Sabah welcomed President El-Sisi's invitation, expressing his eagerness to participate in the summit, according to a statement issued by the Egyptian Cabinet on Sunday. Amir of Kuwait Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah received Madbouly on Sunday at the Amiri Diwan (Bayan Palace), where they discussed a number of issues and topics of common interest. The meeting was attended by Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah, prime minister of the State of Kuwait, and Osama Shaltout, ambassador of Egypt to Kuwait. Sheikh Al-Sabah expressed his appreciation for Egypt's historical role in supporting Kuwait at various levels, praising in this regard Egypt's important role in sending experts who contributed to supporting his country's renaissance in various fields. Al-Sabah also stressed Egypt and Kuwait have unified visions regarding the current situation in the region, and ways to achieve security and stability. He added that Egypt's stability is Kuwait's stability, and therefore he believes that all support provided by his country to the Egyptian people represents support for the interests of the Kuwaiti people. Also, the emir of Kuwait directed his government to push forward cooperation efforts with Egypt in areas of common interest, and to work on increasing investments, which would benefit both countries. He discussed the most prominent efforts made by the Kuwaiti government to support renaissance and development in Kuwait. In return, Madbouly voiced Egypt's welcome to Kuwaiti investments in the Egyptian market, expressing his keenness to support Kuwaiti investors on a permanent basis and encourage them to enter into new investments, which contributes to achieving the goals of economic development in the two brotherly countries. The prime minister also reviewed the most important efforts of the Egyptian government in supporting investment and creating a suitable business environment to attract new investments, despite the burdens imposed by current regional challenges.

Kuwaiti emir appoints new defense minister

LONDON: Emir of Kuwait Sheikh Meshaal Al-Ahmad Al-Jaber Al-Sabah appointed a new defense minister to succeed Sheikh Fahad Youssef Saud Al-Sabah. During the swearing-in ceremony at Bayan Palace on Tuesday, Sheikh Abdullah Ali Abdullah Al-Salem Al-Sabah took the oath as minister of defense. Sheikh Fahad has assumed the position of first deputy prime minister and minister of interior following an emiri decree, according to the Kuwait News Agency. Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah and other senior Kuwaiti officials attended the ceremony.
