Odisha CM asks officials to include widowed women under 'Mukhya Mantri Kanya Vivah Yojana'

Odisha Chief Minister Mohan Charan Majhi has asked officials to include widowed women under the 'Mukhya Mantri Kanya Vivah Yojana' (MMKVY). CM Majhi issued such a direction while presiding over a meeting in Bhubaneswar on Wednesday (May 21, 2025), an official said. He said the scheme aims to financially support the poor, helpless and economically weak families for the marriage of their daughters. He said marriages under the scheme need to be held on a collective basis and provide gifts to the brides. The State Government has made a provision of ₹12 crore in the 2025-26 State Budget. While presenting the budget, CM Majhi, who also holds the Finance portfolio, had said, 'A girl child is a blessing, not a burden, and we must honour and empower them to fulfil their dreams. Weddings following Odia tradition and customs are becoming expensive. Sometimes, poor families find it very difficult financially to get their daughters married with dignity.' "For the purpose, I am proposing a new scheme, 'Mukhya Mantri Kanya Vivah Yojana'. Under the scheme, mass marriages will be performed, and the Government will bear all the expenses as well as provide a gift for the bride. I propose an allocation of ₹12 crore for this purpose." Previously in Odisha, the State Government was providing financial assistance for inter-caste marriages involving girls by the Social Security and Empowerment of Persons with Disabilities Department, as well as by the Scheduled Tribes and Scheduled Castes Development Department. The Chief Minister has asked the departments to complete all necessary procedures and launch the scheme without much delay. The meeting was attended by Chief Secretary Manoj Ahuja, Development Commissioner Anu Garg, and senior officials from the Women and Child Development Department, Finance Department, Scheduled Tribes and Scheduled Castes Development Department, and the School and Mass Education Department. In another meeting on Wednesday (May 21, 2025) evening, CM Majhi also reviewed the progress of the PM Janman Yojana and directed all department secretaries present to visit remote areas in 14 districts where the scheme is being implemented and assess the ground situation. He asked the collectors and departmental officers at the district level to visit and identify villages and habitation, evaluate the conditions, and submit reports. The PM Janman Yojana covers 14 of the 30 districts of Odisha and covers 55 blocks, 1,751 villages/habitations, 289 gram panchayats, and 2 municipal areas, benefiting a total of 68,605 families and 3,14,514 people. Targets are made to construct houses, provide drinking water, set up mobile towers, hostels for students, multi-purpose centres and roads in remote areas of the identified districts. The objective of the PM Janman Yojana is to enhance the socio-economic conditions of Particularly Vulnerable Tribal Groups (PVTGs) by providing comprehensive development interventions.

Mumbai: Social welfare minister from Shiv Sena, Sanjay Shirsat , publicly lashed out against funds being diverted from his department for the govt's flagship Mukhya Mantri Majhi Ladki Bahin Yojana . This followed a govt resolution that allocated Rs 410 crore from the department for the scheme. However, officials point out that there was no fund diversion . On the contrary, it is the norm to spread the budget for schemes across departments. Departments for specialised groups, including Scheduled Castes and tribal welfare, were allocated a portion of the funds for the overall scheme with the condition that they could only spend it on SC and ST state allocated Rs 36,000 crore for the Ladki Bahin scheme in the budget. Of this, Rs 28,290 crore came from the general budget. A sum of Rs 3,960 crore was allocated for the scheme to the social welfare department for SC beneficiaries, and Rs 3,250 crore was allocated to the tribal welfare department for ST beneficiaries. "There was a clear allocation for the Ladki Bahin scheme through those departments in the budget itself. The budget was presented by the govt and cleared by the state legislature, which is the highest authority," said a senior the state made an allocation of Rs 2,546 crore from the general budget to the scheme and made an allocation of Rs 410 crore from the Rs 3,690 crore given to the social welfare department for the scheme. The only condition was that the funds could only be used for SC and ST same procedure is followed for Centrally sponsored schemes, and welfare schemes including Pradhan Mantri Awas Yojana, said a senior official. Even public work projects and rural and tribal road projects follow the same norm. "An allocation for rural roads is made to the tribal welfare department for roads passing through tribal districts," said a senior said the budget for the social welfare department was increased to accommodate expenditures for welfare schemes. In the state budget's annual plan, the SC component was increased by 42%.

