MBBS seats: After complaints, Karnataka Examinations Authority enhances scrutiny for disabled quota
Bengaluru: Following complaints about the genuineness of three students availing MBBS seats through the physically handicapped quota last year, the Karnataka Examinations Authority (KEA) decided to enhance the scrutiny process for the same.
A complaint raised by Mithesh Kumar Moodukonaje of the National Pre-University Students, Parents, and Teachers Association alleged irregularities in the person-with-disabilities (PwD) category MBBS seat allotment in 2024. He raised issues about three cases. In one case, he alleged that the candidate did not declare any form of disability in his school records or class 11 admission form. In the other two cases, the candidates were not listed in the medical verification call list, yet were included in the final verified list.
The complaint was sent to multiple agencies and authorities, including the National Medical Commission, the Directorate of Medical Education (DME), the governor, and the medical education minister. It sought the allotment of MBBS seats to the candidates to be put under scrutiny for compliance with norms laid down under the Rights of Persons with Disabilities Act, 2016, and the NMC guidelines.

No one submitted objections at that time. However, we have requested DME to verify the complaint," said H Prasanna, executive director, KEA. "Two candidates went through KEA verification. One candidate approached the high court and got a second verification through a third party," he added.
Meanwhile, KEA decided to enhance the scrutiny process for the category. Instead of the existing two, KEA requested DME to send at least four teams of doctors for the process.
"We have asked for senior doctors to be present for the verification," said the executive director.
While the vision testing is conducted at Minto Hospital, KEA also decided to shift the testing for the hearing impaired to a hospital.
"There is advanced equipment in the hospital that cannot be made available in the KEA office. Only the locomotive category will be tested at the KEA office," he said.
This year, 874 students are expected to come for the medical tests. Last year, 834 students claimed the quota. As many as 534 students attended the medical verification, and 331 were found eligible.
The verification will be held from June 3 to 6.
