Ex-Raja Casablanca president Mohamed Boudrika extradited to Morocco for bad checks
Morocco welcomed Mohamed Boudrika, who was extradited from Germany, as reported by several Moroccan media outlets on Thursday, April 24. The former president of Raja Casablanca arrived at Casablanca Airport from Hamburg, where he had been detained since July 2024 following an international arrest warrant issued by the Moroccan judiciary. Boudrika is being pursued primarily for issuing bad checks. In March 2024, the Ain Sebaa Criminal Court sentenced him in absentia to a one-year suspended prison sentence and a fine of 232,500 dirhams. The charges stem from two complaints filed against him in his capacity as the legal representative of a real estate development company. Boudrika left Morocco in December 2023, reportedly to «undergo surgery in the United Kingdom». Upon his forced return, the former RNI deputy is now incarcerated at Ain Sebaa (Oukacha) prison in Casablanca.

The 42-year-old was nabbed at Hamburg Airport last summer under an international arrest warrant issued by Rabat. He's accused of a list of crime including issuing bounced checks, fraud, swindling, and document forgery. In February, Germany's top court in Hamburg gave the green light for his extradition. The country's Federal Office of Justice then rubber-stamped the handover after ironing out the legal details. Now back in Morocco, Boudrika was transferred to Ain Sebaa prison – commonly known as Oukacha where he will remain in custody pending further investigations and trial. Attempts by his legal team to halt the extradition through Germany's Constitutional Court were ultimately unsuccessful. His case will now proceed under the Moroccan judicial system. Boudrika, who previously served as an MP before being stripped of his parliamentary mandate by Morocco's Constitutional Court in January, has now been taken to Ain Sebaa prison – commonly known as Oukacha. He is expected to appear before an investigative judge at Casablanca's Court of Appeal to face the charges, chief among them issuing bad checks. Doha – After months of legal proceedings, Germany has officially approved the extradition of Mohamed Boudrika, former president of Raja Club Athletic Casablanca and ex-parliamentarian, to Morocco. The German Justice Ministry granted the extradition request following the rejection of Boudrika's appeal by the German Constitutional Court. According to DW Arabia, the Hamburg prosecutor's office confirmed that 'what remains now is only the actual execution of the handover of the wanted person to the Moroccan authorities.' Boudrika has been detained in a Hamburg prison since his arrest on July 16, 2024, at the city's airport following an Interpol alert issued at the request of Moroccan authorities. The German Constitutional Court dismissed Boudrika's constitutional complaint on April 4, utilizing its legal prerogative to reject the appeal without providing detailed justification. 'The Constitutional Court decided on April 4, 2025, not to accept the constitutional complaint for consideration,' the Court stated in response to an inquiry from DW Arabia. The former Raja president faces several serious charges in Morocco, including 'issuing checks without financial balance, fraud and scam,' as reported by local Moroccan press. Boudrika had previously been stripped of his parliamentary status by Morocco's Constitutional Court. While the exact date of Boudrika's transfer to Moroccan judicial authorities remains unspecified, sources indicate the extradition 'should not be delayed.' Boudrika's case represents part of a broader pattern of corruption allegations against Moroccan parliamentarians. Over thirty Moroccan parliamentarians currently face charges ranging from misappropriation of public funds to influence peddling, with some even accused of drug trafficking. Despite Morocco's 2011 constitution establishing governance mechanisms to enhance transparency and strengthen regulatory bodies, corruption continues to burden the country. The North African country has fallen two places in Transparency International's 2024 Corruption Perception Index (CPI), now ranking 99th out of 180 countries with a score of 37/100, indicating a continued regression in the country's anti-corruption performance over recent years. This decline is costing the country between 3.5 to 6% of its GDP annually — approximately MAD 50 billion ($5 billion). At the time of his arrest, Boudrika was traveling to Hamburg to meet with then-head coach Josef Zinnbauer in hopes of convincing him to continue his tenure with Raja. Boudrika: Germany Agrees to Hand Over Ex-Raja President to Morocco

Boudrika will remain locked up until all the paperwork is ready. Boudrika was arrested in July at Hamburg Airport on an international warrant after he was linked to alleged illegal financial dealings. Europol flagged him, and German authorities swooped on him. In Morocco, his troubles are piling up. Last January, the court booted him from the parliament for missing an entire legislative year without explanation. Officials sent 41 notices to his registered address – all returned as undeliverable. The court officially declared his parliamentary seat for the Al Fida-Mers Sultan vacant. Adding to the family's downfall, Boudrika's brother, Abdellah, was sentenced to five years in prison for faking real estate contracts in a scheme that surfaced during a police investigation into property. A well-known notary got six years, and other accomplices were also jailed. Boudrika's handover is now just a matter of time.