Nitish Kumar cabinet clears ₹15,995 crore subsidy to power consumers

In order to give relief to power consumers, the cabinet chaired by Chief Minister Nitish Kumar sanctioned ₹15,995 crore as subsidy to consumers during 2025-26. Cabinet Secretariat Department's Additional Chief Secretary (ACS) S Siddharth said that the sum has been sanctioned under 'Mukhya Mantri Vidyut Upbhokta Sahayta Yojana' to give per unit subsidy to power consumers. The amount would be given directly to National Thermal Power Corporation (NTPC) through the Reserve Bank of India, he added. The subsidy amount is reflected in every month's energy bill, he said, adding that the subsidy has been sanctioned for a period of April 2025 to March 2026. The state government gives subsidies every year to power consumers to offset the higher tariff rate. Expansion of air connectivity network With a view to expanding the air connectivity network in the state, the Bihar cabinet on Friday gave its nod to carry out 'Pre-Feasibility Study' to start commercial flight operations from six towns of the state. The Bihar cabinet today approved altogether 34 decisions. Airport Authority of India (AAI) will carry out 'Pre-Feasibility Study' in six towns of Madhubani, Birpur, Munger, Valmikinagar, Bhagalpur and Saharsa, Cabinet Secretariat Department's Additional Chief Secretary (ACS) S Siddharth told reporters in a post cabinet briefing. It also sanctioned a sum of ₹2.43 crore for carrying out the study, Mr. Siddharth said adding that the 'Pre-Feasibility Study' would incorporate the factors like what would be the expected number of passengers on a particular route (place), the length of airstrip required, the type of aircraft among many factors may be used for operating commercial flights. The move would pave the way for construction of airports in these six towns which would not only ensure easy and smooth travel for people of the state especially locals but would also boost economic development of the region. In another important decision, the cabinet also sanctioned ₹119 crore for organising a mega sporting event of 'Khelo India Youth Games' 2025 being held in Bihar for the first time. The 7th edition of games will be held between May 4 and 15 at five places Patna, Rajgir (Nalanda), Gaya, Bhagalpur and Begusarai. Around 10,000 athletes including trainers, support and technical staff and other staff would participate in 27 different sporting disciplines. Prime Minister Narendra Modi will inaugurate the sporting event on May 4. A grand temple would be built at Punauradham, the birthplace of goddess Sita, in Sitamarhi district on the lines of a grand Ram temple at Ayodhya for which a design consultant M/s Design Associates INC has been selected for the purpose on nomination basis. The cabinet approved the tourism department's proposal for selection of the design consultant. This is the same consultant which has designed the Ram temple. The move would help promote tourism in the state. Mr. Kumar had announced it during Pragati Yatra for the integrated development of the religious place. A total of 17 acres of land was available at Punaurdham temple premises besides the process is currently underway to acquire 50 acres of additional land to develop the place on a grand scale. Grant to create teaching, non-teaching post The Bihar cabinet also gave its nod to the education department's proposal to create 526 posts that included 422 teaching and 104 non teaching staff for the proposed degree colleges. It also sanctioned the creation of 663 non technical posts of different categories for 71 offices of integrated urban engineering organisations constituted under the Urban Development and Housing department. The Bihar cabinet also approved the creation of 244 posts of different categories for smooth functioning of Bihar Sports University, Rajgir. 'The cabinet has also approved Bihar Vishesh Sarvekshan Evam Bandobast (Sanshodhan) Niyamawali 2025 (Bihar Special Survey and Settlement Amendment Rules 2025) which will allow farmers to exchange their land. It would be applicable to those farmers who had exchanged their land on oral basis,'Mr. Siddharth said. Till now, there was no such provision wherein one farmer can exchange his land from another farmer.
