Motorists in Philippine capital targeted by imposter website

"Check your plate or licence if you have a violation, just click the link," reads a Tagalog-language Facebook post shared on May 26, 2025. The link takes users to a website that will bring up any traffic violations associated with their driving licence or vehicle registration. A screenshot of the website is attached to the post. It bears the logo of the Metro Manila Development Authority (MMDA) -- the government agency managing traffic in the Philippine capital -- and includes the text "No Contact Apprehension Program". The post circulated on the same day the MMDA resumed its "no contact apprehension policy" along major thoroughfares in the capital after the Supreme Court halted it in 2022 (archived here and here). Under the policy, drivers caught committing a traffic violation on camera will be sent proof of the infringement through the mail and be required to pay a fine (archived link). They may also file an appeal online or at the MMDA office. Similar posts were shared elsewhere on Facebook, with some users including screenshots claiming the website showed they had "no violations recorded". The link included in the circulating posts, however, does not direct users to a genuine MMDA website. The URL of the imposter website has been formulated to make it appear as if it were a genuine MMDA page (archived link). The imposter website also erroneously refers to the MMDA scheme as a "program" rather than a "policy" (archived link). The MMDA denied any affiliation with the circulating link in a May 26 post on its verified X account (archived link). "Avoid posting and sharing this link to avoid causing confusion. Avoid using the website and do not type your license plate here," the statement read. The agency added that the official website regarding the NCAP is "currently being prepared" and advised motorists to directly reach out to check their record. A representative from the MMDA separately told AFP that official announcements are made on their verified X account (archived link).

MMDA clarifies: Odd-even scheme to replace number coding on EDSA

The odd-even scheme will replace the number coding scheme on EDSA when its rebuilding starts in June, the Metro Manila Development Authority (MMDA) explained on Tuesday. MMDA Chairman Romando Artes issued the clarification after announcing Monday that beginning June 16, an odd-even scheme would be implemented exclusively on EDSA for a brief dry run. This means vehicles with license plates ending in odd numbers (1, 3, 5, 7, and 9) would not be allowed on the national thoroughfare on Mondays, Wednesdays and Fridays, while vehicles with even-number license plates (ending in 0, 2, 4, 6, and 8) would be banned on Tuesdays, Thursdays, and Saturdays. EDSA and several other major roads in the National Capital Region currently use the Expanded Unified Vehicular Volume Reduction Program (UVVRP) or the number coding scheme, which bars vehicles from using the roads on one day depending on the last number on their license plates, except during window hours in most cities. Netizens complained that if the odd-even scheme is combined with the number coding program, many motorists would not be able to use EDSA four days out of the week. Artes said this would not be the case. ''Yung isang beses na lang nila magagamit 'yung sasakyan nila sa EDSA? Hindi po ganun. Hindi siya on top, it will replace. So sa EDSA, ang magru-rule na d'yan, 'yung odd-even. On other roads, 'yung regular na number coding,' Artes told GMA Integrated News. (The idea that they would only be able to use their vehicle on one day on EDSA? It won't be like that. It won't be on top of the number coding, it will replace it. So on EDSA, the odd-even scheme will prevail. On other roads, the regular number coding is still in place.) Artes also said that the MMDA has extended the program's dry run to one month to sync with the Department of Transportation's proposal to waive toll fees on certain segments of the Skyway in July when the rebuilding would be in full swing. He added that this would also allow them to collect data to study to determine whether window hours on EDSA would be feasible. 'Pag nakita po natin na pag 10 p.m. na lumuluwag na, baka pwede tayong mag-window ng 10 p.m. to 5 a.m.,' he said. (If we see that traffic starts lightening at 10 p.m., we might implement window hours of 10 p.m. to 5 a.m.) Exempted from the odd even scheme are hybrid vehicles, electric vehicles, and transport network service vehicles (TNVS)—as well as motorcycles, whether private or with ride-hailing companies. Lawmaker seeks hearing on NCAP, pause on implementation

1-Rider party-list Representative Rodge Gutierrez on Tuesday sought the suspension of the No Contact Apprehension Policy (NCAP) and an inquiry into authorities' preparedness to implement the measure, citing lingering unresolved issues. The NCAP, implemented by the Metro Manila Development Authority (MMDA), is designed to enforce traffic regulations through automated camera systems. In House Resolution 2293, Gutierrez described the lingering issues hounding the NCAP since before a temporary restraining order (TRO) was placed on it in 2022 as "including but not limited to: the lack of a clear legal framework, concerns on due process, the accuracy and integrity of the surveillance system, enforcement transparency, accessibility of violation records to motorists, penalties and fines, and mechanisms for redress and appeals[.]" The Supreme Court partially lifted the TRO last week. 'We have always had questions on NCAP implementation. This involves issues of fairness and due process. We have to remember the concerns about it in the past such as unclear lane markings, conflicting road signs and delayed issuance of notice of violation and the accumulation of penalties,' Gutierrez told reporters. 'These were the original concerns in 2022 but because the Supreme Court issued a TRO, the policy was suspended. And now the Supreme Court partially lifted the TRO for those roads under MMDA jurisdiction. We waited to see if the NCAP implementation will be any different now since the TRO was lifted, but it would appear that the lifting of the TRO is not so much in relation to any remedies that were done, but more on the appeal of the MMDA that it will be required for EDSA rehabilitation,' Gutierrez, a lawyer, added. The NCAP, Gutierrez said, cannot proceed as it is. 'This is not to say that NCAP is a bad thing. NCAP's goal is good, but the problem lies in the implementation because at least, sa nakikita po namin, walang pagbabago 'yung [as far as we can see, there is nothing new in the] implementation ng NCAP according to the MMDA. We need a public hearing on this to see the real status of its implementation,' he said. Gutierrez added that roads are not equipped with necessary signages. Furthermore, notices of violation are sent belatedly, which makes it very hard for motorists to contest or settle since the fine has already accumulated. "Just outside the House of Representatives, the road markings along Commonwealth Avenue are confusing. Palagi may asphalting, wala pang lane markings, so paano po yun? Of course, sabi po nila that they vow to be fair. Pero mahirap na po 'yun," he said. (there's always asphalting, and there are no lane markings, so how would that work? Of course, they said they vow to be fair. But that's hard to see.) "For [another] example, may pothole 'yung gitna. Ang gusto, ang usual allegation is dapat diretso pa. Kung solid line, dapat diretso lang. Pero kung may pothole na iiwasan, notice for violation,' he added. (In another example, there's a pothole in the middle of the road. What they want is for motorists to go straight, if it's a solid line. But when you avoid the pothole, you get a notice for violation.) 'And at least for me, the biggest transgression is due process, 'yung sobrang tagal po ng notice of violation [when the notice of violation takes so long to get to the motorist]. Kung maalala po natin [If we can recall], there's this one instance of a van which was issued a notice of violation so belatedly, after a year, so the fines are already worth P100,000. These are the things we'd like to avoid, that we'd like to study again, and that's why we are seeking this hearing,' Gutierrez added. — BM, GMA Integrated News
