Ministry of Home Affairs issues notification for conducting national population census in 2027
NEW DELHI: The Union Ministry of Home Affairs (MHA) on Monday issued a formal notification for conducting the National Population Census for the year 2027 with the reference date of March 1, 2027. The Gazette Notification, which has been issued in the name of the Registrar General and Census Commissioner of India, Mritunjay Kumar Narayan, under the administrative authority of the MHA, said, 'In exercise of the powers conferred by section 3 of the Census Act, 1948 (37 of 1948), and in supersession of the notification of the Government of India in the Ministry of Home Affairs (Office of the Registrar General, India)…, dated 26th March, 2019 published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (ii), dated 28th March, 2019, except as respects things done or omitted to be done before such supersession, the Central Government hereby declares that a census of the population of India shall be taken during the year 2027.' The notification further read: 'The reference date for the said census shall be March 1, 2027, except for the Union territory of Ladakh, the snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir, Himachal Pradesh and Uttarakhand.' It went on to add that in respect of the UT of Ladakh and snow-bound non-synchronous areas of the UT of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, 'the reference date shall be 00:00 hours of the 1st day of October, 2026'. It is to be noted here that this time for the first time since Independence the Census will also encompass caste enumeration.

Census 2027: Centre issues notification; to be conducted in 2 phases
The government on Monday (June 16, 2025) issued a notification for conducting India's 16th census with caste enumeration in 2027, 16 years after the last such exercise in 2011. The census will be carried out with a reference date of October 1, 2026 in snow-bound areas like Ladakh and March 1, 2027 in the rest of the country, the notification said. "The reference date for the said census shall be 00.00 hours of the 1st day of March, 2027, except for the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand," it said. In respect of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the states of Himachal Pradesh and Uttarakhand, the reference date shall be 00:00 hours of the 1st day of October, 2026, it said. The massive exercise to give population-related data from across the country will be done by about 34 lakh enumerators and supervisors and around 1.3 lakh census functionaries armed with digital devices. In the census, caste enumeration will also be done, a government statement said. Provision of self-enumeration would also be made available to the people. Union Home Minister Amit Shah had reviewed the preparation for the census with Union Home Secretary, Registrar General and Census Commissioner of India Mritunjay Kumar Narayan and other senior officials here on Sunday. The Census would be conducted in two phases — House Listing Operation (HLO) where, the housing conditions, assets and amenities of each household will be collected, and Population Enumeration (PE), which would capture the demographic, socio-economic, cultural and other details of every person in each household. In Census, caste enumeration would also be done, the MHA said. This census is the 16th census since the exercise started and eight after Independence, a government statement said. Very stringent data security measures would be kept in place to ensure data security at the time of collection, transmission and storage, the statement had said. (with inputs from PTI)

The notification stated that the reference date for the Census will be March 1, 2027, except for the Union Territory of Ladakh, the snow-bound non-synchronous areas of the Union Territory of Jammu and Kashmir, Himachal Pradesh and Uttarakhand. 'In respect of the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, the reference date shall be 00:00 hours of the 1st day of October, 2026,' the notification added. The last Census was held in 2011. The 2027 Census will include the first nationwide caste enumeration since 1931. A day before issuing the notification, Union Home Minister Amit Shah had on Sunday reviewed the preparation for the forthcoming Census with Union Home Secretary Govind Mohan and other senior officials in North Delhi. 'The census will be conducted in two phases. In phase one i.e. Houselisting Operation (HLO), the housing conditions, assets and amenities of each household will be collected. Subsequently, in second phase i.e. Population Enumeration (PE), the demographic, socio-economic, cultural and other details of every person in each household will be collected. In the census, caste enumeration will also be done,' the statement said. Around 34 lakh enumerators and supervisors and around 1.3 lakh Census functionaries will be deployed for the exercise, as per the statement. 'This census is the 16th census since the beginning and 8th after Independence. The ensuing census will be conducted through digital means using mobile applications. Provision of self-enumeration would also be made available to the people. Very stringent data security measures would be kept in place to ensure data security at the time of collection, transmission and storage,' the statement added. Andhra registered 22.2% surge in number of deaths in 2021: Report
VIJAYAWADA: The Civil Registration System (CRS) in Andhra Pradesh recorded a notable rise in the number of both births and deaths in 2021 compared to 2020, according to a report released by the Vital Statistics of India. The report, compiled under the supervision of Registrar General of India Mritunjay Kumar Narayan, presents a comprehensive account of registered births, deaths, stillbirths, and infant deaths across States and Union Territories. The statistics not only reflect demographic trends but also form the foundation for policy planning in healthcare, education, and welfare schemes. In Andhra Pradesh, the total number of births registered rose from 7,14,017 in 2020 to 7,37,189 in 2021, an increase of 23,172, or approximately 3.2%. A similar upward trend was seen in death registrations, which jumped significantly from 4,55,000 in 2020 to 5,56,102 in 2021, marking a sharp increase of 1,01,102 deaths, or a 22.2% rise. While the rise in birth registrations is attributed to improved awareness and outreach, the steep climb in death registrations coincides with the second wave of the COVID-19 pandemic, which devastated several parts of the country in 2021.
